1. Why are Alternative I CLINS 0001AA to 0002 IDENTICAL to Alternative II CLINS 0010AA to 0011?

Answer: Alternative II is considered only if offers are received from proven and unproven sources, and the unproven source is the low, responsive, responsible offeror after initial evaluations under alternative I.

Under Alternative II, two contracts will be awarded simultaneously. Unproven sources need to complete both Sections: Alt I Bid A and Alt II Bid C.

2. In the synopsis, it calls for an MEQ of 95 each, but in the solicitation itself it doesn't show ANY

MEQ?

Answer: The MEQ is listed under Alternative II Bid D. It only applies to the qualified/proven source.

3. The MOE-RL states "Suitable for competitive acquisition" and that the "Government has unlimited data rights". That should mean that there is a complete data package, which would include a Source Control drawing. a complete parts list, a schematic and a test procedure for the completed product. Yet the ALR69F0PS1701 document attached to the solicitation is only a "specification sheet" NOT a complete data package from which to build the units. Where can I obtain the rest of the necessary data?

Answer: To leverage off market capabilities and reduce the total cost of ownership for the power supply, the USG does not control or maintain configuration of the internals of the C-10373 Power Supply. The purpose of this acquisition is to purchase power supplies against the ALR69F0PS1701 Performance Specification. As such, the contractor shall design, build, and test a power supply that conforms to the requirements of the drawing ALR69F0PS1701 as well as satisfies test requirements in accordance with a contractor generated, government approved test plan defined in CDRLS A002 and A003. No additional data (i.e. a build-to-print package/Technical Data Package) exists, is required, or will be provided.

4. The mechanical drawing contained on sheet 9 of the ALR69F0PS071 is a mechanical drawing, showing physical dimensions of the requested unit. However, it does not describe the material the case is to be constructed from. Where are we to obtain that information?

Answer: The contractor is free to choose a material, provided that it can conform to the requirements of this acquisition.

5. If this is to be a competitive acquisition, the data is incomplete, which would lead one to believe that it should be a limited source acquisition, not a full and open competition solicitation. Can you clarify that?

Answer: The data is complete and is suitable for competitive acquisition. As mentioned before, the contractor has latitude on the internals of the power supply, as long as it conforms to drawing ALR69F0PS1701 requirements/testing requirements. With this in consideration, the offerors should evaluate their capabilities, expertise, and experience and propose/bid accordingly.
