DEPARTMENT OF THE AIR FORCE

78th Air Base Wing (AFMC)

Robins Air Force Base Georgia

18 May 2009

PROJECT: UHHZ 060005 – Replace Pumps and Reconfigure Valves

Included herein are responses to requests for clarification of the subject project:

11. Concern: The feed line is subjected to 200 PSI during the final stage of each cycle.

Currently the valves in this line are rated at 150 pounds, as are the pipes, flanges, and other fittings. To install this system correctly will require replacing the pipe, valves and fitting from the outlet of the feed pump skid to the inlet flange of the filter press. I would recommend using pipe spec 15715-2.03 for this application. Piping from the existing pump feed header to the new pump skid suction can still be schedule 40 with 150 pound flanges and valves (15715-2.02).

Response: Yes, the proposed pumps place a new pressure requirement on the pipes and elbows leading from the proposed pump skid to the plate press. You are also correct in saying that this length of pipe including flanges, valves, and fittings must be upgraded in order to meet this new requirement. Section 2.13 of the Statement of Work requires the contractor to visit the site to determine the full scope of work prior to submitting their proposal. Upon doing the technical evaluation of each proposal, Maintenance Engineering will verify that quantities and equipment technical specifications meet the requirements of the system and the facility. Pipe spec 15715-2.03 meets the requirements of the system. All connections shall be welded where possible and the piping shall be painted in accordance with section 2.7 of the Statement of Work and Specification 090900 - Painting.

12. Concern: Currently there is a plan (SOW 2.2) to remove the return sludge line including

V-20. If this valve and line are removed, where does the core blow go? I think they use less than 90 PSI air to blow the core, so the existing schedule 40 pipe is probably ok here.

I would replace V-20 with a 300 pound valve.

Response: The core blow exits the feed line and the cake blow exists the filtrate line.

13. Concern: Valves V-4, V-5, and V-18 may be subject to up to 200 PSI during a normal press cycle. These valves and flanges should be replaced with 300 pound rated devices.

Downstream piping past V-18 should be OK as is.

Response: These valves are used to keep the filtrate from prematurely exiting the press. If they were not in place the it would take longer for the press to fill.

14. Concern: On the press flow sheet provided by WRALC there are a couple of valves that either do not exist or are redundant.

a. Concern: V-1 is the feed control valve on the outside wall currently tagged v-17.

This is a 150 pound valve and will need to be replaced.

b. V-2 and V-3 do not exist in the current configuration, but there is a valve V-18 on the outside wall that closes all of the filtrate ports during core blow.

c.

SV-12 and ACV-1 appear to be the same valve.

d. SV-13 is immediately downstream of SV-12/ACV-1 and appears to be redundant.

e.

The air line that appears to connect just downstream of V-2, V-3, V-4, and V-5 is not controlled except by valve SV-13 and SV-12/ACV-1. This means that any time the pumps are running there will be air blowing in these lines. I do not believe this is the intent.

f.

From my experience SV-12/ACV-1 should be installed to control the air flow to the pumps only. All other control air should be tapped from the air supply prior to this valve. An additional regulator can be installed to control air pressure to these additional control points.

Response: The provided drawing is of the JWI filter press which is also located in the building. The equipment name is located on the picture of the press. This drawing is provided to the contractor as an example how these presses are set up. Some of the shown components of the system shown on the diagram may also be present on the EIMCO filter press that the subject project references but the contractor is required to visit the site to verify all information. Section 2.13 of the Statement of Work requires the contractor to visit the site to determine the full scope of work prior to submitting their proposal.
