SOURCES SOUGHT SYNOPSIS
INSTRUCTIONS
F-15 ENGINEERING SERVICES
CAUTION:
This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the sustainment of all F-15 engineering services areas. All engineering tasks issued within the period of performance are intended to be short term projects, estimated at typically less than 750 hours.
INSTRUCTIONS:
1. Attached is the draft PWS for the F-15 Engineering Services effort requirement and a contractor capability survey, which allows you to provide your company’s capability.
2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.).

REQUIREMENTS DESCRIPTION
F-15 ENGINEERING SERVICES
PURPOSE/DESCRIPTION:
The projected period of performance for this engineering service is five-years (basic plus four option years) and will continue through FY23.
These services have been performed sole source by Boeing for roughly 20-25 years, at which point it was with McDonnell Douglas which merged with Boeing in 1997. Over the past several years, F-15 Engineering has used a FFP pricing arrangement, with a most recent 12 month period of performance. Reports are delivered as tasks are completed via e m a i l a n d Boeing’s BPN website. Thorough technical, price and/or cost analyses have been and will be performed as necessary by the F-15 System Program Office (SPO), Defense Contract Audit Agency (DCAA) and/or the Defense Contract Management Agency (DCMA).

PART II. CAPABILITY SURVEY QUESTIONS:
General Capability Questions:
1. Describe briefly the capabilities of your facility and the nature of the goods and/or services you provide. Include a description of your staff composition and management structure.
2. Describe your company’s past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager).
Engineering Services Questions:
1. Describe your company’s experience in developing, validating, and utilizing engineering expertise for military aircraft.
2. Describe your company’s experience in troubleshooting, problem analysis, and performance and supportability improvement issues on fielded aircraft, support equipment, and trainers for fighter aircraft.
3. Describe your company’s capabilities and experience in testing, simulation, modeling, problem analysis, training, parts substitution analysis, risk assessments, inspection advisories and corrective actions to resolve field operational problems and improvement requirements, for military aircraft. Include a description of your staff’s composition and experience levels.
4. Describe your company’s capabilities in supporting accident and incident investigations- (to include technical support for In-Flight Emergency (IFE) assistance requests and technical assistance in analyzing and/or recreating the accident/incident in order to determine the cause). Please detail your experience with the following: review of exhibits and failed components, computer simulation, failure analysis, participation in Mishap Investigation Boards, and input to associated reports.
5. Describe your company’s capabilities and experience in providing laboratory, ground and flight testing as needed to support field problem investigations and development activities.
6. Describe your company’s capabilities and experience in designing novel and complex repairs of aircraft.
7. Describe your company's capabilities and experience in generating technical data, engineering drawings and repair procedures.
8. Are there specific requirements in the documentation that was provided that would currently preclude your company from being a viable solution in meeting the requirement?
9. Is your company’s cost and accounting system certified by Defense Contract Auditing Agency (DCAA) as adequate?
