1.0 SCOPE
This Statement of Work (SOW) defines the requirements for the manufacturing and engineering services of the NP2000, Eight (8) Blade Propeller, , Electronic Propeller Control System (EPCS) for the C-130H aircraft and procurement of initial spares for the C-130H aircraft. It also includes program management and logistics support planning requirements. The cContract consists of onea (1) basic yearyear basic order with nine (9) option years. The contract Contract will be Firm Fixed Price (FFP).
The work to be performed by the ContractorContractor shall consist of providing all personnel, materials, services, facilities, and data management to deliver NP2000 and EPCS kits, spares and services as defined in the SOW.
The purpose of the SOW is to define the objectives of the NP2000/EPCS Production cContract. The overall objectives of the Production cContract are as follows:
· Manufacture, test and deliver NP2000 and EPCS kits
· Manufacture, test and deliver spares
· Provide program management and engineering support
· Provide logistics support planning
2.0 APPLICABLE DOCUMENTS
The applicable documents, such as MIL-STDs, DODI, FARs, DFARS and DOD manuals and directives, shall be referenced in the final contract document and in Appendix C – Reference Documents. See Appendix A – Reference Documents
2.1 Government Documents
The Government shall provide documents to include the EPCS TCTO 1C-130-2153, NP2000 TCTO 1C-130-2163 and aircraft installation schedule (Appendix B).

3.0 PERIOD OF PERFORMANCE
The Period of Performance (PoP) for this effort is one (1) year basic year with nine (9) option years. The PoP shall be In Accordance With (IAW) each purchasedelivery order (PO).
3.1 Place of Performance
All required tasks shallwill be performed at the contractorContractors’ facilities.
4.0 REQUIREMENTS
4.1 Production
The ContractorContractor shall produce and deliver hardware that meets the performance levels identified in specified compliance documents and approved Acceptance Test Procedures. These documents are proprietary to the Contractor. All parts and material used in performance of this contract shall be IAWin accordance with the approved revision of applicable drawings and specifications. At the time of the production order, the delivery schedule shall be agreed upon between both parties and shall be delivered IAW the agreed schedule. Production orders will be filled at approved lead time. Reference Appendix D for Lead Times.
4.1.1 Kitting Requirements
The ContractorContractor shall use the current NP2000 components to design, develop, and assemble a single aircraft kit for each Mission Design Series (MDS) to include allcomprised configurations of kits listed in Appendix Aof Group A and Group B components. In addition, the contractorContractor shall design, develop, and assemble Quick Engine Change (QEC) kits IAW terms of the contract. Group “A” items include wiring harness, connectors and the like to affect the install of Group “B” components. Kits shall contain all parts and materials required for modifications. Sufficient kit quantities shall be available to accommodate C-130H1, C-130H2, C-130H2.5 and C-130H3 aircraft without disruption to installation schedule (Appendix B). The Government shall provide the installation schedule to the Contractor and update as needed. The kit shall contain a Parts Number Listbill of materials necessary to complete a Time Compliance Technical Order (TCTO) installation.
4.1.2 NP2000 Kit Production
The ContractorContractor shall acquire, assemble, manufacture and document each A and B kits IAW (see GFI for TCTO NP2000 1-C-130-2163 for parts list). Each designated kit shall be complete with hardware, software, , peripherals, instructions, parts list, drawing, certificate of conformance and and include ann itemized invoice/bill of lading itemized bill of materials for review by the Government review and approval. All kit components shall be identical in quantity and type unless otherwise approved by the Contracting Officer. Software/firmware in the kit will be the latest approved configurationidentical to the software/firmware delivered under this contract.
4.1.3 EPCS Kit Production
The Contractor shall acquire, assemble, manufacture and document each kit IAW EPCS TCTO 1-C-130-2153. Each designated kit shall be complete with hardware, software, peripherals, parts list, drawing, certificate of conformance and include an itemized invoice/bill of lading for Government review and approval. All kit components shall be identical in quantity and type unless otherwise approved by the Contracting Officer. Software/firmware in the kit will be the latest approved configuration.

4.2 Spares Production
The ContractorContractor shall produce acquire and deliver hardware that meets the performance levels identified in specified compliance documents cited by the source control drawings and approved Acceptance Test Procedures. These documents are proprietary to the Contractor. Production/upgrade spares shall be delivered IAWin accordance with the PoPperiods of performance specified in each purchasedelivery order. At the time of the production order, the delivery schedule shall be agreed upon between both parties and shall be delivered IAW the agreed schedule. . Production orders will be filled at approved lead time. Reference Appendix D for Lead Times.
4.3 Configuration Management
The ContractorContractor shall update and deliver their Configuration Management (CM) Plan using EIA-649B National Consensus Standard for Configuration Management as a guide.

