About this file

This Statement of Work (SoW) details a comprehensive electrical infrastructure upgrade project for the Air Force, involving the replacement of a 9 KVA transformer and 100-amp 208/120V electrical panel with a new 30 KVA transformer and 100-amp 42-space panel. The project requires a thorough site survey to assess existing conditions, with work to be performed after normal business hours, preferably during a weekend to minimize operational disruption.

Key requirements include installing a suspended 30 KVA transformer with 480V primary and 208Y/120V secondary voltage, removing the existing electrical panel, re-routing all existing circuits to the new panel, and ensuring compliance with National Electrical Code (NEC), OSHA safety standards, and local electrical codes. The contractor must use licensed electricians, implement proper safety procedures, provide comprehensive documentation including circuit schedules and test reports, and offer warranties on the transformer, panel, installation workmanship, and structural support system. The project is associated with the Department of the Air Force Materiel Command Air Force Sustainment Center, with a solicitation number of FA850125Q0058.

STATEMENT OF WORK

Removal/Upgrade of 9 KVA transformer and 100 amp 208/120V Square D 24 space panel with new 30 KVA Transformer 480V to 208/120V and 100 amp 42 space panel. All existing circuits shall be re-routed to new panel.

1. PROJECT OVERVIEW

o This Statement of Work (SOW) defines the scope, requirements, and deliverables for the installation of a suspended 30 KVA transformer or transformer panel combo, replacement of an existing 208/120V 3-phase electrical panel, and re-routing of existing circuits at the specified project location.

A comprehensive site survey is strongly recommended to assess existing conditions and develop an installation plan. All work shall be performed after normal business hours (preferably weekend) due to power shut down requirement.

2. SCOPE OF WORK

2.1 SITE SURVEY AND ASSESSMENT

Site Survey (Strongly Recommended)

• Conduct comprehensive site survey of existing electrical infrastructure

• Document existing 208/120V electrical panel location, size, and circuit configuration

• Identify and catalog all existing circuits, loads, and connected equipment

• Assess structural adequacy of proposed transformer mounting location

• Measure and document ceiling height, clearances, and access routes

• Identify potential obstructions (HVAC, plumbing, other utilities)

• Evaluate adequacy of existing primary power source for new transformer

• Document existing grounding and bonding systems

• Photograph existing conditions for reference

• Assess material access routes and equipment delivery requirements

2.2 Existing System Assessment and Disconnection

• Document existing circuit configuration and loads per site survey

• Coordinate scheduled power outage with facility operations

• Safely disconnect and de-energize existing electrical panel

• Label all existing circuits for proper re-connection using site survey documentation

2.3 Transformer Installation

• Supply and install one (1) 30 KVA transformer (ceiling/structure mounted) or transformer panel combo

• Primary voltage: 480V

• Secondary voltage: 208Y/120V, 3-phase, 4-wire

• Install transformer suspension system with appropriate structural supports (per site survey recommendations)

• Verify structural adequacy for transformer weight (approximately 600-800 lbs) through site survey

• Install seismic restraints if required by local code or site conditions

• Install proper grounding and bonding per NEC requirements

• Route installation per site survey access plan

2.4 Existing Panel Removal and New Panel Installation

• Remove existing 208V electrical panel (24 space) and dispose of properly

• Supply and install new 208/120V, 3-phase, 100-amp main electrical panel (42 space) and route existing circuits from old panel into new panel

• Panel location to be optimized based on site survey findings

• Panel shall be NEMA Type 1 (indoor) or Type 3R (outdoor) as specified

• Include main breaker

• Install panel per manufacturer specifications and local electrical codes

• Provide proper grounding electrode system and equipment grounding

2.5 Circuit Re-routing and Electrical Connections

• Install primary feeders from existing electrical source to new suspended transformer

• Install secondary feeders from transformer to new electrical panel

• Re-route and reconnect all existing circuits from old panel to new panel (per site survey circuit inventory)

• Extend circuits as necessary to reach new panel location

• Install junction boxes where required for circuit extensions

• Verify circuit integrity and proper connections

• All wiring to be sized per NEC and local code requirements

• Install appropriate conduit and cable protection for new and modified circuits

• Route all new wiring per site survey recommendations to avoid conflicts

2.6 Structural Work

• Install structural supports for transformer suspension (beam clamps, unistrut, etc.) per site survey structural assessment

• Ensure all mounting hardware is rated for transformer weight plus safety factor

• Maintain required clearances per NEC Article 450 and site survey clearance analysis

3. MATERIALS AND EQUIPMENT

Note: Final specifications to be confirmed based on site survey findings
