The single-award indefinite delivery, indefinite quantity contract has a potential value of $260 million over a five-year base period and a six-month optional extension.

H-Clauses

| In the event performance of a D/TO requires a labor category which is listed on the applicable Wage Determination but for which no Not to Exceed labor rate is currently negotiated and on contract, the cognizant Administrative Contracting Officer will work with the Contractor to negotiate appropriate billing rates utilizing the base rates as contained in the wage determination. |
| H-902: Exception to Contract Labor Rates TDSSe² and compliance with state labor laws |
| The rates proposed for an RFOP shall not exceed those rates set forth in the attached Rate Tables. The only exception(s) are if work to be performed on a particular D/TO falls under the Service Contract Act (SCA), or is in an area where both the Wage Determination (WD) and local rates not covered under the SCA are higher than the rate that is in the contract. In this case, the contractor shall propose, and the Government will allow, the minimum rate specified in the WD for that area, for that particular D/TO. Rates not covered under the SCA in such areas, will be negotiated prior to D/TO award. Offerors shall include a statement in their proposal that they have proposed rates higher than the rate table as the WD and local rates in the applicable performance area are higher than the rate table rates. In the event the Government directs the Contractor to work at a location where local state laws mandate overtime and double-time payments in conflict with the terms and conditions of this contract, the parties agree to conduct negotiations for an equitable adjustment. |

Volume III, Calculating Total Evaluated Price
Step 1: The Gov’t will multiply the Offeror’s proposed fully burdened labor ‘On-Base’ rate for each category times the estimated labor hours (not disclosed to the Offeror) for the respective labor category, yielding the proposed labor dollars for each ‘On-Base’ labor category.
Step 2: The Gov’t will add together the calculated proposed labor dollars for each ‘On-Base’ labor category to determine the proposed ‘On-Base’ costs.
Step 3: The Government will multiply the Offeror’s proposed fully burdened labor ‘Off-Base’ rate for each category times its estimated labor hours (not disclosed to the Offeror) for the respective labor category, yielding the proposed labor dollars for each ‘Off-Base’ labor category.
Step 4: The Government will add together the calculated proposed labor dollars for each ‘Off-Base’ labor category to determine the proposed ‘Off-Base’ costs.
Step 5: The Government will add together the proposed ‘On-base’ costs with the proposed ‘Off-Base’ costs to arrive at the total evaluated price (TEP).

The SourceAmerica nonprofit network include more than 750 agencies, including almost 400 with AbilityOne contracts.
Selection of the best qualified agency is predicated on a variety of factors, including:
Capability Current experience Staffing plan Financial suitability Past performance Management team Quality control systems Technical plan
Selection begins with a multi-functional team review, who then make recommendations to the AbilityOne Commission. The Commission provides final approval for the most qualified agency for each AbilityOne contract.
