COMBINED SYNOPSIS/SOLICITATION

This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotation are being requested and a written solicitation will not be issued.

Solicitation number: FA8307-24-Q-B092-A00003 Amendment: 03

The purpose of the amendment is to:

a. Provide the answers to the questions submitted.

b. Provide the layout for the Sound Cover and PA Areas.

c. Provide the layouts for the Floor Cable Troughs

d. Provide the updated CLIN structure.

e. Extend the solicitation close out date to 12 Aug 2024, 1:30pm CST

SUBJECT: Solicitation FA8307-24-Q-B092; Questions and Answers

1. Please provide answers to the question listed below.

2. Questions:

A. Is an NIST score required for this project?

Answer: No.

B. Will the sign in sheet from the site visit be made available via amendment?

Answer: A list of the companies that attended will be listed here:

C. What price is intended for CLIN 0001 since all areas are covered by CLIN’s 0002,0003, and 0004?

Answer: Updated see Amendment 03

D. Please confirm CLIN 0005 is Delivery costs and labor for Install is in CLINS 0002, 0003, and 0004.

Answer: Updated see Amendment 03

E. Solicitation Statement: Provide Sound Masking and Public Address functions, as a single system, across multiple areas, in a single building. Areas to be covered includes 6 separate office areas, on 3 different floors in the same building. Main computer/microphone will be located in the “Visitor Control Center” (VCC), separate from the 6 covered areas.

Solicitation Statement: System needs to be capable of sound cover, public address and optionally, cover music (TBD).

Questions:

I. In the initial overview, it's mentioned that the system should provide

"Public Address functions". Do you currently have a separate PA system in place that requires integration with the new system, or must contractors provide speakers for all areas including corridors, restrooms, storage rooms, unidentified partitioned areas (grey shaded rooms) and common spaces?

Answer: There is currently NO public address system in the 6 areas.

Spaces to be covered are:

• Corridors – Yes, within the 6 areas only

• Restrooms – No, The restrooms are outside of the 6 areas

• Storage rooms – No, speakers will be outside the storage room doors since these spaces are not occupied/limited use. The storage rooms should be greyed out as no speaker areas

• Unidentified partitioned areas (grey shaded rooms) - greyed out rooms are no speaker areas

• Common spaces? – Only spaces identified in the 6 areas will get speakers, common spaces that are outside of the 6 areas will NOT get speakers

• We will provide updated floor plans

II. If there is an existing PA system, or any other components that require integration, please provide the brand, model, and approximate quantities for each area.

Answer: N/A. No existing PA system

III. If contractors are to furnish new PA speakers for all areas, please identify any areas that will not require coverage such as storage closets, restrooms, etc.

Answer: Contractors are required to provide ALL materials for the PA system. Floor plans will be reviewed and updated as necessary and provided prior to award of contract.

IV. Will contractors be permitted to utilize the facilities existing network to provide a solution?

Answer: The only existing infrastructure that will be available for use with the PA system is fiber optic cables that traverse between areas. NO connections to any existing or outside networks are permitted. PA system will be self contained with NO other connection (NO internet, and NO wireless communications).

V. If infrastructure allows for consolidation of headend equipment to fewer locations than is shown on floorplans, will this be acceptable as long as all system requirements are still met?

Answer: The proposed system must meet all the requirements specifications.

F. Solicitation Statement: Control panels must be capable of supporting at least 50 control zones and 200 speakers for each area. (6 areas total)

Questions:

I. Bldgs 1 and 3 are substantially smaller than the others. Does this criteria still apply for those two buildings even if all other requirements are met with less infrastructure?

Answer: All areas are within the same building, Building 185 (3130 Gen.

Hudnell Drive). All areas have the same requirements. Applicability of design will be addressed with the design plan provided by venders.

II. Please confirm or clarify the following based on the requirement that control panels must support up to 200 speakers and colored symbols on site maps:

- Orange Symbols (NCP): These are meant to indicate the quantity and location of devices that must support 200 speakers and 50 zones for their respective areas, and have the ability to call any individual speaker or group in its respective area.

Answer: Orange Symbols (NCP): These are to denote where the control panels (with microphone) are to be located to support the “Area ALL CALL” function in each area. The Orange Symbols (NCP) in the VCC and area 6 are the ones that needs to be able to reach ALL speakers in ALL areas (VCC) and also select individual speakers, (Area 6 control panel will ONLY address speakers in area 6.)

- Blue Symbols (DS): These are meant to indicate the quantity and location of devices that can only perform an "All Call" to its respective area.

Answer: Blue DS symbols are desk top speakers with a knob type volume control, NOT a control panel or microphone. They are only in conference rooms

G. After looking through the Solicitation on sam.gov, our team did not see where a site visit for this opportunity was listed. Would we be able to schedule a walkthrough of the site for this opportunity?

Answer: The site visit information was posted on SAM.gov 16 July. No. additional site visits will be held.

H. Related to question one. If we are unable to schedule a walkthrough, could you please provide us with the heights and types of ceilings for the area of performance?

Answer: True floor to True ceiling is approximatly16.6 ft. Dropped ceiling (24”x24" acoustic tiles on grid) to floor is 9 ft.

I. Also, related to question one. If we are unable to schedule a walkthrough, could you please provide us with the locations of the MDFs and IDFs (server rooms) for the area of performance?

Answer: Server rooms will be clearly identified. Server rooms are true floor to ceiling with no dropped ceiling (approximatly16.6 ft).

J. The specifications and project scope indicate the following: "Provide Sound Masking and

Public Address functions, as a single system, across multiple areas, in a single building.

Areas to be covered includes 6 separate office areas, on 3 different floors in the same building". The drawings included in the document labeled "04 Sound Cover and PA Areas" all seem to be different sizes and shapes. Is the area of performance in one single building or is it in multiple buildings?

Answer: This PA system is contained in a single building, Building 185 (3130 Gen.

Hudnell Drive). It spans 6 areas across 3 floors in this building. All areas are of different size and shape.

K. Do you have a BoM (Bill of Materials) that you could provide our team?

Answer: It is incumbent on the contractor to determine what equipment and materials are required to support this effort.

3. Please also ensure that the volume control on the desktop speakers for the conference rooms is a knob with an off position.