4.4 Engineering Change Proposal (ECP) Management
The ContractorContractor shall classify all ECPs as either major (Class I) or minor (Class II) in accordance with criteria specified in section 5.3.1.1.2 of EIA-649-B. Proposed Class I ECPs shall be submitted directly to the Government Program Office for review and approval or disapproval of the ECP and the Contractor and the Government Program Office will agree upon the implementation of the ECP. Proposed Class II ECPs shall be submitted to the Government Defense Contract Management Agency (DCMA) for concurrence in classification. The ContractorContractor shall submit all Class II changes via e-mail to the government Program Manager and System Engineer at the same time the submittal is made to DCMA. DCMA and the System Engineer will have ten working days to agree or disagree with the ECP classification. The ContractorContractor may proceed with production and delivery at his own risk pending Government approval.

4.5 Corrective Action for Defects Reported
In response to Government generated Quality Deficiency Reports, the ContractorContractor shall provide timely correction, reporting defects in material and workmanship and corrective actions for repeat discrepancies. When requested, the ContractorContractor shall assist the Program Office in the evaluation of LRUs and/or components originally manufactured and repaired under this contract to determine the root cause for deficiencies reported from field organizations through the Material Deficiency Report (MDR)/Product and Quality Deficiency Report (PQDR) process. MDRs/PQDRs for DoD will be handled in accordance with Technical Order (TO) 00-35D-54 USAF Deficiency Reporting, Investigation, and Resolution. In addition, the ContractorContractor shall perform analysis on failures that shall be documented in Failure Summary and Analysis Report. If the cause of the failure cannot be determined, the ContractorContractor shall retain the test record as part of the quality/reliability records.

4.6 Quality Management System
The ContractorContractor shall establish, implement, document and maintain a quality management and/or inspection system (QMS) that ensures conformance to all applicable requirements of ISO9001:2015 “Quality Management Systems – Requirements/AS9100D Quality Management Systems for Aviation, Space and Defense Organizations” and a calibration system that addresses the elements of ISO-10012, ANSI/NCSL Z540.3 or an equivalent program approved by the USAF.
The ContractorContractor shall submit a Quality Assurance Program Plan (QAPP) addressing detection of quality program problems and defects, identification of root causes for quality related problems/defects, correction of root causes related to detected problems/defects, and follow-up to ensure quality related problems/defects do not recur. The plan shall include the schedule of quality assurance/control inspections planned by the contractorContractor. 100% compliance with the QMS is required.
All product audits performed at the discretion of the DMCA Quality Assurance Representative (QAR) shall be conducted by witnessing contractorContractor inspections or tests on a non-interference basis. (e.g., when advanced notification is furnished of the time the ContractorContractor inspections or tests will be performed, and the QAR is unavailable, the ContractorContractor shall proceed. Verification shall then be accomplished by records review.)

4.7 Diminishing Manufacturing Sources and Material Sources (DMSMS) The ContractorContractor shall identify Diminishing Manufacturing Sources (DMS) for all parts used, including all subcontractorcontractor parts. At a minimum, the ContractorContractor shall check quarterly the Government-Industry Data Exchange Program (GIDEP) database for DMSMS items throughout the contract. The ContractorContractor shall provide a corrective action plan for any diminishing source(s) for any part to be used in the hardware under this contract. The ContractorContractor shall notify the Government promptly when an item has been identified as no longer available. DMSMS status shall be briefed at all Program Management Reviews (PMRs).

5.0 LOGISTICS
5.1 Packaging, Handling, Storage and Transportation
The ContractorContractor shall package and mark material IAW the contract (basic and/or order, as applicable) IAW the attached Air Force Materiel Command (AFMC) Form 158, Packaging Requirements. The ContractorContractor shall package and mark material IAW other applicable Government regulations including, but not limited to, those regarding security, safety and environmental concerns. The guidance for packaging is MIL-STD-2073-1E, Standard Practice for Military Packaging and MIL-STD-129R, Military Marking for Shipment and Storage. The ContractorContractor shall package electronic parts susceptible to electrostatic discharge damage IAW MIL-STD-1686C, Department of Defense Standard Practice / Electrostatic Discharge Control Program for Protection of Electrical and Electronic Parts, Assemblies and Equipment (Excluding Electrically Initiated Explosive Devices), and MIL-HDBK-263B, Military Handbook / Electrostatic Discharge Control Handbook for Protection of Electrical and Electronic Parts, Assemblies and Equipment (Excluding Electrically Initiated Explosive Devices). The ContractorContractor shall ensure that material is packaged IAW MIL-STD-2073-1E, Standard Practice for Military Packaging, shipping containers received, which meet the requirements of the AFMC Form 158 and are suitable for return shipment of serviceable assets, shall be reclaimed and stored for reutilization. Unsuitable shipping containers shall be disposed of and replaced with new containers that meet the requirements of the AFMC Form 158.
5.2 Item Unique Identification (IUID) and Identification Marking IAW DFARS 252-211.7003(a), Item Identification and Valuation / Definitions, “ ‘DoD unique item identification’ means a system of marking items delivered to DoD with unique item identifiers that have machine-readable data elements to distinguish an item from all other like and unlike items.” Unique item identification is required for all items that meet the criteria established by DFARS 211.274-2, Policy for unique item identification. The ContractorContractor shall comply with the requirements in MIL-STD-130N, Identification Marking of US Property. The ContractorContractor shall ensure all items comply with the Item Unique Identification (IUID) required by DFARS 252.211.7003 and Department of Defense Instruction (DoDI) 8320.04 which includes Department Of Defense (DoD) IUID Registry by the ContractorContractor. The outside of the asset shipping container(s) shall also be marked with an IUID identifying at minimum, the asset’s nomenclature, Nomenclature Stock Number (NSN), Part Number (PN), Serial Number (SN). If an asset doesn’t have an NSN, Part Number will be used for identifying.

