1. Proposal Format and Submission Requirements:

A. The following instructions cover the preparation and submittal of the offeror’s proposal for this solicitation. Offerors are cautioned that any noncompliance with the terms and conditions of the RFP may cause their proposal to be determined to be unacceptable and therefore not eligible for award. If a joint venture arrangement exists for this acquisition, the offeror shall provide a copy of the joint venture agreement that is signed and dated by all joint venture members as part of the proposal submission.

Proposals shall be submitted to the Government in two (2) separate volumes as set forth below:

CD-R/W or DVD-R/W media types are not acceptable. Media must be virus scanned by the offeror prior to submitting to the Government.

B. In addition to the page limitations set forth above, proposals should comply with the following format:

(1) Each volume shall be marked with the RFP number and the offeror’s name and address, and the number of the Volume, i.e. I, II. Proposals shall be in the English language and all monies shall be proposed in United States dollars.

Charts, graphs, or spreadsheets may be on foldout pages, but must fold within the page size specified and will count as one page. Margins shall be no smaller than 1 inch and each page within a volume shall be numbered consecutively.

(3) The page limitation includes any drawings, diagrams, illustrations, etc., but excludes any table of contents or list of acronyms (if utilized). One (1) sheet of paper with proposal information on the front and back of the sheet will counts as two (2) pages. Offerors are cautioned that any pages that exceed the page limitations shall not be read but shall be removed and either retained in the contract file without being considered in the evaluation, or, sent back to the offeror.

Email may be used to transmit such information only if the email can be sent encrypted, and must include “Source Selection Information – See FAR 2.101 and 3.104” in the subject line of the email.Otherwise, source selection information will be transmitted via direct mailing. In order to facilitate the sending and receiving of encrypted emails, offerors must use MS Outlook email configured to support encryption or a different email product that is S/MIME compatible and configured to support encryption. If you intend to submit your source selection information via encrypted email, you will need to contact the Buyer/Contracting Officer indicated on the face page of the solicitation prior to that first submittal in order to exchange certificates used for encryption. To insure the process is working correctly, send a test encrypted message first (without including any source selection information).

When you are ready to send an encrypted email, insure encryption is selected and include “Source Selection Information – See FAR 2.101 and 3.104” in the subject line of the email. When submitting source selection information via email attachment, file suppression utilities, to include but not limited to zip files, will not be accepted.

3. Volume I, Complete RFP

A. Volume I will consist of the completed and signed RFP with a cover letter delineating any exceptions taken to the RFP terms and conditions. However, offerors are cautioned that any noncompliance with the terms and conditions of the RFP may cause their proposal to be determined unacceptable and therefore not eligible for award. Offerors shall ensure that all clauses and provisions that require “fill-in” information are appropriately completed, including the proposed prices associated with the contract line items in the Schedule of the RFP.

B. The total compensation plan required by FAR 52.222-46 shall be submitted as a part of Volume I and shall be no more than ten (10) pages. The plan shall set forth salaries and fringe benefits proposed for professional employees and include supporting information to enable the Government to review the proposed salaries and fringe benefits in accordance with FAR 52.222-46. Note: The compensation plan pertains to the offeror only. However, if a populated joint venture is formed (a joint venture in which the employees are employed by the joint venture itself and not by any individual joint venture partner), the joint venture must submit the total compensation plan for the joint venture. If an unpopulated joint venture is formed, each individual joint venture partner must submit its own total compensation plan.

C. The offeror shall fill out the cross reference matrix at RFP Attachment 3 indicating where in its proposal the information can be found as it relates to the RFP. The cross reference matrix will be utilized as a tool to show critical interrelationships and dependencies among the technical requirements document, Performance-Based Work Statement (PWS), the Contract Line Item Number (CLIN), the Contract Data Requirements List (CDRL), provisions Instructions to Offerors and Evaluation Basis for Award. The cross reference matrix will help an offeror ensure it has responded to all the evaluation criteria and proposal submittal requirements identified in the solicitation. If the matrix conflicts with any other requirement, direction, or provision of this solicitation, the other reference shall take precedence over the matrix.

