FBO Solicitation: FA8501-18-R-9998

Responses to Questions

Last Updated: 28 August 2018

1. Are the Exhibit A pricing, FAR 52.209-11, FAR 52.212-2, COI & Proof of Insurance meeting the requirements the only submitted items?

Government Response: The Quality Control Plan should also be submitted.

2. In Exhibit A, at the top, there is a note about “to be completed at annual review.” Who completes this?

Government Response: On a yearly basis, the prices will be able to be refreshed/changed in accordance to a “Contracting Officer’s Review.” The Contracting Officer in charge of the requirement will contact the contractor to ask if the prices remain valid, or if updated prices will be needed. The contractor will then submit an updated Exhibit A – Pricing List for year 2/3/4/etc. The contractor is also able to begin this process by reaching out to the CO to notify them that prices will be changing. The new price list(s) will then be incorporated into the BPA by a contract modification processed by the buyer and contracting officer.

3. In lines X014 AA&AB, are we to use the rates in the DRS? There is no DRS. Are you referring to the 400NG?

Government Response: A solicitation amendment will be forthcoming to correct this mistake. The customer has agreed that the 400NG is the correct reference.

4. On line items X035AA-AM, what does the unit “LO” mean? Are we to price these reports? Are these prices included in the evaluation?

Government Response: These reports are Not Separately Priced. The quantities and units are incorrect, and will be corrected with the upcoming solicitation amendment. (please see below)

5. At the very end of Ex A there is an * The "X" in the line item number is defined as follows? We are not clear on what is being said. Does X represent all 5 option years?

Government Response: “X” is a shorthand to signify that the line item number will change in each new year of the requirement. For example, each X000 line item will be “1000” in year one, “2000” in year 2, etc.

6. Is the contract to be invoiced monthly?

Government Response: Invoices on each shipment are to be sent into JPPSO (see the TPPS class deviation 2018-O0004 and Third Party Payment System DPM TPPS IMPLEMENTATION attachments posted to FBO) at completion of shipment.

7. Is our SAM filing sufficient for this BPA or do we need to complete this section in the

Reps/Certs in the Combined Synopsis/Solicitation?

Government Response: Please complete the fill-in areas of the Combined Synopsis/Solicitation.

8. Is there anything in the Performance Work Statement that needs to be completed and returned with our submission?

Government Response: You do not need to fill in the items on the PWS, as they were meant to mirror Exhibit A. With the solicitation amendment that will be forthcoming, an updated Exhibit A will be posted, and you will be able to fill that in.

9. When is the Contractor Safety Plan due?

Government Response: This is due after award.

File details come from the government source that posted it.
