About this file

This is an Industry Day presentation deck for the 20MM Ammunition Transfer System (ATS) procurement by the Air Force Life Cycle Management Center. The ATS is non-commercial support equipment used to transfer 20MM ammunition into Universal Ammunition Loading System (UALS) and Linkless Ammunition Loading System (LALS) trailers that service F-15, F-16, and F-22 aircraft. The system can upload 2,100 rounds using compressed air at 35-40 PSI or manual operation.

The virtual Industry Day is scheduled for November 4, 2024, from 1300-1400 Eastern with additional 20-minute breakout sessions until 1715. The anticipated acquisition timeline includes a draft RFP in December 2024 and contract award by September/October 2025. The procurement will likely be a 5-7 year IDIQ with firm-fixed pricing and progress payments. Current backorders are 40 units with potential increase to 60-80, and estimated quantities of 16 units per year over five years. The technical data package includes engineering modifications from 2018 that addressed 15 key areas requiring redesign. Evaluation factors will include price, technical capability (written and oral presentations), and past performance. The set-aside determination has not been finalized. Interested vendors must submit attendance information by October 28, 2024.

Program Description The ATS does not meet the definition of a commercial item as defined by FAR Part 2.101 It is only used in support of the F-15, F-16, and F-22 20MM M61A1/A2 Vulcan Gun System The 20MM ATS is used to transfer 20MM ammunition from storage into the Universal Ammunition Loading System (UALS) or Linkless Ammunition Loading System (LALS) for transportation to the flight line. While performing this function, it simultaneously and independently receives spent cases and/or unfired ammunition from the loader assembly. The ATS only functions with loose ammunition

NSN: 4925-01-612-9334; P/N: 201757932-10

Supports the UALS and the LALS trailers for the United States Air Force (USAF); ultimately, these two systems support the F-15, F-16, and F-22 communities USAF currently has 220 authorizations, with 157 in use ATS physical dimensions: 41.25” L x 36.25” W x 40.75” H; Weight: 580 pounds

Program Description The ATS supports both UALS and LALS trailers that the Air Force currently uses The UALS trailer is produced by General Dynamics (GD-OTS) The LALS is produced by Hydraulics International, Inc. (HII)

Using compressed air that is provided by the facility back shop, the ATS can upload 2,100 rounds into both the UALS and LALS Engineering firm that conducted the redesign in 2018 for the current iteration recommends 35-40 PSI Alternatively, a manual speed handle can be used on the ATS if compressed air is unavailable

Considerations Technical data package (TDP) Combination of drawings from original OEM and a local engineering firm Independent engineering firm modified a pre-existing ATS to create a prototype that was less susceptible to jamming Fifteen areas noted by HQACC/A4MM to be reengineered in 2018 Drawings and prototype were subjected to a 500,000 round durability test with the engineering firm Assumption that drawings are not definitive and will need some degree of modification/recommendations Recommended that awarded vendor should have strong engineering and previous experience with ammunition loading equipment as timing and synchronization are key Current ATS and part number have never been in production

ATS Areas for Reengineering

1. Feed tray stoppage, P/N 3305AS1107-3

2. 40T/64T gear wear, P/N 3305AS1145-1 (40T), 3305AS1146-1 (64T),

3. AIU initial timing, P/N 029297-501 cage code 56529

4. Stretched elements

5. Live round chute stoppage

6. Planetary gear drive breakage, P/N 3305AS1470

7. Torque adapter calibration

8. Lubrication

9. Empty space device

10. AIU mount plunger, P/N 029242-1

11. Grounding reel retract failure, P/N SD-2050-OS cage code 82457

12. Tension blocks loosening

13. No bypass mode

14. Support bar, P/N 3305AS1263-1

15. Ammunition Can coming in contact and damaging ATS Round Counter Assembly, P/N 3305AS1103-1