Additionally, to the extent the matrix discloses details as to the manner by which the Government intends to evaluate the offeror’s proposals for award, provision Evaluation Basis for Award references in the matrix are for informational purposes only, and the Government shall be obligated to evaluate proposals solely in conformance with provision Evaluation Basis for Award of the solicitation.

D. The Government intends to award without discussions, but reserves the right to conduct discussions if determined necessary. Any discussions will be conducted in accordance with FAR 15.306. Proposals received are subject to the requirements specified in FAR 52.212-1, unless otherwise tailored in the Addendum to the solicitation. Proposals are due in accordance with the date and time specified in Block 8 on the face page of RFP FA8505-14-R-30877.

4. Volume II, Technical Proposal:

A. The technical proposal shall be clear, concise, and include all the information required by this provision in sufficient detail for effective evaluation. The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Using the instructions set forth below, offerors shall provide specifically as possible the methodology proposed to accomplish and satisfy the requirements of each subfactor.

Offerors shall assume the Government has no prior knowledge of their capabilities, work processes, facilities, and experience and will base its evaluation on the information presented in the offeror’s technical proposal.

B. Organization. The Technical Proposal shall be organized pursuant to following outline:

Table of Contents, including Tables and Drawings Subfactor One: Reliability Enhancement Program (REP) Subfactor Two: Engineering Requirements Review (ERR) Support Subfactor Three: Data Management Initiatives (DMI)

C. The following information shall be provided in the technical proposal and will be evaluated to assess technical acceptability (which includes the consideration of technical risk) in accordance with, Evaluation Basis for Award. The technical proposal shall address each of the following subfactors to describe the offeror’s proposed approach to performing the requirements set forth in the Performance-based Work Statement (PWS) paragraphs called out in each Subfactor. For each subfactor, the offeror shall identify risks, if any, associated with the proposed approach and actions the offeror will take to mitigate the identified risks. If no risks/mitigations are identified in the offeror’s proposal, it indicates the offeror does not consider there to be any risk associated with their proposed approach. The technical volume shall address the following subfactors:

Subfactor One: Reliability Enhancement Program (REP)

The offeror shall submit a preliminary summary project schedule that demonstrates a management approach to execute the project within the period of performance. Schedule should include all major activities, milestones, and deliverable dates required to successfully complete the contract requirements (PWS Paragraph 4.5.1.2). The offeror’s planned approach shall include their qualifications, membership verifications capabilities, any risks, and processes for accomplishing the required tasks. A mitigation strategy shall be provided for any identified risks.

Subfactor Two: Engineering Requirements Review (ERR) Support

The offeror shall submit a preliminary plan for the evaluation of tasks to be performed at the depot level including an approach for ensuring adjustments are made to the preventive maintenance program based upon information gathered during the review process (PWS Paragraph 4.5.2). Additionally, the preliminary plan shall address the integration with Aircraft and Missile Requirements (AMR) process (PWS Paragraph 4.5.1.7). The planned approach shall include the offeror’s required qualifications, capabilities, and processes for accomplishing the required tasks.

Subfactor Three: Data Management Initiatives (DMI)

The plan shall include the offeror’s qualifications, certifications, capabilities, and processes for accomplishing the required tasks.

