This is a Statement of Objective (SOO) for a Progressive Design-Build (PDB) project executed under Other Transactional Authority (OTA) authority pursuant to 10 U.S.C. § 2808a. The project involves replacing Circuit F-01 at Fowler Substation, Robins Air Force Base, Georgia, with all design, engineering, labor, material, plant, equipment, and supplies required to complete the work. The design-builder must have personnel and businesses with active Georgia licenses for all A&E, engineering, plumbing, HVAC, and electrical work. The design-builder must demonstrate a minimum of five years of experience on related design-build or similar-scope construction projects. The estimated project magnitude ranges from $5 million to $10 million. Work will be performed at Robins AFB with standard hours of Monday through Friday, 0730–1630, excluding federal holidays, with baseline anticipated adverse weather delays established for each month. The circuit will remain operational throughout the project via back-feeding with circuit ties, requiring coordination with various facilities and utility outage management.

The project follows a two-phase approach under the RAPID (Robins Agile Practices for Infrastructure Development) Umbrella Program. Phase 1 includes collaborative design development, site surveys, risk mitigation planning, and establishment of an open-book Guaranteed Maximum Price (GMP), targeting six months for investigation and testing. Phase 2, exercised upon GMP acceptance, includes final design and construction execution with a target timeline of 14 months from project start. Selection will employ a two-step Qualifications-Based Selection (QBS) process: Step 1 evaluates written Statements of Qualifications based on past relevant experience, team composition and organization, and project approach and understanding; Step 2 includes pitch presentations and price evaluation considering collaborative capability, real-time problem-solving, innovative design-build solutions, and financial capacity. Key deliverables include design packages (30%, 60%, 100%, and corrected final), site investigation reports, environmental and safety plans, project master schedule and risk register, GMP proposal, and submittal registers. The design must achieve 65% maturity and comply with Robins Base Facility Standards, Robins Procedural Guide for Designers, and applicable Unified Facilities Criteria (UFC). All project data must be submitted and maintained in the Air Force's Construction Management Information System (CMIS) for real-time government access, with the design-builder responsible for managing RFIs, submittals, change order requests, photographs, schedules, quality control reports, and safety documentation. The contract will require compliance with DoW data protection standards per DoDI 8582.01 and implementation of basic information system safeguards for all company systems processing unclassified non-public DoW information.

UHHZ170129 STATEMENT OF OBJECTIVE 01005

PDB via Other Transactional Authority

STATEMENT OF OBJECTIVE

01005 - 1 of 6

14 OCTOBER 2026

1. PURPOSE AND BACKGROUND

1.1. The objective of this OTA is to execute a Progressive Design-Build (PDB) project to provide all design, engineering, labor, material, plant, equipment, supplies, and coordination required to Replace Circuit F-01 from Fowler Substation at Robins AFB, GA. All A&E, engineering, plumbing, HVAC, and electrical work required must be accomplished by personnel and/or businesses with active licenses in the State of Georgia.

1.2. Background: Circuit F-01 has surpassed its operational lifecycle, creating a high-probability risk for catastrophic failure. If the remaining aged portion is not replaced, the installation faces escalating operational risk, mission delays, and compounding economic costs due to infrastructure failure and emergency repair premiums. The work area is slightly congested and impacted by various airfield operations.

The Fowler Substation Circuit F-01 will remain in full operation during the entire duration of the project by back feeding with circuit ties. The Design-Builder must have a minimum of five (5) years of experience working on related construction projects.

1.3. OTA & RAPID Framework Approach: This project is being executed as an Area of Interest (AOI) under the overarching RAPID (Robins Agile Practices for Infrastructure Development) Umbrella Program Notice. In accordance with the RAPID framework, this project utilizes a Progressive Design Build execution approach under the standalone statutory authority of 10 U.S.C. § 2808a.

This effort utilizes a two-phased PDB approach to foster collaboration, innovation, and efficiency:

• Phase 1 (Preconstruction & Collaborative Design): Collaborative design development, site surveys, risk mitigation planning, and establishment of an open-book Guaranteed Maximum Price (GMP).

