Questions and Answers Tunner 60K Aircraft Cargo Loader Performance Based Logistics (PBL) Acquisition
Request for Proposal (RFP) FA8519-11-R-0003
5 November 2012
The following questions have been received in the AFLCMC/WNKBBA, Support Equipment & Vehicles
– Services Contracting Office on the above referenced RFP for the Tunner solicitation. The questions as well as the applicable answers are provided below for assistance to all potential offerors for the greater understanding of the Government’s requirement.
Question 1: After review of the solicitation, we could not find a due date for submittal of questions.
Please provide the due date and POC for submittal.
Government Response: There is no cut-off date for submission of questions relative to this Request for Proposal. Per the POCs listed on www.fbo.gov, questions shall be submitted in writing to both Alicia Vogel at Alicia.Vogel@robins.af.mil and Brandi Matlock at Brandi.Matlock@robins.af.mil.
Question 2: Under the draft RFP, questions and answers were provided/posted. Are these questions and answers still applicable to the final RFP dated 29 Oct 12?
Government Response: It should not be assumed that all of the answers posted under the draft RFP are still applicable to the final RFP. It is the responsibility of potential offerors to bring any areas of concern to the Government’s attention. Potential offerors are strongly advised to thoroughly review the RFP and all documents to ensure understanding of the Government’s requirement.
Question 3: Please re-confirm that the required systems engineer plan is not included in the overall page count of the technical proposal volume II (page count 250)?
Government Response: This is incorrect. Section L, paragraph A.4. lists the items that are not included in the page count limitation. The SEP is included within the 250 page count limitation.
Question 4: In Section L and attachment 27, the government requests the contractor to provide labor rates, we assume that you are asking for a fully burdened price rate to include fee? Please clarify.
Government Response: The labor rates to be provided in Attachment 27 should be fully burdened without profit/fee. The labor categories identified in Attachment 27 are for the UDLM and Mods CLINs and will be negotiated as FFP. The profit/fee will be negotiated when the requirements is negotiated.
