INSTRUCTIONS FOR COMPLETING DD FORM 1423

(See DoD 5010.12-M for detailed instructions)

FOR GOVERNMENT PERSONNEL FOR THE CONTRACTOR

ITEM A. Self-explanatory.

ITEM B. Self-explanatory.

ITEM C. Mark (X) appropriate category: TDP - Technical Data Package; TM - Technical Manual; Other - other category of data, such as “Provisioning,” “Configuration Management”, etc.

ITEM D. Enter name of system/item being acquired that data will support.

ITEM E. Self-explanatory (to be filled in after contract award).

ITEM F. Self-explanatory (to be filled in after contract award).

ITEM 1. See DoD FAR Supplement Subpart 4.71 for proper numbering.

ITEM 2. Enter title as it appears on data acquisition document cited in Item 4.

ITEM 3. Enter subtitle of data item for further definition of data item (optional entry).

ITEM 4. Enter Data Item Description (DID) number, military specification number, or military standard number listed in DoD 5010.12-L (AMSDL), or one-time DID number, that defines data content and format requirements.

ITEM 5. Enter reference to tasking in contract that generated requirement for the data item (e.g., Statement of Work paragraph number).

ITEM 6. Enter technical office responsible for ensuring adequacy of the data item.

ITEM 7. Specify requirement for inspection/acceptance of the data item by the Government.

ITEM 8. Specify the requirement for approval of a draft before preparation of the final data item.

ITEM 9. For technical data, specify requirement for contractor to mark the appropriate distribution statement on the data (ref. DODD 5230.24

ITEM 10. Specify number of times data items are to be delivered.

ITEM 11. Specify as-of date of data item, when applicable.

ITEM 12. Specify when first submittal is required.

ITEM 13. Specify when subsequent submittals are required, when applicable.

ITEM 14. Enter addresses and number of draft/final copies to be delivered to each addressee. Explain reproducible copies in Item 16.

ITEM 15. Enter total number of draft/final copies to be delivered.

ITEM 16. Use for additional/clarifying information for Items 1 through 15. Examples are: Tailoring of documents cited in Item 4;

Clarification of submittal dates in Items 12 and 13; Explanation of reproducible copies in Item 14; Desired medium for delivery of the data item.

ITEM 17. Specify appropriate price group from one of the following groups of effort in developing estimated prices for each data item listed on the DD Form 1423.

a. Group I. Definition - Data which is not otherwise essential to the contractor’s performance of the primary contracted effort (production, development, testing, and administration) but which is required by DD Form 1423.

Estimated Price - Costs to be included under Group I are those applicable to preparing and assembling the data item in conformance with Government requirements, and the administration and other expenses related to reproducing and delivering such data items to the Government.

b. Group II. Definition - Data which is essential to the performance of the primary contracted effort by the contractor is required to perform additional work to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, or quality of the data item.

Estimated Price - Costs to be included under Group II are those incurred over and above the cost of the essential data item without conforming to Government requirements, and the administrative and other expenses related to reproducing and delivering such data items to the Government.

c. Group III. Definition - Data which the contractor must develop for his internal use in performance of the primary contracted effort and does not require any substantial change to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, and quality of the data item.

Estimated Price - Costs to be included under Group III are the administrative and other expenses related to reproducing and delivering such data items to the Government.

d. Group IV. Definition - Data which is developed by the contractor as part of his normal operating procedures and his effort in supplying this data to the Government is minimal.

Estimated Price - Group IV items should normally be shown on the DD Form 1423 at no cost.

ITEM 18. For each data item, enter an amount equal to that portion of the total price which is estimated to be attributable to the production or development for the Government of that item of data. These estimated data prices should be developed only from those costs which will be incurred as a direct result of the requirement to supply the data, over and above those costs which would otherwise be incurred in performance of the contract if no data were required. The estimated data prices shall not include any amount for rights in data. The Government’s right to use the data shall be governed by the pertinent provisions of the contract.

DD Form 1423, JUN 90 (REVERSE) (EF)

CONTINUATION OF DD FORM 1423-1 (DI-SESS-81000D/T) Dated 24 Aug 2012

BLOCK 4: DI-SESS-81000D is tailored as follows:

Requirements: (the below paragraph numbering corresponds with the numbering in the DID)

1. Reference Documents. Delete paragraph 1. in its entirety and replace with “1. Reference Documents. The documents apply as cited in the DD Form 1423-1 and continuation sheets."

3. Format. Delete in its entirety and replace with “3. Format. Product Drawings/Models and Associated Lists shall be in the format as specified on this DD Form 1423-1 and continuation sheets, and shall meet the requirements of

ASME Y14.1."