PART IV - REPRESENTATIONS AND INSTRUCTIONS

SECTION M

EVALUATION FACTORS FOR AWARD

Evaluation Basis for Award

1. Evaluation Basis for Award.

A. This acquisition will utilize the Lowest Price Technically Acceptable (LPTA) source selection procedure in accordance with FAR 15.101 2 and 15.3 as supplemented by the DoD Source Selection Procedures referenced in DFARS 215.300 to make an integrated assessment for a best value award decision. The Government intends to award one contract as a result of this solicitation. A decision on the technical acceptability will be made on the lowest five (5) offerors proposals. If none of these are found to be technically acceptable, the next five (5) lowest proposals will be evaluated for technical acceptability until a minimum of one (1) proposal is found to be technically acceptable. Among those offerors who are determined to be technically acceptable, award will be made to the offeror having the lowest total evaluated price. Award will be made to the responsible offeror whose proposal is technically acceptable, conforms to all solicitation requirements, such as terms and conditions, representations and certifications, technical requirements, and also provides the best value to the Government based on the results of the evaluation described in paragraph 2 below. Contract terms and conditions consistent with customary commercial practices are specified in the solicitation/contract, with otherwise tailored terms and conditions specified in the Addendum to the solicitation/contract.

B. The Government intends to award without discussions, but reserves the right to conduct discussions if determined necessary. Any discussions will be conducted in accordance with FAR 15.306. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer, with the concurrence of the Source Selection Authority, may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

C. The total compensation plan and supporting information will be evaluated per FAR 52.222-46 to assure it reflects a sound management approach and understanding of the contract requirements. Failure by the offeror/populated joint venture/each joint venture partner in an unpopulated joint venture to submit this total compensation plan will result in the offeror being considered as failing to meet the RFP terms and conditions.

D. The cross reference matrix will be utilized as a tool to show critical interrelationships and dependencies among the technical requirements documents Performance-Based Work Statement (PWS), the Contract Data Requirements List (CDRL), Instructions to Offerors and Evaluation Basis for Award. The cross reference matrix will help offerors ensure they have responded to all the evaluation criteria and proposal submittal requirements identified in the solicitation. If the matrix conflicts with any other requirement, direction, or provision of this solicitation, the other reference shall take precedence over this matrix.

Evaluation Basis for Award references in the matrix are for informational purposes only and the Government shall be obligated to evaluate proposals solely in conformance with the provisions Evaluation Basis for Award of the solicitation.

2. Proposal Evaluation. The evaluation process will be accomplished as follows.

A. Technical Factor.

(1) Each offeror’s technical proposal shall be evaluated based on the three (3) subfactors below, to determine if the offeror provides a sound, compliant approach that meets the requirements of thePWS paragraphs called out in each subfactor, and demonstrates a thorough knowledge and understanding of those requirements and their associated risks. The technical proposal addresses each of the following subfactors in sufficient detail. For each subfactor, the offeror identifies risks, if any, associated with the proposed approach and actions the offeror will take to mitigate the identified risks. If no risks/mitigations are identified in the offeror’s proposal, it indicates the offeror does not consider there to be any risk associated with their proposed approach.

Subfactor One: Reliability Enhancement Program (REP)

This subfactor is met when the offeror submits an acceptable preliminary summary project schedule that demonstrates a management approach to execute the project within the period of performance.

Schedule includes all major activities, milestones, and deliverable dates required to successfully complete the contract requirements (PWS Paragraph 4.5.1.2). Additionally, this subfactor is met when an acceptable preliminary plan for performing the initial assessment (PWS Paragraph 4.5.1.1), MSG-3 analysis (PWS Paragraph 4.5.1.3), Policy & Procedures Handbook development (PWS Paragraph 4.5.1.3), SVWC development (PWS Paragraph 4.5.1.4), and training (PWS Paragraph 4.5.1.8) necessary to implement an MSG-3 preventive maintenance program using reliability data and previously developed Failure Mode, Effects and Criticality Analysis (FMECAs) is submitted. The offeror’s planned approach includes their qualifications, membershipverifications (including verification of membership submitted with proposal, with specifically Airlines for America (A4A) as required by PWS Paragraph 4.5.1.3), capabilities, any risks, and processes for accomplishing the required tasks. If risks were identified, a mitigations strategy was provided.

