Response to Solicitation Questions:
QUESTION:
It was not clear to us in the solicitation whether the proposal can be submitted electronically via email or whether the proposal must be submitted hardcopy. Is it permissible to submit an electronic copy of the proposal via email to the listed POC?
RESPONSE:
Per FAR 4.502(a) concerning policy for electronic commerce in contracting:
‘The Federal Government shall use electronic commerce whenever practicable or cost-effective. The use of terms commonly associated with paper transactions (e.g., “copy,” “document,” “page,” “printed,” “sealed envelope,” and “stamped”) shall not be interpreted to restrict the use of electronic commerce.’
Also, in accordance with FAR 15.203(c), electronic commerce as a method for receiving proposals, modifications, and revisions is permitted and preferred. The primary POC email address for submission is provided on the front page of the solicitation.
ADDENDUM TO ORIGINAL RESPONSE:
Please note: It is the contractor’s responsibility to ensure government receipt of the proposal and when submitted electronically, it is also the contractor’s responsibility to ensure government accessibility to the documents included in the proposal.
Should a proposal be electronically sent, the contractor is advised not to utilize zip file formats to compress large files due to unsuccessful delivery being common with such zip formats. Acknowledgement of the requirements specified in the solicitation and any solicitation amendments that followed (acknowledged by signature) should accompany the proposal as well.
