1.0 DESCRIPTION OF SERVICES
1.1 Objectives: This Performance-based Work Statement (PWS) defines E-8C Joint STARS requirements for operation, maintenance, support, modification, concurrency, and Contractor
Logistics Support (CLS) of two Weapons System Trainers (WSTs), two Navigator Training
Systems (NTSs), four Operator Work Station (OWS) Desktops, and the Training System Support
Center (TSSC). Hereinafter references to the “Aircrew Training Device” (ATD) shall be understood to apply to the WST, NTS and OWS Desktops. All PWS requirements shall be understood to apply equally to the entire ATD unless explicitly referenced to the WST, NTS or
OWS Desktops.
1.2 Benefits to USAF: Meeting the Performance requirements identified in this PWS will result in more effective and cost-efficient training. The Joint STARS ATDs are a major source for aircrew training, allowing members to log up to 96% of their training requirements in a simulator versus an operational aircraft. They are also a training resource for maintenance personnel. The simulators allow flight crew members to experience an accurate feeling of flying an aircraft in realistic scenarios, including aerial refueling, weather patterns, degraded operations and emergency procedures, without putting lives at risk. Also, ATDs provide a cost-effective method for training by decreasing the “learning curve” for the student aircrew and/or ground support personnel and by keeping pace with the evolution of technology through incorporation of aircraft hardware and software changes, standard operational procedures and current tactics
All direction contained within this document shall be to the Contractor unless explicitly referenced to other parties.
