Solicitation FA853317R0022

Response to Questions Received 12 July 2018

Question 1: According to solicitation, the Government will decide if a major repair is FFP or CPFF depending on the report we provide for the initial evaluation. Please advise the criteria the Government will utilize to determine contract type for the repair.

Response 1: The Contractor will submit a Technical Report to the Government after the test station has been evaluated. The Government will request a formal proposal, with an identified pricing arrangement, that aligns with the work described in the contractor’s submitted Technical Report. Additional wording has been added to the Performance Work Statement (PWS) to provide clarity. The revised PWS was posted on 12 July 2018.

Question 2: The Q & A supplied by the Government states Options 2-4 should be bid as To Be Negotiated (TBN). The new solicitation does not indicate this. EDO recommends that Options 1 thru 4 be TBN as there is much ambiguity in the pricing.

Response 2: The parameters of the current solicitation, posted 21 June 2018, remains unchanged as it pertains to question 2.

Question 3: The solicitation states that CLIN X008 is NSP. EDO cannot price the CORL items as NSP as each CORL needs to be separately priced given the structure of the solicitation.

Response 3: An amendment of the solicitation, posted 12 July 2018, has changed the pricing arrangement to allow potential offerors to propose a dollar amount.
