RFP FA8517-13-R-30037 Response to Questions from an Interested Party 01 Nov 2013

Question: In reviewing Exhibit B, the RFP pricing includes several obsolete part numbers. What is the preferred process recommended for pricing the obsolete parts of Exhibit B? Will an equivalent substitute replacement part pricing be accepted? Or should the obsolete parts be identified and provided without pricing?

Answer: Please refer to Section L paragraph E of the RFP.

“A Firm Fixed Price (FFP) or a properly executed Technical Service Request (TSR), (template located in Appendix B of the PWS), shall be submitted for each item.” If you are unable to provide a firm fixed price (FFP) for an item identified on Exhibit B a TSR should be submitted on that item.

Please refer to Section M Paragraph B(iii) of the RFP. This is the Government’s acknowledgement that there may be some items on Exhibit B for which a FFP cannot be provided.

“The Government will release 170 items for offerors to price. Each offeror must submit a price for a minimum of 80% of the items (136 items). Offerors submitting a price for less than 80% of the items may cause their proposal to be determined to be noncompliant with the terms of the RFP and determined to be unacceptable and therefore not eligible for award. After reviewing all 170 items, the Government will create a subset consisting only of items that all offerors have priced. Any items with a TSR submission will not be included in the subset. The Government will then use for evaluation purposes only the subset, consisting only of items that all offerors have priced, to calculate unit prices in accordance with the formula in the paragraph below. Offerors are advised that the evaluation of item prices shall not obligate the Government to award each item.”

Question: Will Robins AFB be the only site for delivery/shipping destination? If not, can you please provide the additional destinations?

Answer: Robins AFB will not be the site for delivery/shipping of any of the items. Support equipment is not “stock, stored and issued”. At time of sourcing the destination of future USAF shipments is unknown. Destinations vary among Air Force bases within the continental United States (CONUS).