• Phase 2 (Final Design & Construction Execution): Completion of final design and full construction execution (exercised upon agreement).

2. EVALUATION AND SELECTION CRITERIA

2.1. Overview

The Government will utilize a two-step, Qualifications-Based Selection (QBS) process mapped to the RAPID framework to select the Design-Builder. In accordance with PDB methodology, price will not be evaluated during the initial selection process. Selection is based strictly on qualifications, experience, and collaborative capabilities:

• Step 1 (RAPID Phase 1 Equivalent): Evaluation of written Statements of Qualifications (SOQs) / White Papers.

• Step 2 (RAPID Phases 2 Equivalent): Interactive Pitch Presentations/Interviews and evaluation of the Phase 1 PDB Price Proposal (short-listed teams only) to determine the final best-value selection.

2.2. Step 1: Statement of Qualifications (SOQ) Evaluation Factors

The Government will evaluate the written SOQs based on the following factors to select a short-list of the most highly qualified firms to advance to Step 2:

• Factor 1: Past Relevant Experience

o Minimum Requirement: The Design-Builder (and/or key teaming partners) must demonstrate a minimum of five (5) years of experience successfully executing design-build or similar size, scope, and complexity.

o Focus: The Government will assess the firm's historical performance, focusing on projects involving occupied facilities, congested site logistics, complex mechanical/electrical system integrations, and adherence to stringent environmental and safety standards (e.g., hazardous materials abatement, and experience with Department of War/Air Force standards). Note that while DoW experience is considered, it will not be a deciding factor in determining a firm more qualified.

• Factor 2: Team Composition and Organization o Focus: The Government will evaluate the proposed organizational structure, the integration of design and construction personnel from project inception, and the qualifications of Key Personnel. This includes assessing the proposed site superintendent/project manager's ability to oversee operations and coordinate with the Government daily.

• Factor 3: Project Approach and Understanding o Focus: The Government will assess the firm's understanding of the PDB OTA process and their proposed approach to executing Phase 1 (Design & Preconstruction) and Phase 2 (Final Design & Construction). This includes the firm's strategy for open-book estimating, schedule development, and managing site-specific constraints at Robins AFB (e.g., restricted area access, flightline requirements, and utility outage coordination).

2.3. Step 2: Pitch Presentation and Price Evaluation (Final Down-Select)

The Government may invite selected respondents to participate in an oral presentation or pitch. Phase 2 may assess the respondent’s technical approach, constructability, airfield-operational integration, phasing, site logistics, safety, environmental approach, risk management, collaboration capability, and preliminary schedule approach. Specific instructions will be provided with invitation to the pitch day.

• Factor 1: Collaborative Capability and Cultural Fit o Focus: Ability to work in a transparent, “open-book” partnership with the 78 CEG Project

Delivery Team (PDT) and Base stakeholders.

• Factor 2: Real-Time Problem-Solving and Risk Management o Focus: Capacity to identify, analyze, and mitigate complex project risks. Evaluated based on response to real-time scenarios presented during the Q&A.

• Factor 3: Innovative Design-Build Solutions o Focus: Creative, value-driven, and cost effective courses of action (COAs) proposed to meet the Government’s mission objectives..

• Factor 4: Financial Capacity and Bonding o Focus: Demonstrated financial capacity to support the anticipated project magnitude and, if required by the final OTA, sufficient bonding capacity.

o Focus: The estimated magnitude of construction associated with this Area of Interest (AOI) is $5M to $10M. This range is provided for planning purposes only and does not constitute an

explicit funding guarantee or disclose the Independent Government Estimate. This range is provided to assist interested offerors in determining the necessary single-project and aggregate bonding capacity required to support the subsequent construction agreement.

2.4. Final Selection and Award

Upon concluding presentations, the evaluation team will select the single most highly qualified Design-Builder.