Subfactor Two: Engineering Requirements Review (ERR) Support

This subfactor is met when the offeror submits an acceptable preliminary plan for the evaluation of tasks to be performed at the depot level including an approach for ensuring adjustments are made to the preventive maintenance program based upon information gathered during the review process (PWS Paragraph 4.5.2). Additionally, the preliminary plan acceptably addresses the integration with Aircraft and Missile Requirements (AMR) process (PWS Paragraph 4.5.1.7). The planned approach includes the offeror’srequired qualifications, capabilities, and processes for accomplishing the required tasks.

Subfactor Three: Data Management Initiatives (DMI)

This subfactor is met when the offeror submits an acceptable preliminary plan that addresses the data management requirements, analysis, design and testing (PWS Paragraph 4.5.3.1, 4.5.3.2, 4.5.3.3, and 4.5.3.5) of the effort. Additionally, the preliminary plan adequately addresses registering and maintaining Certification and Accreditation (C&A) packages via EITDR and eMass (PWS Paragraph 4.5.3 and 4.5.3.6). The plan includes theofferor’s qualifications, certifications, capabilities, and processes for accomplishing the required tasks.

1. The technical rating reflects the evaluation of the acceptability of the offeror’s technical approach for meeting the Government’s requirement. The technical risk associated with the offeror’s proposed technical approach will also be considered as part of the technical acceptability decision. Technical risk, which is manifested by the identification of weaknesses, assesses the degree to which an offeror’s proposed approach for the requirements of the solicitation may cause disruption of schedule, increased costs, degraded performance, the need for increased government oversight, and the likelihood of unsuccessful contract performance. The evaluation shall address the Government’s identification of any weakness as well as the offeror’s identified risks and proposed mitigation (if applicable) and document why that is or is not acceptable. The Government may independently identify risks not identified by the offeror and assess its impact to the successful performance of the contract. Should the Government determine that any risks identified by either the offeror or the Government poses too great a risk to the program and does not address a suitable mitigation, the Government may consider the proposal technically unacceptable.

2. The offeror’s proposal shall be evaluated to determine whether the proposal is acceptable or unacceptable, using the ratings and descriptions outlined in the table below. One technical rating will be assigned to each technical subfactor. In order to be considered awardable, there must be an “acceptable” rating in every subfactor.

Technical Acceptable/Unacceptable Ratings:

Rating Description

Acceptable Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.

B. Cost/Price Factor.

1. The Government will evaluate all complete RFPs by price. Price evaluation will be accomplished in accordance with FAR 15.305(a)(1) Cost or price evaluation and FAR15.4 Contract Pricing.

2. The offeror’s Cost/Price will be assessed for reasonableness, balance, and Total Evaluated Price (TEP). Offerors are reminded that in order to maintain reasonable/balanced pricing, the Government will not accept “Not Separately Price (NSP),” No Charge (NC), $0, etc. on any line item other than those already designated “NSP” in the schedule. Offerors are advised to review all data items and ensure that they are proposing to the specific data requirements and level of effort involved. For data items where the quantity of one (1) lot is specified, the quantity of one (1) shall be used. A TEP will be calculated in accordance with the below direction.

a. Reasonableness. The existence of acceptable price competition is expected to support a determination of reasonableness. Price analysis techniques may be used to further validate price reasonableness. If acceptable price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government obtained information, additional information in accordance with FAR 15.4 may be required to support the proposed price.

b. Balanced Pricing. Offerors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated as indicated by the application of price analysis techniques. The Government will analyze offers to determine whether there are unbalanced separately priced line items or sub-line items.

Offers that are determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the Government.

c. Total Evaluated Price (TEP). The Government will calculate a TEP based on the following:

i. Offerors will propose a Unit/Lot price for all CLINs, which are Firm Fixed Price (FFP). The Government will multiply the Quantity by the Unit price to calculate the amount. All CLINs (Basic and Options) will be added together to calculate the TEP.

ii. Options will be evaluated as part of the proposal, but the Government will not be obligated to award options.

iii. Travel CLINs shall be priced as a FFP Unit with an estimated number of trips provided.
