About this file

This Sources Sought Synopsis is a market research document seeking potential manufacturers for Next Generation MHU-110 and MHU-141 Munitions Trailers for the United States Air Force. The government plans to acquire approximately 1,200 trailer systems across fiscal years 2026-2032, with an estimated contract duration of 5-7 years as a Firm Fixed Price contract. The trailers require advanced engineering capabilities, including 3D modeling, finite element analysis, stress testing, and the ability to design trailers with increased load capacities (from 5,500 to 6,000 pounds) while maintaining structural integrity.

The market research invites both large and small businesses to demonstrate their capabilities through a comprehensive Contractor Capability Survey, which covers areas such as manufacturing processes, technical design expertise, quality assurance, production capacity, and experience with similar military equipment. Potential contractors must provide detailed information about their facilities, technical capabilities, past performance, and ability to meet specific technical requirements, such as welding certifications, computer-aided design, mobility testing, and complex engineering analyses. The government has not yet determined a small business set-aside and will make that decision after analyzing responses. Interested companies must submit their responses by the close of business in XXX 2025 to the specified Air Force contract specialists.

Sources Sought Synopsis Next Generation MHU-110 & MHU-141 Munitions Trailers Rev. A

Instructions:

If you responded to the Sources Sought Synopsis (SSS) released on Dec. 4th 2024, please refer to the following clarifying questions to answer. There is no requirement to complete another full response to the SSS document if you provided a response to that initial posting.

If you did not respond to the previous Sources Sought Synopsis, please refer to the entire document and follow the instructions detailed on page 2 of the SSS.

Additionally, the USG is seeking additional information from industry as a whole (Large and Small Businesses are being considered) to provide inputs and respond to this SSS to assist in the final determination of the competitive acquisition strategy.

Clarifying Questions:

1. Based upon the estimated quantities required and your current facilities, staffing, and resources, what is your best estimate of maximum monthly production capacity of each classification, the MHU-110V2 and the MHU-141V2, as described in PD25WRROZ004?

2. For this requirement, Static and Dynamic Loading is required to be analyzed. Describe your capabilities in preparing a detailed stress analysis, to include a Finite Element Analysis (FEA) to prove the stress level produced by the applicable design load(s) at any point in the structure is limited to a level that provides an applicable factor of safety against permanent deformation as described in 3.5.3.1.5 of PD25WRROZ004. Will this be performed in-house or subcontracted out?

3. A portion of the modernization of this next generation trailer being acquired is a capability for the Government to be able to use a Finite Element Model (FEM) to analyze current and/or future loadouts to be carried on the trailer. The solid model FEM must be representative of the final produced trailer. To verify the FEM is accurate enough for these uses, FEA load simulations and the actual stress data recorded from load testing (static and dynamic) should have a 6% correlation/convergence (See SOW 3.3.7). Describe your capabilities and considerations (during design and manufacture) you may have for meeting this requirement.

PURPOSE/DESCRIPTION

The Government is conducting market research to identify potential sources that possess the production data, expertise, engineering design capabilities, and experience to meet qualification requirements for the design and production of the Next-Generation, Small Munitions Trailers for use by the USAF. The estimated quantities for this acquisition are for 1,200 Systems for fiscal years (FY) 26 – 32. Quantities are subject to change. Comment by DEAL, KEATON D CIV USAF AFMC AFLCMC/ROZ: Is this BEQ in line with everyone's thinking? Comment by RAGAN, AMANDA S CIV USAF AFMC AFLCMC/WNKA: @HOLLINGSWORTH, WESLEY C GS-12 USAF AFMC AFLCMC/ROZ? PK doesn’t know the backorder/requisitions/need that drives the quantity estimate. Do you have a rough breakout of how many per year?

Removed “BEQ” - that’s requirement-type contract language and not the best fit for this type of acquisition. Comment by BROWN, SHANIKA N CIV USAF AFMC AFLCMC/WNKAA: 2 year basic and 5 options or ordering periods? Comment by HOLLINGSWORTH, WESLEY C GS-12 USAF AFMC AFLCMC/ROZ: Which is better? I like options but what is the difference?

A draft Purchase Description (PD) and draft Statement of Work (SOW) are included which provide a description of the Next-Generation, Small Munitions Trailer requirement. A Contractor Capability Survey, included below, allows you to provide your company’s capability.