5.2.1 IUID Registry
IAW DoDI 4161.02 and the Department of Defense Guide to Uniquely Identifying Items Assuring Valuation, Accountability and Control of Government Property, transmission of Government property must be recorded in the IUID Registry. IAW the Department of Defense Guide to Uniquely Identifying Items Assuring Valuation, Accountability and Control of Government Property, the Government user will add item(s) to the Department of Defense (DoD) IUID Registry. The Government user or ContractorContractor representative responsible for causing life cycle events will update the item record(s) in the DoD IUID Registry.
5.3 Bill of Lading Materials
The End Item Data Package (EIDP) shallwill be provided with each delivered Line Replaceable Unit (LRU) or kitunit. The EIDP shall include parts list, drawing, certificate of conformance and include an itemized invoice/bill of lading. Each item shall be delivered with appropriate condition/factory identification tags. An itemized invoice Bill of Material (BOM) shall be delivered once all engineering parts are complete specifying the end item and all subordinate/child components by nomenclature, NSN, PN, quantity, and identifying anyany software by version. , and CPIN for each configuration.
5.4 Electrostatic Sensitive Materials
The ContractorContractor shall develop an electrostatic discharge control program IAW the guidance in MIL- STD-1686C. Provisions of MIL-STD-1686C shall apply when identifying all solid-state devices and modules containing diodes, transistors, integrated circuits or other micro-electronic components sensitive to electrostatic forces. All such items will be packaged using electrostatic- free barrier materials and will bear "Sensitive Electronic Device" labels.
6.0 ENGINEERING SERVICES
6.1 Engineering Reporting
The ContractorContractor shall analyze and resolve technical, operational, integration, testing and logistical issues or concerns that may arise. Individual Task Orders and associated SOW will be issued. Efforts will include studies, analysis and recommended solutions as well as aircraft integration and testing support as directed.

6.2 Cyber Incident Reporting
The Contractor shall report Cyber incidents to the government IAW DFAR Clause 252.204-7012 (Safeguarding Covered Defense Information and Cyber Incident Reporting) via CDRL/DID and to the Defense Cyber Crime Center (DC3) via the DIBNet. In addition, provide a root-cause, corrective-action report. The contractor shall establish and maintain an incident response infrastructure with identified membership and operating procedures to facilitate rapid response to cybersecurity incidents as documented in the Security Plan/Security Assessment Plan.

6.3 Installation Support
Engineering services may be requested from the Contractor for technical and engineering support on aircraft installations. Reach back support may be needed for computer checks under the ATP and troubleshooting software support applications during installations. If needed, the Government shall coordinate the reach back support request with the Contractor.
7.0 GENERAL INFORMATION

The Contractor shall be responsible for preparation and submittal of the Small Business Subcontractor Report.

7.2 Travel
The ContractorContractor shall be required to travel to Robins AFB, GA 31098 and other locations as necessary to support meetings to accomplish the services described in this PWS. Travel requests for contractorContractor personnel shall be submitted for approval to the PCO prior to costs being incurred and a minimum of five business days in advance of departure where possible. Travel by contractorContractor personnel shall be conducted IAW FAR 31.205-46, Travel Costs.

7.3 ContractorContractor’s Progress and Status
The ContractorContractor shall generate and deliver a monthly ContractorContractor’s Progress and Status Report (CPSR) which provides the progress of work, status of the program, assigned task, reports cost and informs management of existing or potential problem areas. The first submission shall be delivered 45 calendar days after contract award, on the last day of the contractorContractor’s monthly reporting period. Reports shall be submitted no later than the twentieth calendar day of each month after first submission.
The ContractorContractor shall host, support, and chair two (2) bi-annual Program Management Reviews (PMRs). The first PMR will be scheduled within thirty (45) dayssix (6) months after contract award. The Conference shall be convened at a site and on a date agreed upon by the Government contracting officer and the ContractorContractor. The ContractorContractor shall prepare an agenda, presentation material and record the minutes of the PMRs.
