Questions and Answers Tunner 60K Aircraft Cargo Loader Performance Based Logistics (PBL) Acquisition
Request for Proposal (RFP) FA8519-11-R-0003

The following question has been received in the AFLCMC/WNKBBA, Support Equipment & Vehicles – Services Contracting Office on the above referenced RFP for the Tunner solicitation.
The questions as well as the applicable answers are provided below for assistance to all potential offerors for the greater understanding of the Government’s requirement.
Question 1: Section I includes FAR clause 52.203-16, Preventing Personal Conflicts of Interest.
Because the 60K Tunner PBL procurement does not appear to involve an “acquisition function closely associated with inherently governmental functions”, will the Government consider removing FAR clause 52.203-16, Preventing Personal Conflicts of Interest, from the Tunner 60K
RFP?
Government Response: FAR clause 52.203-16, Preventing Personal Conflicts of Interest, was thoughtfully and purposefully included in the Tunner PBL solicitation, FA8519-11-R-0003.
Contractor employee(s) may perform acquisition functions closely associated with inherently governmental functions for, or on behalf of, a Federal agency or department in relation to this requirement. These functions could include supporting the Government or providing advice or recommendations to the Government during the acquisition planning phase, while evaluating contract proposals, or during the administration of any resulting contract(s). Therefore, FAR clause 52.203-16 is applicable to this requirement and will remain in the solicitation/resulting contract.
