BAT NEWS
BAT NEWS updates are provided to inform industry of the latest information and announcements supporting the evolution of the BAT program acquisition. The BAT NEWS updates are intended to highlight program Draft documentation postings as well as relay most current program events/plans.
Please note that all documentation is to be considered draft until formal Request for Proposals (RFP) release. Industry review and comments of all program draft documents and program announcements is encouraged and appreciated to help in the development of final program planning and documentation. 5 February 2016: The purpose of this update is to provide industry with: 1) New RFP location and information. All posting of data associated with the BAT Program will now be found under the solicitation number RFP FA8533-16-R-0001. No further updates or information will be posted on the informational request, RFI-14-R-BAT. Please refer to the new RFP number for all acquisition information. 2) Draft RFP and several draft attachments are hereby posted to the new FedBizOpps under the new solicitation number offered in #1 above, today, Friday, 5 Feb 16. Request review and all feedback be received NLT 4pm EST, Monday, 15 Feb 16. Date for Final RFP release will be forthcoming in a future update of BAT News. 3) Bomber Armament Tester Bidder’s Library-Notice to
Industry. 4) Final responses to the few remaining, unanswered questions from the November 2015 Pre-
Solicitation Day event. This constitutes closing actions from the Government for all open action items from the Pre-Solicitation Day event.

Final Pre-Solicitation Conference Questions
18 December 2015: The purpose of this update is to provide industry with: 1) the BAT Source
Selection Process Flow; 2) Draft BAT Performance Specifications, Rev 7, dated 18 Dec 15; and 3) Draft
BAT Statement of Work, Rev 4, dated 18 Dec 15.
17 December 2015: The purpose of this update is to: 1) provide industry with the attached draft copy of the anticipated CLIN structure for this effort; and 2) provide notification that, sometime AFTER the second week of January 2016, we will begin posting updates regarding this effort to its new solicitation number (RFP FA8533-16-R-0001). Please ensure you are checking for updates under this new number around that time. The current number (RFI-14-R-BAT) will no longer be used or updated. 14 December 2015: The purpose of this update is to inform industry of the postings of 1) Draft BAT
Technical Section L and M, dated 14 Dec 15; and, 2) Draft BAT Past Performance Relevancy Criteria, dated 14 Dec 15. We encourage your feedback on the posted documents. Request all feedback be received by COB 17 Dec 15.
11 December 2015: The purpose of this update is to 1) Inform industry of the Government’s intention to post a DRAFT RFP towards the end of January 2016, and post a Formal RFP the last week of February
2016. 2) Posted four (4) BAT documents on FBO for industry comment and feedback.

16 November 2015: The purpose of this update is to 1) Inform industry of three (3) updated Pre-

10 November 2015: The purpose of this update is to inform industry of an email correction on the BAT
NEWS, dated 6 November 2015. The correct email address for Cassandra Harrison is
Cassandra.Harrision.2@us.af.mil. For clarification and continuity purposes, the Bomber Armament
Tester Pre-Solicitation Conference Letter posted on FBO contains the correct email for Cassandra
Harrison.
6 November 2015: The purpose of this update is to inform industry of BAT Pre-Solicitation Conference, 18-19 Nov 15 in Warner Robins GA. Day 1 of the BAT Pre-Solicitation Conference, 0800-1500 EST, will be held in the Scott Theater, Eagle Building at the Warner Robins Museum of Aviation. Address of the Museum of Aviation is 1942 Heritage Blvd, Robins AFB GA 31098. The Museum is located immediately off GA Highway 247 and beside Robins AFB. The Museum is not located within base gates and does not require any special passes or access for admission.
Day 2 of the BAT Pre-Solicitation is reserved for one-on-one meeting sessions with interested industry representatives at the Warner Robins Area Chamber of Commerce, 1228 Watson Blvd, Warner Robins
GA 31093, on 19 Nov 15, 1100-1700EST. The one-on-one meetings will be scheduled for 20-minutes each individual industry with no more than five representatives. One-on-one meetings are scheduled on a first-come, first served and accepted via email only (no phone calls please). 5 October 2015: The Bomber Armament Tester (BAT) News is hereby introduced and established on 5
October 2015, as an electronic means to augment and further inform industry on the latest evolving program developments and news related to the Bomber Armament Tester acquisition. The BAT NEWS is intended to encourage an open dialogue between our industry partners and the Government BAT acquisition team to increase communication and transparency with the objective to achieve a more streamlined and comprehensive acquisition.
The BAT NEWS will provide a snap shot and brief summary of what is posted on Federal Business
Opportunities (FBO), to include announcements, documents, information requests, program developments, and food for thought tidbits. Please note that all documents are to be considered as
DRAFT until the formal Request for Proposal (RFP) release. We welcome and encourage industry review and comments. All comments, questions, and/or concerns should be addressed to the Contracting

5 October 2015: The purpose is to provide a baseline of understanding of the BAT Program. The BAT program is divided into three (3) incremental phases predominately driven by weapon system platform.
This acquisition is consists of the following efforts: Engineering and Manufacturing Development
(EMD), Production, and Sustainment through Interim Contract Support (ICS).
Increment One EMD: Design and development of the following:
Common Core Tester (Designed to support ALL Weapon System Platforms)
ALL B-2A UUT TPS’s
ONE (1) B-1B MPRL UUT TPS (Most Complex B-1B)
ONE (1) B-52H SUU-67 UUT TPS (Most Complex B-52H)
Increment Two EMD: Design and development of ALL remaining B-1B UUT TPS’s and incorporation of the B-1B MPRL from Increment One.
Increment Three EMD: Design and development of ALL B-52H UUT TPS’s and incorporation of the
B-52H SUU-67 TPS from Increment One.
Production will be initiated as an option at the discretion of the Government after successful EMD increment(s) as documented and approved (successfully) by the Government.
Sustainment-Interim Contract Support (ICS) will be initiated as an option at the discretion of the
Government beginning with the delivery of the first BAT System. ICS will end after Government defined, successful completion of the last BAT System deliverable.

The three EMD Increments have evolved from a Firm-Fixed Price approach to a Cost Plus Incentive type strategy. The BAT team is developing and defining incentive definitions placing emphasis on schedule and critical milestone review gates.
The three Production Increments are currently leaning towards a Fixed-Price Incentive (Successive
Targets) approach. Currently, developing and defining firm production quantity tables for each contractor to establish variable price tables with quantity discounts for established delivery times and locations.
Interim Contract Support (ICS) is currently leaning towards a Firm-Fixed Price that is priced and scaled per delivered BAT System for sustainment. Currently, developing and refining the support area specifics and parameters for contractor ICS support.

Additionally out for Industry review and comment is 4 (four) Bidder’s Library CD data volumes.
Tentative Upcoming BAT Acquisition Events:
A Pre-Solicitation Conference is tentatively forecast to be held on Wednesday, 18 November and
Thursday 19 November 2015. In advance of the Pre-Solicitation Conference, the Government intends to provide a DRAFT Request for Proposal (RFP). The Conference is intended to include a briefing of the requirement, particular notes of interest, and a review of the DRAFT RFP and attachments.
A Formal RFP is tentatively expected to be released the first week of January 2016.
