3. Salient Characteristics.

3.1 General. The interlock shall comply with the technical requirements listed in AFOSHS 91-110, T.O. 33B-1-1, 10 CFR 20, 21 CFR 1020, 29 CFR 1910.1096, and 70 Article 500, as of the date of the solicitation. The x-ray interlock set shall consist of a control unit, one (1) portable warning beacon, facility interface, and accessories described below. The unit shall interface with the Lorad NDT (CAGE 01378, http://www.spellmanhv.com/en/Products/Product-NDT.aspx) LPX-160 x-ray apparatus sets, part numbers 3-000-0723, 3-000-0724, and 3-000-0727, previously purchased by the government under actual NSNs 6635-01-417-1830, 6635-01-430- 2575, and 6635-01-442-6915, respectively. The unit shall be designed to prevent loss of components, which could generate foreign object damage to aircraft or engines.

3.2 Control Unit. The control unit shall use a Programmable Logic Controller (PLC) microprocessor with provisions to indicate system status and error codes. All normal user system controls shall be accessible from the front panel. All indicators shall be visible both in

PDWRAFRL172 Page 3 of 6 16 February 2011 portable (flightline/hanger) operations and stationary (vault) facilities. Disabling or bypassing of safety devices shall not be possible from the front-panel controls. In facility mode use, the control unit shall always be outside the x-ray exposure facility in close proximity to the x-ray controller. It shall not be designed to be used from inside the x-ray exposure facility.

3.2.1 The control unit shall continuously monitor the flashing/rotating lamps in a minimum of eight (8) connected beacons and interrupt the x-ray generation if lamp failure occurs. The control unit shall not initiate a pre-warn sequence unless an external audible alarm(s) is detected in either the portable beacon or inside the stationary x-ray vault. There shall be only one (1) beacon connected in portable mode, which will be placed near the tubehead. The control unit shall have integral warning lights for both “Pre-warn” and “X-ray On”.

3.2.2 The PLC hardware/software shall allow for program upgrades and/or modifications.

3.2.3 The PLC hardware/software shall automatically determine if the control unit is connected in a portable or stationary mode. The software shall automatically determine if the control unit is connected for both modes, indicate an error code, and prevent x-ray generation until one mode is disconnected.

3.2.4 The control unit shall have a test mode to operate all warning devices for 60 seconds without x-ray generation to allow a single operator to verify proper function of beacons and audible alarms. In stationary mode, the test mode shall operate without closure of vault doors to verify operation of vault beacons and audible alarms.

3.2.5 While in portable mode, the control unit shall have a pre-warn start button that will ensure the beacon emergency stop switch is closed, energize the portable beacon flashing/rotating lamp, and energize the audible alarms for 20 seconds. After the 20 second pre-warn sequence ends, the control unit shall end the audible alarms and enable a 30 second time window for x-ray generation to begin. If x-ray generation does not commence within 30 seconds, the control unit shall reset and require another pre-warn sequence before x-ray generation can begin. The portable beacon flashing/rotating lamp shall continue throughout the 30-second time window and/or until x-ray generation ceases. When x-ray generation is started, the beacon shall illuminate an integral sign with the words “X-ray On”.

3.2.6 While in stationary mode, the control unit shall ensure all door switches and emergency stop switch(es) are closed before a pre-warn sequence can begin. During the pre-warn sequence, the control unit shall energize the amber “Pre-warn” flashing/rotating lamps and the audible alarms for 20 seconds. After the 20 second pre-warn sequence ends, the control unit shall end the audible alarms and enable a 30 second time window for x-ray generation to begin while the amber pre-warn lamp remains energized. If x-ray generation does not commence within 30 seconds, the control unit shall reset, turn off all lamps, and require another pre-warn sequence before x-ray generation can begin. When x-ray generation is started, the control unit shall turn off the amber lamps and energize the red flashing/rotating “X-ray On” lamps.

PDWRAFRL172 Page 4 of 6 16 February 2011

3.2.7 The control unit shall be integrated into a transport case to protect from environmental conditions, with dimensions not to exceed 24 x 24 x 18 inches. The total weight of the control unit shall not exceed 25 pounds.

3.2.8 The control unit shall have the following electrical connections: power in, x-ray controller, a single facility interface for door and emergency stops switches, beacons, and external audible alarms, and portable beacon; each with unique, color-coded, quarter-turn connectors to prevent cable-swapping. The control unit shall not have a key switch.

3.2.9 The unit shall operate when supplied with 100-250 Volt Alternating Current – 50 or 60 Hertz (100-250 VAC – 50/60 Hz) and have an integral circuit breaker(s).

3.3 Portable Beacon. The beacon shall contain a ruggedized high-intensity red flashing light or rotating beacon, visible from all angles of approach intended to be in close proximity to the x-ray tubehead. The height of the beacon shall be between 24 and 36 inches tall, a base not to exceed 24 inches square, weight not to exceed 25 pounds, and stable in 30 mph wind. The beacon shall have a wire guard/handle protecting the beacon lens. The beacon shall have an illuminated sign with the words “X-ray On” when x-rays are being generated. The beacon shall have an audible alarm of an intensity of 80 + 5 dB which operates during the pre-warn sequence only and a red mushroom emergency push-to-stop switch, which latches in the off position. The electrical connection shall have a unique, color-coded, quarter-turn connector matched to the control unit.

3.4 Facility Interface. The facility interface shall consist of an interface panel to be located in the close proximity of the x-ray apparatus controller and the following stationary accessories:

interior and exterior warning beacons, emergency-off switch(s), redundant door switches, and external audible alarm(s). The interface housing shall be lockable to prevent unauthorized access and suitable for routing accessory wiring in conduit. The interface panel shall have a single unique, color-coded, quarter-turn cable that attaches to the interlock control unit. The interface panel shall have a “dummy” plug to secure the cable end when not connected to the interlock control unit. The cable length shall be 10 + 1 feet long.

3.5 Accessories. The interlock set shall include the following accessories:

3.5.1 Electrical power cable with unique, color-coded, quarter-turn connector 10 feet in length.

3.5.2 Portable beacon cable with unique, color-coded, quarter-turn connector 100 feet in length.
