1.0 DESCRIPTION OF SERVICES:

1.1 SCOPE

The purpose of this Statement of Work (SOW) is to direct procurement of the AN/ALQ-172 LRU-7 Electronic Countermeasures Low Voltage Power Supply (LVPS) designed/developed and accepted by the government as part of AN/ALQ-172 LRU-7 Reliability and Maintainability (R&M) study. Contract for the R&M Study was F09603-97-G-0025. A prototype Power Supply was developed in 2001.

1.2 BACKGROUND

The AN/ALQ-172(V) system was developed in the late 1970’s and initially fielded in 1984. In recent years the ALQ-172 LRU-7 developed serious reliability and maintainability problems due to aging and obsolescence of components. Mean Time Between Failures began to decrease and MICAP hours began to increase. As a result, Cost of Ownership increased and the ALQ-172(V) became one of the major problems with B-52H aircraft reliability and supportability. To counter these problems, a Reliability and Maintainability study was initiated in Jan 98 seeking improvements in LRU-7. The goals were to be accomplished by conducting a 3-phase effort to define, develop, test, evaluate and field R&M performance improvements in LRU-7.

Output of Phase 1 was a top-level drawing package, hardware/software specifications and a Return-On-Investment (ROI) report justifying all improvements to be demonstrated/validated in Phase 2.

The Phase 2 effort consisted of implementing the selected improvements into a prototype LRU in order to test and evaluate the selected R&M improvements. Option 2 of Phase 2 delivered a prototype Power Supply.

Phase 3 was to purchase production kits, unfortunately, at the time of completion of the R&M Study there were sufficient spares to support the old Power Supply, therefore, the new one could not be procured. Obsolescence has now become more of a problem and condemnations of non-supportable and non-repairable power supplies have generated a buy.

1.3 REQUIREMENTS

1.3.1 GENERAL REQUIREMENTS

The contractor shall build the LRU-7 Power Supply in the quantities indicated below.