4. Content. Delete the first three lines and replace with “4. Content. Product Drawings/Models and Associated Lists shall conform to the requirements of ASME Y14.100, Appendix B, sections B6 through B9.1 and Appendices C,D and E, in conjunction with ASME Y14.24, ASME Y14.34M, ASME Y14.35M and ASME Y14.41. They shall document directly or by reference the following (items a through q), as applicable:”

6. CAGE code. Delete “TDP Option Selection Work Sheet incorporated in the contract or purchase order.” and replace with “DD Form 1423-1 and continuation sheets.”

7. Selection of drawings. Delete “The TDP Option Selection Work Sheet incorporated in the contract or purchase order will specify whether the contractor or the Government is responsible for selecting the types of drawings and associated lists.” and replace with “The contractor shall comply with ASME Y14.24, Types and Applications of Engineering Drawings”.

BLOCK 7:

“S”—Inspection is at source and is to ensure this product meets this CDRL and its tasking document. Shipping list must accurately reflect the shipped product.

“D”—Acceptance is at destination. Acceptance of final data will be by approval of the Engineering Data Management Specialists.

BLOCK 9:

DISTRIBUTION STATEMENT. Distribution statements shall be in accordance with DoD Directive 5230.24 and included on the first sheet of each drawing near the title block, and shall be as follows:

“DISTRIBUTION STATEMENT C. Distribution authorized to U.S. Government Agencies and their contractors (administration or operational use) (8 Mar 2011). Other requests for this document shall be referred to

(AFLCMC/WNZDA).”

Note: Certain types of technical data preclude placing the entire notice on the document. To accommodate this problem an abbreviated version is authorized as follows:

“Statement C, Gov’t and contractors, AFLCMC/WNZDA”

EXPORT CONTROL NOTICE. The Export Control Notice shall be in accordance with DoD Directive 5230.25.

DESTRUCTION NOTICE. Mark documents with:

“DESTRUCTION NOTICE. Destroy by any method that will prevent disclosure of contents or reconstruction of the document.”

BLOCK 10: Revisions/changes (to include the addition and deletion of drawings) to the engineering drawings shall be furnished quarterly, commencing the first quarter after contract award, and continue until the contract is completed.

Quarterly updates shall include an updated BOM, reference A.F. Drawing 9579776. Negative reports, if applicable, shall be submitted to AFLCMC/EZGEM.

BLOCK 11: 15 days before end of quarter.

BLOCKS 12 AND 13:

1. All data submittals shall contain a shipping list prepared to include as a minimum, the document number, revision level, and number of sheets/pages. Part number, noun and drawing size is optional. The data delivered shall be in the same sequence as the shipping list. Unless prior approval is granted by AFLCMC/EZGEM, shipments of data must be for complete assemblies, i.e., LRU’s and SRU’s. Shipping list shall specify whether the shipment is “updates” or “new drawings”.

2. Two sets of “final reproducible digital data” to include Native, Neutral, HPGL, Metadata Spreadsheet, Gerber, Software/Memory Device Data, etc. (reference block 14 of the DD 1423-1) shall be delivered to the Government (see block 14 for addresses).

BLOCK 16:

1. Government Activity and Part Identification: The contractor shall comply with Air Force (CAGE 98752) drawing 9626025, titled “Air Force Drawing Requirement”. This requirement defines format requirements for the generation of Air Force drawings.

2. Content, format, and media requirements for delivery of Digital Engineering Data: The contractor shall comply with Air Force (CAGE 98752) drawing 9579776.

3. Engineering Data: The Government will provide the legacy Tunner drawing package as GFP to be used by the contractor to accomplish the level 3 PBL support contract (engineering support, material management, depot overhaul, implementation of modifications, and unscheduled depot level maintenance). This legacy Tunner drawing package was accepted by the US Air Force in the past and remains as an acceptable drawing package. However, we expect configuration changes during this contract period of performance causing updates to the drawings to be required. And, digital format requirements have changed over the years and shall be met when updates are delivered to the Government (see blocks 12 and 13 above). The contractor is required to maintain the engineering drawings, i.e., keep them current with the latest changes, due to error corrections, resolution of obsolete parts (diminishing manufacturing sources and material shortages (DMSMS)), enhancements, modifications, technology insertion, etc., and shall deliver quarterly drawing updates (drawing revisions) to the Government addresses as noted in block 14. The Tunner drawing package with updates shall reflect all of the latest Tunner fielded configurations.

4. Application Block: All new and revised drawings shall contain an Application Block. The Application Block is mandatory for all drawings. The Application Block shall be near the Title Block. The Application Block shall show the “Next Assembly” and “Used On”. When an item is used in more than three applications, the entry “general usage” may be used.
