1. Would the minimum wage and benefit requirements apply to all of my employees doing work at RAFB?
The attached Wage Determination must be followed per the SCA Clause that will be incorporated into the contract. The Service Contract Act is applicable to this requirement, and as such, FAR 52.222-41 will be incorporated into the resulting contract.
2. Item 0002 - Does the minor construction price request refer to a standard drop installation or does it include possible main line construction?
Item X002 Is for Minor construction projects to allow expansion of current system in buildings. This will be a To be Negotiated (TBN) line item. The contractor will propose a FFP for any construction costs required for new drops
3. Item 0003 –
Item 0003 is to add additional drops in buildings where cable exists and is a “standard installation and should be a fix price.
4. Item 0004 - Where are the 100 Internet drop locations and are they currently being served?
Would service be required immediately? What if I currently have no facilities in one of the 100 locations?
We currently do not have any requirements for internet, but per the request of some of our customers, we added this as an option to the follow-on. Any work orders for internet will processed as we receive them, but we did not anticipate more than 100 customers needing this service. Service would not be required immediately. Item X005 will cover drops in buildings with facilities and Item X002 will cover minor construction just as for Cable.
5. Item 0005 - Installation for buildings where there are no current facilities as stated above is difficult to calculate. There are too many unknown factors to give a set single installation cost. I'm just not sure how to approach this.

6. Item 0006 - Are you asking for a price to submit redline drawings?
Not Seprately priced (NSP) is prefered by government however, Contractor may propose pricing that will then be added to the entire price for evaluation purposes.
7. Item 0007 - Is this asking for a price to submit a safety plan?

8. Item 0008 - Is this asking for a QCP price?

9. Can you provide us with floor plans for each building? If yes, please let me know when we can pick these plans up.
We do not have floor plans for every building on base, but the number of drops and building location was provided in the PWS. The intent of paragraph 3.0 of the PWS was to identify "new" drops after award, and was not part of the solicitation requirements.
10. Can you facilitate a site visit for our Engineering team and allow them to survey existing infrastructure?
Government can provide you a site visit on 1 September after 1300. There is a base map (overlay) that will assist you in understanding the infrastructure. Customer is unavailable to take you to each and every building on base but will try to accommodate your request to best of their abilities.
11. Can the September 3rd bid response deadline be extended to September 17th? Due to the size and scope of the project we feel more time is needed to asses existing infrastructure.
Date has been extended to 10 SEP 17. As you are aware there is a very limited amount of time left in the current period of performance to allow contract award.
12. The timeline from award notice to period of performance stated in FA8501-15-R-Cable is only 2 days. Will the base provide adequate timelines for transition and installation of new facilities in the event a competitor other than the current provider is awarded the contract?
The proposals are to be evaluated on a "per drop" basis. In the event another company other then the incumbant is awarded the contract, the government will allow a realistic amount of time to make the transition to the new provider. With this being said the existing contract period of performance may have to be extended to accommodate.
