About this file
This is a Request for Information (RFI) for the procurement of an Aircraft Maintenance Fixture (Part Number F71196-501, NSN 4920-00-545-2479RH) utilized for testing of KC-135 Spoiler Actuators. The Government is conducting market research to identify potential sources with expertise, capabilities, and experience to meet qualification requirements for a one-year, sole source procurement contract to The Boeing Company for a quantity of three units. Responses must be submitted by October 22, 2026 by 4:00 PM EST to Cory Harris (PCO) at Cory.harris.4@us.af.mil or Latonya Jackson (Contract Specialist) at Latonya.jackson.1@us.af.mil. The Acquisition Method Code is 3 (acquire directly from the actual manufacturer for the second or subsequent time), and the Acquisition Method Suffix Code is R, indicating the Government does not own manufacturing data or rights and reverse engineering is uneconomical.
The RFI requires respondents to complete a Contractor Capability Survey addressing business information and capability questions across four categories: General Capability, Commerciality, Manufacturing, and Engineering Services. Respondents must provide company details (CAGE code, NAICS code 811219, certifications), facility capabilities, past project experience, quality assurance processes (ISO 9001, AS9100 compliance), classified material handling capabilities, technical data generation capabilities, manufacturing experience with similar components, warranty and return processes, technology insertion ideas, obsolescence management, packaging and shipping procedures, and inventory reporting processes. Small business respondents are particularly encouraged to participate and should identify teaming arrangements, subcontracting roles, or areas suitable for small business set-asides. Both large and small businesses and joint ventures are encouraged to participate. The RFI explicitly states that responses are not offers and cannot be accepted to form a binding contract, and that the Government will use the information for planning and market research purposes only.
