Section I
GENERAL INSTRUCTIONS
1. Purpose. To provide instructions and guidance on the classification and proper distribution of information involved on the B-1 program.
2. Authority. DoD 5200.1-R/AFI 31-401. Cite this guide as the basis for classifying, downgrading, or declassifying information about the B-1 Program.
3. Office of Primary Responsibility (OPR). This guide is issued by the B-1 System Program
Manager (SPM), B-1 Sustainment Division, 3001 Staff Drive, Suite 2AD77A, Tinker AFB OK 73145-6001; telephone: commercial (405) 736-2001, DSN 336-2001.
4. Classification Recommendations. Send completely documented and justified recommendations to the OPR if the security classifications or declassification instructions in this guide impose impractical requirements or when scientific or technological changes in the state of the art indicate a need for changes. Pending final decision, handle and protect the information at the highest of the present or the recommended classifications. All users of this guide are encouraged to assist in improving and maintaining the currency and adequacy of this guide.
5. Classification Currency.
a. Changes to this guide will be effected by the issuance of a letter, subject: Letter Change No. __ to the B-1 Security Classification Guide, 1June 2011. This letter will indicate the appropriate change(s) and will constitute the authority for such change(s). Upon receipt of a letter change, the appropriate change(s) will be made and the letter of authority will be inserted in back of the guide.
b. Changes in this guide identify specific downgrading declassification action. Changes in classification are identified by underlining the classification for each appropriate item. During routine use, review information classified under the previous security classification guide and remark in accordance with this security classification guide.
6. Reason for Classifying: The reason for classifying information is in accordance with Executive
Order (EO) 13526. The category for classification, as identified through the guide, is as follows:
Category 1.4g: Vulnerabilities or capabilities of systems, installations, infrastructure, projects, plans, or protection services relating to the national security.

7. Explanation of Declassification Instructions: Information classified by this guide has a specific date or event for declassification that is 10 years or less from the date of this guide. Information that must remain classified longer than 10 years is exempted IAW EO 13526 Section 1.4:
…unauthorized disclosure could reasonably be expected to cause identifiable or describable damage to the national security: (a) military plans, weapons systems, or operations. Information exempted will remain classified for 25 years from the date of the original decision (DOOD) as indicated throughout this guide, unless declassified earlier.
8. Prior Declassification Instructions: Information derivatively classified by the previous guide with a declassification instruction of OADR will remain classified for 25 years from the date of origin of the source document unless declassified earlier by this guide. Only information that has been declassified earlier by this guide will be remarked to reflect the new declassification date when used.
9. Use of Distribution Statement: In accordance with DoDD 5230.24, all technical data, classified and unclassified, shall be marked with a distribution statement to control secondary distribution. All users shall place the respective distribution statement on the cover or first page of technical data derived from the B-1 program:
a. Technical data requiring Distribution Statement D; utilize the following statement -
"Distribution authorized to the Department of Defense and U.S. DoD contractors only:
Administrative or Operational Use, 1 November 1994. Other requests shall be referred to the B-1 System Program Manager (SPM)."
b. For technical data requiring Distribution Statement F; utilize the following statement -
"Further dissemination only as directed by the B-1 SPM, OC-ALC/GKB, 3001 Staff Drive, Suite 2AD77A, Tinker AFB OK 73145-6001, or higher DoD authority."
For further guidance refer to DoDD 5230.24 , Distribution Statements on Technical Documents, or the B-1 Program Protection Plan (PPP).
10. Export Controlled Information: In addition to required distribution statements on DoD technical information, export controlled markings may also apply to classified and unclassified technical documents. For further guidance, refer to AFI 61-204, Disseminating Scientific and Technical Information, or DoDD 5230.24, Distribution Statement on Technical Documents.

Section II
RELEASE OF INFORMATION
1. Public Release.
a. The fact that this guide shows certain details of information as unclassified does not permit automatic public release of them. Proposed public disclosures of unclassified information regarding the B-1 Program shall be submitted to 72ABW/PA, Tinker AFB OK 73145, telephone 405-739-2026, for review, a minimum of 45 days prior to the date of the actual release being proposed.
b. The term "information" applies, but is not limited, to: articles, speeches, photographs, brochures, advertisements, displays, and presentations on any phase of the B-1 Program.
c. Defense contractors and other agencies must screen all information they submit for determination of releasability to ensure it is both unclassified and technically accurate and non-proprietary. The letter of transmittal must certify this review. Copies of the material may not be released outside official channels until the review process is complete. If information found during the review process is suspected as classified, notify all holders of the document as to the degree of protection required. When doubt exists concerning the classified status of a proposed release pertaining to the program, B-1 Sustainment Division makes the final decision. The material submitted for review must include a valid suspense date, if applicable.
d. Only information reviewed and certified for public release may be released. Information for public release that is revised or developed after initial certification must be submitted for review and further processing as outlined in paragraphs a and b above.
e. Material which requires an export license will not be entered into security and policy review channels for public release approval in order to circumvent the licensing requirements of the Departments of State and Commerce.
f. Obtain approval for planned or contemplated visits of public media representatives from
B-1 Sustainment Division and 72ABW/PA.
2. Release of Program Data on the World Wide Web. Extreme care must be taken when considering information for release onto publicly accessible or unprotected World Wide Web Sites.
In addition to satisfying all of the aforementioned approval provisions, owners and/or releasers of information proposed for such release must ensure that it is not susceptible to compilation with other information to render sensitive or even classified data in the aggregate. RELEASE OF INFORMATION (Continued) capabilities of Web technology must be assessed from a risk management perspective. If there is any doubt, do not release the information.
3. Release of Classified and Unclassified Information to Foreign Governments or Their
Representatives. In accordance with AFI 16-201, Foreign Disclosure of Classified and Unclassified Military Information to Foreign Governments and International Organizations, advise a foreign national soliciting or requesting classified and/or unclassified USAF information to request it through their embassy in Washington DC. Any military activity or contractor receiving such a request from a foreign government, foreign contractor, or representative thereof must forward the request to 448 MSUG/GBMSI – FDO, 3501 D Avenue, Building 201W, Room 22, Tinker AFB OK 73145-3352. Any military activity desiring to release classified and/or unclassified information to a foreign government, foreign contractor, or representative thereof, must forward the request to 448 MSUG/GBMSI - FDO, according to AFI 16-201. Defense contractors desiring to release classified and/or unclassified information controlled by the International Traffic in Arms Regulation (ITAR) to a foreign government, foreign contractor, or representative thereof must request a munitions export license from the Department of State, Office of Defense Trade Control, PM/DTC Room 200, SA-6, Washington DC 20522.
4. Release of Unclassified Technical Information (Not Approved for Public Release) to US
Citizens Residing in a Foreign Country. A defense contractor must either obtain the approval of the OPR (B-1 Sustainment Division) under the ITAR or apply for an export license to the Department of State under the ITAR and notify the military of their intent to apply for such license.
Material that requires an export license may not be entered into security review channels for public release approval in order to circumvent the licensing requirements for the Departments of State or Commerce.
5. Release of Collateral Intelligence to US Contractors: Intelligence information will not be released to US Contractors without written release approval of the Senior Intelligence Officer (SIO) or designated representative. The SIO for the B-1 Sustainment Division is OC-ALC/XP2. No Government official shall authorize contractor use of intelligence information on US contracts or release to subcontractors without express written authority from the SIO. Requests for intelligence material shall be submitted through the Program/Contract Manager to the Intelligence Office, OCALC/XP2, 3001 Staff Drive, Tinker AFB OK 73145-3314.
