BASIS FOR CONTRACT AWARD

This is a competitive best value selection in which competing offeror’s technical acceptability and price will be evaluated. All technically acceptable offers shall be treated equally. Initially, all offers shall be determined technically acceptable or unacceptable. Only those offers determined technically acceptable shall be evaluated for reasonable pricing. By submission of its offer, the offeror accedes to all RFQ requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement shall result in an offer being determined technically unacceptable.

1. QUOTING INFORMATION AND INSTRUCTIONS

A. The government intends to award one (1) purchase order resulting from this RFQ to the offeror whose offer represents the best value to the government. To be considered for award the offer must conform to the RFQ, the PWS, must meet or exceed the acceptability standards for the non-cost factors, and result in a reasonable overall cost alternative considering price.

B. Evaluation

The following factors shall be used to evaluate offers: Factor 1: Technical Acceptability, Reasonable Pricing. The government will evaluate offers for technical acceptability, but not rank offers using the non-cost factors. Only those offers determined technically acceptable shall be evaluated reasonable pricing. Price will be evaluated separately and considered when making the best value determination.

The government reserves the right to award the purchase order to an other than lowest priced offer if the lowest priced offer is judged to have an unacceptable technical acceptability rating.

1. Factor 1: Technical Acceptability. The government shall evaluate the Technical Questionnaire for acceptability on a pass/fail basis, assigning ratings of acceptable or unacceptable. The government will compare the potential candidate’s resume to the Technical Questionaire.

An unacceptable rating will be assigned to the offer if the Technical Questionnaire has provided a no response to one or more questions on the Technical Questionnaire. An acceptable rating demonstrates the minimum technically acceptable requirements have been met. offers must submit a resume for their potential candidate for validation against the Technical Questionnaire. An unacceptable rating will be assigned to the offer if the Technical Questionnaire has negative responses to any of the responses. An unacceptable rating demonstrates the minimum technically acceptable requirements have not been met. If technical acceptability is evaluated and assigned an unacceptable rating it will render the entire offer unacceptable and, therefore, unawardable. Only those offers determined to be technically acceptable will be evaluated for Factor 2: Price

Offers MUST provide a response to every question on the Technical Questionnaire to obtain a technically acceptable rating and to be evaluated price. Relevant examples of previous support are requested for validation purposes only.

2. Factor 2: Price. The government shall evaluate all technically acceptable offers for reasonable pricing.

Offers with an evaluated price that is unreasonable IAW FAR 15.404 and FAR 31.201-3 shall not be considered for award.

To be eligible for award, an offer must meet all technical acceptability requirements, conform to all required terms and conditions, and provide all required information. Any non-priced factor evaluated as unacceptable will render a contractor’s entire offer unacceptable and the offeror will be excluded from the competition and will not be considered for award. Offers should contain the offeror’s best terms on price and technical capability standpoint
