16. REMARKS:

Blk 4: DI-NUOR-81411 is tailored in accordance with Attachment

1. The NCIS checklist to determine if there is an impact to the nuclear certification of the Tunner is in attachment 2. The NCIS evaluation process is explained in attachment 3 and must be followed.

Blk 8: The Government shall have 45 days after receipt by AFLCMC/WNZDA to approve each submission. If disapproval is not received by the contractor within 45 days after receipt by AFLCMC/WNZDA, approval shall be automatic.

Blk 9: Distribution Statement C: Distribution is authorized to U.S.

Government agencies and their contractors (administrative or operational use) (5 May 11). Other requests for this document shall be referred to AFLCMC/WNZDA.

Blks 11, 12, 13: The first quarter begins on the first day of the contract period, and the quarterly reports are due within 30 days after each quarter ends. If there were no changes to the engineering drawings during the quarter, a negative reply is required.

Blk 14: The report shall be delivered electronically through email, on a compact disc (CD), or other agreed upon media.

ITEM 17. Specify appropriate price group from one of the following groups of effort in developing estimated prices for each data item listed on the DD Form 1423.

a. Group I. Definition - Data which is not otherwise essential to the contractor's performance of the primary contracted effort (production, development, testing, and administration) but which is required by DD Form 1423.

Estimated Price - Costs to be included under Group I are those applicable to preparing and assembling the data item in conformance with Government requirements, and the administration and other expenses related to reproducing and delivering such data items to the Government.

b. Group II. Definition - Data which is essential to the performance of the primary contracted effort by the contractor is required to perform additional work to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, or quality of the data item.

Estimated Price - Costs to be included under Group II are those incurred over and above the cost of the essential data item without conforming to Government requirements, and the administrative and other expenses related to reproducing and

Definition - Data which the contractor must develop for his internal use in performance of the primary contracted effort and does not require any substantial change to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, and quality of the data item.

Estimated Price - Costs to be included under Group III are the administrative and other expenses related to reproducing and

d. Group IV. Definition - Data which is developed by the contractor as part of his normal operating procedures and his effort in supplying this data to the Government is minimal.

Estimated Price - Group IV items should normally be shown on the DD Form 1423 at no cost.

ITEM 18. For each data item, enter an amount equal to that portion of the total price which is estimated to be attributable to the production or development for the Government of that item of data. These estimated data prices should be developed only from those costs which will be incurred as a direct result of the requirement to supply the data, over and above those costs which would otherwise be incurred in performance of the contract if no data were required. The estimated data prices shall not include any amount for rights in data. The Government's right to use the data shall be governed by the pertinent provisions of the contract.

Engineering Evaluation Report, Nuclear Certification Impact Statement (NCIS) Tailoring of Data Item Description (DID) DI-NUOR-81411

Blk 3: Delete in its entirety and substitute: “This report documents the nuclear certification impact review of all product and hardware changes.”

Blk 7: Delete 7.1 and 7.2, and substitute: “This DID contains the format and content requirements for the nuclear certification evaluation Summary and NCIS Template.”

Blk 10: Delete 10.2.1, 10.2.2, 10.2.3, and 10.2.4, and substitute:

“10.2.1 Summary. Summarize the nuclear certification evaluation of the loader changes for the quarter. Include an overall statement of what was done; number of changes evaluated; number of changes applicable to nuclear certification, i.e., “yes” answers per the checklist; attach the NCIS checklist(s) and attach NCIS(s) (if applicable).

10.2.2 Nuclear Certification Impact Statement Template. Use this template to generate an NCIS and attach to the Summary (10.2.1) when the Attachment 2 checklist indicates the change is applicable by the selection of “yes” for any of the checklist questions.

Engineering Change Evaluation: The intent of this review process is to ensure that a proposed change does not negatively impact the Tunner Nuclear Certification. The Engineering Change Evaluation process utilizes 16 primary group and 131 secondary sub-group questions to facilitate the review process. An affirmative answer to any of these questions means the change is applicable to the nuclear certification and; therefore, requires an explanation as to why the proposed change does or does not impact the nuclear certification and is contained and documented in the NCIS Checklist Review. A summary of the evaluation, i.e., analysis, checklist review, etc., shall be included here; include a reference to the attached NCIS checklist here.

Change Order/Part Number: Enter the change order number and part number of the part being changed here. This NCIS Checklist utilizes 16 Primary group and 131 Secondary sub-group questions to facilitate the review process. An affirmative answer to any Primary group question requires answering the Secondary sub-group questions. Any Secondary sub-group questions answered “Yes” requires an explanation as to why the proposed change does or does not impact the nuclear certification. Any Primary group question answered “No” does not require that its Secondary sub-group questions be answered.

EVALUATION PROCESS – NUCLEAR CERTIFICATION IMPACT STATEMENT (NCIS)

The Contractor shall review each proposed change to determine if the change is applicable to the Nuclear Certification, and if so, determine the impact to the nuclear certification.

The review shall be performed by following the Nuclear Certification Impact Statement (NCIS) Checklist Template (Attachment 2), to ascertain if each proposed change pertains to an item or assembly, or product data, to which nuclear safety requirements apply (i.e., ascertain if the change is applicable to nuclear certification requirements). If not, no further evaluation or NCIS is required, but a record of this determination shall be documented using the NCIS Checklist template. For those changes that are applicable, a unique NCIS document shall be submitted for each change in accordance with the NCIS Template detailed in Attachment 1.

These reviews shall be recorded and documented for each proposed change as it is being processed for SRB approval. The results of these reviews shall be summarized and reported to the Government on a quarterly basis via CDRL X004 (Engineering Evaluation Report, Nuclear Certification Impact Statement (NCIS)). Each CDRL X004 submittal shall contain the explanation for any “yes” answer to a question on the NCIS checklist. When the product lifecycle management (PLM) data (e.g., finite element analysis (FEA)) must be re-accomplished to support the change, the supporting documentation shall be attached to the NCIS. This will allow the Government engineers at the program office at Robins AFB, GA, and at the Nuclear Weapons Center (NWC) the opportunity to review the technical documentation supporting the Contractor’s conclusion that there is no impact to the Nuclear Certification. This documentation becomes especially important when the change is marginally acceptable and when the program office is not clearly confident that the NWC would agree with all conclusions of the evaluation.

In the event the Contractor’s evaluation of a proposed change indicates that it may, if incorporated, negatively impact the Nuclear Certification as described above, the Contractor shall: (1) Submit its findings to the SRB for a determination of whether or not the Contractor shall continue to process the change for possible incorporation, and (2) Include the results of this evaluation in the next NCIS to be issued pursuant to CDRL X004.

The intent of these reviews shall be to ensure that a proposed change, if ultimately approved and incorporated, will not negatively impact the Nuclear Certification by resulting in the nuclear decertification of the loader or issuance of a usage restriction relative to the nuclear certification of the loader.

Unless otherwise directed in writing by the Government as indicated below, the Contractor shall not incorporate a proposed change that would cause rescission of the Nuclear Certification or issuance of a usage restriction relative to the Nuclear Certification.

If, as a result of this evaluation process, it appears that incorporation of a proposed change would negatively impact the loader nuclear certification, the Contractor shall not incorporate that change without first receiving written Government direction to that effect.