The Government will invite the selected firm to negotiate terms, Scope of Services, and a fixed design/preconstruction fee for the Phase 1 OTA Agreement.

3. SCOPE OF OBJECTIVES

The Design-Builder shall achieve the following top-level objectives:

3.1. Phase 1 Objectives: Design & Preconstruction Services

• Collaborative Design: Develop design solutions collaboratively with stakeholders to achieve 65% design maturity. All designs must adhere to the Robins Base Facility Standard, Robins Procedural Guide for Designers, and applicable UFCs. Exceptions to UFC criteria will be considered if they exceed standard industry criteria.

• Design Efficiency: Incorporate the most efficient and cost-effective approach (i.e., simplified details, minimized equipment and material cost, reduced construction timelines). Notify the Project Manager if any items can be accomplished in a more efficient design prior to the initial design submittal.

• Site Investigations & Testing: Cost and scope must include site visits, processing CE Dig Permits, topographic surveying, soil boring samples (bearing and TCLP), ground penetrating radar (GPR) scanning for utilities (vertical and horizontal), “potholing” to verify vertical depth of existing underground utilities, and utility outage/water flow testing of existing fire hydrants. Provide written reports documenting existing conditions, photos of potholing/utilities, and drawings showing locations.

• Open-Book Estimating: Provide transparent, open-book cost estimates at designated design milestones, including cost breakouts with base bid, design cost, and options on separate sheets. Additionally, to assist the government in the project approval process, the cost estimate must be provided in accordance with Chapter 10 of the Procedural Guide for Designers in MII software.

• Schedule Development: Develop a comprehensive baseline project schedule (in MS Project or Excel format) detailing design, procurement, and construction milestones from award to completion.

• GMP Proposal: Deliver a firm, transparent Guaranteed Maximum Price (GMP) proposal for Phase 2.

The Government will negotiate specific cost sharing terms during this phase.

• Constructability & Risk: Perform constructability reviews and jointly develop a risk register and mitigation plan, specifically accounting for airfield congestion and utility outages.

3.2. Phase 2 Objectives: Final Design & Construction

(Note: Phase 2 is exercised via bilateral agreement upon successful GMP acceptance)

• Final Design: Complete all remaining design and engineering necessary for construction.

• Construction Execution: Safely construct the facility/project within the agreed GMP and schedule, coordinating work between different disciplines to avoid conflicts between new mechanical, electrical, architectural, and civil systems, and existing features.

• Hazardous Materials Abatement: Assume hazardous materials exist (asbestos, lead-based paint, heavy metals, PCBs). Address requirements for worker notification, abatement, and disposal. If testing identifies hazardous material does not exist, abatement costs will be credited back to the government.

• Health and Safety Plan (HASP): Employ a safety and health professional to provide a HASP per DoDI

6055.01 that includes pre-contamination assessment, PPE designation, transport processes, government equipment protection, and post-contamination assessment.

• Environmental & Solid Waste Management: Submit a Solid Waste Disposal Plan. Ensure proper testing for RCRA disposal. Recyclable metal materials remain Government property and must be recycled through the Robins AFB Qualified Recycling Program (QRP). Comply with Robins Environmental Requirements (Section 01560) and submit a Waste Management Report/Landfill Waste Tickets monthly by the 5th.

• Stormwater & Erosion Control: Coordinate with Environmental Management for National Pollutant Discharge Elimination System (NPDES) permits. For land disturbances of one acre or more, develop an Erosion and Sedimentation Pollution Control Plan (ESPCP) and submit a Notice of Intent (NOI) to GA EPD at least 14 days prior to work start. Cover all dumpsters, roll-offs, and hoppers when not in use.

• Milestone Payments: Structure execution to allow for payable milestones based on verifiable progress.

• Quality, Protection & Safety: Protect all existing exterior and interior conditions (especially upon window removal). Maintain a safe work environment and ensure all deliverables meet the required quality standards and UFC safety/antiterrorism guidelines.

3.3. Project-Specific Objectives and Phasing
