QUESTION AND ANSWER TEMPLATE

Offerors who determine that the technical requirements of this RFP require clarifications in order to permit submittal of a responsive proposal shall submit all questions in writing to the maximum extent possible within 14 calendar days prior to the proposal submission date (Block 8). Submit the questions via email to the Contract Specialist, Mr.

Kriston Minor at kriston.minor@us.af.mil and the Contracting Officer, Ms. Jennifer Villarreal at jennifer.villarreal.4@us.af.mil. The Government will issue the RFP Questions and answers on https://sam.gov and amend the RFP as necessary to clarify RFP requirements.

Will the government consider changing the due date from 4:00 PM, 14 Aug 2023

(Monday) to 4 PM, 15 Aug 2023

(Tuesday)?

Proposal due date will be extended one day.

Support

Please identify how many and where the site locations are “throughout Egypt” and if there are any locations outside of Egypt.

Can you provide this information so we can properly price travel?

Custodians will be required to travel within Egypt. At this time, we are not able to identify how many or specifics site locations within or outside of Egypt as this is a new account.

audits and inspections

Reference PWS statement “After obtaining a prior approval of the Egyptian Ministry of

Defense not less than fifteen (15) days prior to performing such audits and inspections.”

Is the contractor required to obtain direct approval from the Egyptian Ministry of

Defense or is this coordinated through the

Embassy?

Yes, the COMSEC Custodians will work with appropriate POC either within the US

Embassy (Maj Hernandez or her counterpart, or the Egyptian POC) to schedule visits.

Contractor personnel must be able to drive a vehicle and obtain an Egyptian Drivers

License

Is the government stating we will need a

Drivers License to perform the duties outlined in the PWS and will need our own vehicles when traveling outside of Cairo, or will we use the EPSS program for transportation to the different sites?

You will need a Egyptian Drivers license, which EPSS will help with. EPSS will provide your contractor(s) with a vehicle (1 ea.) and driver(s). The driver(s) will take your contractor(s) to any location needed during duty hours. At the end of the duty day, the driver(s) will drop your contractor(s) off at their apartment(s) and give the contractor(s) the keys to the vehicle(s) which will be parked outside your contractor(s) apartment(s) so your contractor(s) can utilize the vehicle(s) after normal duty hours. EPSS contract has

2010-2012 SUV’s for use. So CTR may want to lease vehicles outside of the EPSS contract. EPSS does have Light Armored

Housing: Government quarters are not available.

Is it the government’s intent that the contractor will be provided housing through the EPSS and will not have to price this, or do we need to work with EPSS on the cost of housing?

The EPSS Contract will pay for your

Contractor (s) housing rent, Utilities, and furnishings. They will also pay for all your vehicle needs

(maintenance, repairs, licensing, registration, fuel (for official travel) etc., etc.

Can the government clarify what is included under Utilities that the contractor is responsible to pay and what is the average bill?

The EPSS Contract will pay for your

Contractor (s) housing rent, Utilities, and furnishings. They will also pay for all your vehicle needs

(maintenance, repairs, licensing, registration, fuel (for official travel) etc., etc.

Will the government be sponsoring the contractor’s Visa, or will it be up to the contractor to request and process their

Yes, the EPSS Contractor will help your

Contractor with obtaining their 6 Month

Visa. Although your contractor (s) will be responsible for any fees involved

Laptops

Could the government provide the number of laptops that will be provided to support this effort.

EPSS will provide basic internet service and issue a stand-alone computer if requested, (Please see attached TOR Form for office supplies provided), but they do not have the capabilities to provide

NIPR/SIPR access. Maybe the

Embassy/OMC can help with this.

The referenced RFP section on page 72 states questions may be submitted up to 14 calendar days prior to full proposal submission date. However, the top paragraph of this Attachment 7 states the due date is up to 21 calendar days prior to proposal submission date.
