Public Address and Sound Masking System Requirements
Sound Masking Performance
• System required to meet measured performance requirements when tested as per ASTM E1573-22 Standard Test Method for Measurement and Reporting of Masking Sound Levels Using A-Weighted and One-Third- Octave-Band Sound Pressure Levels. (TEMPEST reasons)
• System needs to be tuned via an automated software process including measuring the existing background noise levels and individually tuning each zone, using ANSI Class 1 sound level meters.
• Measured masking sound levels in each control zone shall meet the NRC Optimum Masking Spectrum (Research Report RR-266) from 100 to 10,000 Hz within +-/2.0dB in each one-third octave band and +/- 0.5dBA of the desired overall level, unless existing background noise interferes.
• Provide detailed report of measurements of the system's results in each control zone across the facility, including for each control zone: the existing background noise spectrum in one-third octaves and overall level, the final tuned masking spectrum and levels, explanation for any deviations outside of specified tolerances.
• Sound masking will be adjustable at the panel, as to volume, for each control zone.
Overview
• Provide Sound Masking and Public Address functions, as a single system, across multiple areas, in a single building. Areas to be covered includes 6 separate office areas, on 3 different floors in the same building. Main computer/microphone will be located in the “Visitor Control Center” (VCC), separate from the 6 covered areas.
• System needs to be capable of sound cover, public address and optionally, cover music (TBD).
• System needs to meet consistency and precision with respect to specified masking levels, occupant comfort, initial and future adjustment flexibility, occupant control, system monitoring, and security requirements.
• System will have one (1) microphone, located in the VCC that will be used for all announcements for all 6 areas and one (1) microphone in each of the 6 Areas that is used for ONLY the area that the microphone is located in. (Areas 1 – 5: microphone can only “all call” in their area; Area 6 can address any speaker in Area 6 (using tablet/pad) or all call in Area 6 only)
• Sound system shall be of a networked-decentralized architecture, with distributed networked speaker devices installed through the identified areas. System will not be connected to the internet or have any wireless capabilities or cameras.
• System needs to provide output adjustment in “controlled zones”. The sound levels need to be adjustable in each control zone to ensure the final measured levels conform to specifications for each zone. (A control zone can be defined as a single speaker in a single room, or up to 3 speakers grouped in a large room/hallway).
• Control zone size is to be limited in hardware to a maximum of three (3) speakers per zone in open plan.
There must be a separate control zone per closed room. (This aligns with the maximum size of test areas in ASTM E1573-22, ensuring no conflicts occur when tuning is performed.) Multiple zones cover each office area. (This limits outages if a single zone fails.)
• Each control zone needs to provide, at least, its own masking signal generator, one-third octave equalizer from 100 to 10,000Hz and an overall masking level control in 0.5dBA increments over a range of 35- 85dBA, measured at 1m from the speaker.
• Upon first initialization, the system needs to be tested to verify the quantity and location of components in the system to ensure the design and installation conforms to manufacturer's design requirements.
• Area control panels (1 in VCC and 1 in Area 6) need to be addressable from the touch pad/tablet
• Control Panel backups. The system needs to automatically save all device settings in non-volatile memory.
i.e., on the attached computer, tablet, backup disk etc.
Security Features
• System must operate as an isolated system, NO internet connection and NO wireless capability and NO Cameras (if present, have to be removed /disabled) and only approved microphones
• Communication to/between control panels and distributed hub/speakers is to be digital.
• Communication between computer, the control panels and hubs is to be protected by 128-bit AES encryption, or better.
• Tablet/pad software shall be a Windows based
• System needs to be able to monitor (test) the system operation and needs to notify of speaker failure, wire failure, or tampering with (disconnecting) speaker connections and to report the exact number of speakers in each control zone.
• No transformers for speakers. No analog/digital volume controls on speakers. (Exception are speakers in the 10 specified rooms can have locally adjustable volume controls on speaker housing).
• Control panels must be lockable.
• Computer software and control panels must be password protected.
• Cabling below the ceiling must be in conduit (from the control panels to above the ceiling.)
• Connections to the control panel must be made inside the control panel enclosure.
• Wiring above ceiling need not be in conduit but can be run in the “green” cable trays and bundled together.
• All wiring and equipment above ceiling must be plenum rated.
• Cables will have over-molded connectors (power, audio and control signal cables) and not have open wires individually connecting to equipment mounted above ceiling. Limits unauthorized connections.
• System wiring must be uniquely marked, at least every 6 feet, to identify it from other wiring in plenum space and cable trays. (Can be marked as sound masking, PA, company name etc. just so long as it is uniquely marked.)
• Sound masking is to be digital, random masking generation.
• Optional, music for sound cover. System must be able to support the addition if sound cover music if it is desired either at the time of initial installation or afterwards.
Paging Requirements
• Public address must be selectable, to speaker output:
o ALL speakers in ALL areas at once; emergency announcements (All Call) o Each covered area individually, i.e. area 5 can be addressed and other office areas do not receive the message o Select a single speaker or room and address it only. (Address room 1123 only).
Control Panel and Power
• Control panels must be capable of supporting at least 50 control zones and 200 speakers for each area. (6 areas total)
• Control panel must have a small footprint, no larger than 15” h x 15” w x 3” d and be wall mountable, no racks or other cabinet enclosures. Total size of control panel(s) in any single area not to exceed 18” h x 18” w x 3” d.
• System installation will have NO special power requirements, i.e., no adding 120vac/12vdc power receptacles for hubs/speakers at the hub/speaker location. Must be powered via the wiring from the control panel(s)
• Use UL 1310 or 62368-1 Annex Q listed Class 2 power supplies
