About this file
This is a request for quotation for the production of AN/ALE-45 Flex Cable and Backplane assemblies for use on F-15 aircraft. The solicitation is a competitive acquisition by the 638th Sustainment Maintenance Group at Robins Air Force Base to award a firm-fixed-price purchase order for the manufacture of ALE-45 Flex Cable and Backplane assemblies. Interested small businesses must register in the Joint Certification Program and request bid documents by January 14, 2020. The acquisition will utilize a new "Pitch Day" process allowing contractors to orally present proposals to the government with the goal of same-day award of a contract. Deliveries are to Robins AFB with production quantities required within 180 and 193 days of award respectively. The evaluation will consider total evaluated price based on fixed unit prices for each item with negotiations and award to the responsible offeror providing the lowest price meeting requirements.

638th SCMG - PITCH DAY
AN/ALE-45 Flex Cable and Backplane (NSNs: 5996-01-204-2430 & 5996-01-205-1273)
This is a competitive acquisition to obtain a firm fixed price purchase order for the production of the ALE-45 Flex Cable (NSN: 5995-01-204-2430 EW; P/N 141210-0002) and ALE-45 Backplane (NSN:
5998-01-205-1273EW; P/N 141213-0001) for use by United States Air Force (USAF). The AN/ALE-45 Countermeasure Dispenser (CMD) Electronic Warfare (EW) System operates on the F-15 aircraft used by the Air Combat Command (ACC) and the Air National Guard (ANG). The AN/ALE-45 CMD provides the capability to automatically/manually respond to radar-guided and infrared homing weapons. It dispenses a combination of chaff, flare, etc. payloads based upon the Operational Flight Program's (OFP) evaluation. The NAICS code for this effort is 334417. This acquisition is limited to Small Businesses only.
This effort will be used as a Robins AFB - 638th SCMG Pilot Program referred to as “Pitch Day”. Pitch Day will serve as a rapid acquisition method that will allow contractors the opportunity to "pitch" their proposals orally to the Government. Pitch Day would allow the Government to have real time interface and negotiate with contractors and will result in a same day award of a procurement contract for the two items referenced in this synopsis. A partial payment (amount to be determine) may be made on Pitch Day to the successful offeror.
The contracting action resulting from this Request for Quotation will be a firm-fixed-price purchase order. The delivery destination will be Robins Air Force Base, Georgia.
To obtain copies of bidset documents an interested vendor must be registered in the Joint Certification Program (JCP). Interested vendors are to request copies of the bidsets by providing their CAGE number to either Shawna Barrett - 478.926.0153 (shawna.barrett.1@us.af.mil) or Howie Carroll - 478.926.0152 (howard.carroll.1@us.af.mil) to verify registration in JCP. Upon verification, bidset zip files will be set via the"DOD Safe" website. To become registered in the JCP interested vendors can do so at the website located below.
