About this file

The document is a PowerPoint presentation for the Next Generation Aerospace Ground Equipment (NGAGE) Industry Day, detailing a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for innovative aerospace ground equipment (AGE). The Air Force Materiel Command Lifecycle Management Center is seeking contractors to design, develop, test, upgrade, and produce new AGE with a focus on modernizing mature equipment to create competitive advantages for the USAF. Potential candidates include air cycle units, aircraft tow bars, ground power modernization sets, hydraulic test stands, multi-purpose maintenance stands, and various specialized ground support equipment.

The contract will have a 9-year period of performance, consisting of a 3-year basic period and three 2-year option periods, with on-ramping and off-ramping opportunities every two years. Evaluation will be based on technical work samples, small business participation, and pricing proposals, with potential contract types including Firm Fixed Price, Cost Plus Fixed Fee, and Cost Reimbursable. The solicitation timeline includes a Sources Sought Synopsis release on 06 Jun 25, Industry Day on 24 Jun 25, estimated RFP release on 15 Sep 25, proposal due date of 14 Oct 25, and an estimated contract award on 22 Jun 26. The government anticipates awarding contracts to multiple vendors that meet the desired parameters outlined in a broad Statement of Objectives.

Contract Overview

Multiple Award Program (FAR 15 Source Selection)

Evaluate Prospective Contractors

Fair Opportunity Competition (FAR 16.5 Fair Opportunity Procedures)

Fair Opportunity Proposal Request (FOPR) with a Streamlined, Requirement-Specific SOW and TDP (ex. USG needs MC Bleed Air Designs through PDR by specified date)

Natural Down-Selects

Performance options at the order level can be leveraged to move forward to next phase(s). Ex. If USG approves timely PDR, then it will solicit the next phase (TRR, DT&E, OT&E, LRIP, FRP) of the order.

Award to All that Meet Desired Parameters in Broad, Overarching Statement of Objectives (SOO)

Post Award Conference is Guaranteed Minimum Maximum flexibility for projects that fall under the scope of “multi-capable and/or innovative” AGE

Award to one or multiple contract holders based on streamlined evaluation criteria.

Closeout of Project

All contractual obligations met, and item can move into regular sustainment activities.

Contract Timeline The NGAGE IDIQ MAC will consist of:

A three (3)-year basic (Ordering Period 1) Three (3), two (2)-year options (Ordering Periods 2, 3, and 4, respectively) The total NGAGE Program Period of Performance (PoP) will be for a maximum of 9 years in which Delivery Orders may be placed, if all options are exercised

On-Ramp / Off-Ramp On-Ramp See previous slide for planned phasing and Ordering Guide Paragraphs 1.12, 1.13, and 1.14 for more information.

Expands awardee base to keep pace with new industry partners, technology, and trends.

Government may elect to On-Ramp sooner or not at all, if it is in Its best interest to do so.

Off-Ramp Removal of an NGAGE awardee from the program for any one of the following reasons as determined by the Primary Procuring Contracting Officer (PPCO) or at the awardee’s request:

Inability to perform Inability to rectify performance after written Government notice Lack of responsiveness Lack of adhering to digital domain Excessive Performance Assessment Reports (PARs) and negative Contract Performance Assessment Reports (CPARs) Releasing data and information without PPCO permission Natural Off-Ramp Point when determining to exercise an option See Ordering Guide Paragraph 1.15 for more information.

Plan Forward The team will continue to communicate with Industry on SAM.gov with updates as well as new/revised documents

1. Feedback on the Draft Documents posted to the notice will help maintain this schedule and mitigate delays during

solicitation, evaluation, and award. The sooner the USG receives qualitative feedback on these documents for
consideration, the better!

FOPR Projects are currently in works and expected to be ready to solicit after award of NGAGE. Vendors may see Requests

for Information, Sources Sought Notices, or other Market Research activity on SAM.gov in support of these projects. However,
there is no firm timeline the team can share at this time.
