About this file
This document is a Request for Information (RFI) issued by the Department of the Air Force Materiel Command Air Force Sustainment Center to identify potential sources capable of repairing circuit card assemblies, power supply, and electronic components for the JETCAL Analyzer and Environmental Control System Tester.
The government is seeking sources that possess the expertise, capabilities, and experience to repair the listed National Stock Numbers (NSNs) without having to reverse engineer the items, as the government does not own the necessary technical data. Howell Instruments (CAGE: 98869) is the current sole source contractor for these repairs. The RFI includes a Contractor Capability Survey requesting information on the respondent's general capabilities, repair experience, quality assurance processes, and ability to address parts obsolescence. Responses are due by August 30, 2024 and should be submitted to the Contracting Officer. The government will not reimburse participants for any expenses associated with this RFI.

REQUEST FOR INFORMATION (RFI)
Circuit Card Assemblies, Power Supply, and Electronic Components Assembly for
JETCAL® ANALYZER and Environmental Control System Tester
Multiple NSNs
The Government is conducting market research to identify potential sources that possess the data necessary to repair the circuit card assembly components. The level of security clearance and amount of foreign participation in this requirement has not been determined.
The circuit cards are currently repaired by Howell Instruments (CAGE: 98869), under contract
FA8517-19-D-0010. The Repair Method Suffix Code (RMSC) for these items is R/3. This service has been performed by Howell Instruments (CAGE: 98869), for several years. They are the sole contractor for the circuit card assemblies, power supply, and electronic components assembly.
The technical data required to organically repair or complete the repair is not owned by the
Government and is uneconomical to acquire the data by purchase or reverse engineering. No samples are available for potential suppliers to evaluate.
Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.
Howell Instruments (CAGE: 98869), is the manufacturer of the circuit card assemblies, power supply, and electronic components assembly. Howell (CAGE: 98869) is the sole source contractor for repair of this item. Contractors/Institutions responding to this market research are placed on notice that participation of this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation of this survey.
FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997) applies to this request for proposal:
(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal
Acquisition Regulation.
(b) Although “proposal” and “offeror” are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.
(c) This solicitation is issued for the purpose of: Circuit Card Assemblies, Power Supply, and Electronic Components Assembly.
INSTRUCTIONS:
1. The document(s) below contain a description of the Circuit Card Assembly, Power
Supply, and Electronic Components Assembly for the JETCAL® Analyzer and
Environmental Control System Tester. A Contractor Capability Survey is also included.
The Survey allows Contractors to provide their company’s capability.
2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)
a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.
3. Both large and small businesses are encouraged to participate in this Market
Research. Joint ventures or teaming arrangements are encouraged.
4. Questions relative to this market survey should be addressed to the PCO.
PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to manufacture circuit card assembly without having to reverse engineer these items. The JETCAL® Analyzer was developed in the 1950s and later redesigned in the mid-1980s to take advantage of new microprocessor technology. In addition to performing all the functions of the previous versions, the new tester could:
a. Store and print run data (manually)
b. Measure up to three frequencies (RPM, fuel flow)
c. Measure frequencies from monopole pickups
d. Obtain Ambient Temperature and Pressure at the aircraft
e. Be programmed (scaled and calibrated) for 10 different engine types
f. Be calibrated with software
The new testers could be used on multiple aircraft. It also includes all accessories needed to test and trim the engine remotely. The latest JETCAL® Analyzer, a sophisticated Data Acquisition
Unit with built in diagnostics, is the most advanced Analyzer to date. It replaces multiple obsolete analyzers and fuel system test sets. It is the first JETCAL® Analyzer designed for test cell and on-wing use.
The ECS Tester is utilized to test and troubleshoot valves, controllers, and sensors in an aircraft
ECS.
The government does not own the data or the rights to the data needed to compete the repair of these circuit cards. It has been determined it is uneconomical to reverse engineer the data, quality for a new source, or buy the data and/or data rights. Howell Instruments (CAGE:
98869), is the only source of known repair for these items and has been for several years.
Below is a list of NSNs associated with the JETCAL® Analyzer and ECS Tester.
