Section C: Justification for Soliciting from a Single Source
This requirement is needed to support the program and its mission to sustain all equipment fielded worldwide for all Air Force, and sister services that is managed by AFLCMC/HNC.
HNC Maintenance Branch has an existing floor plan with seventy (70) ESD workstations from IAC Industries throughout maintenance complex. The justification for requesting brand name purchase is required for the following reasons: 1) maintenance sustainment environment are conducted and require these ESD workstations to be very sturdy and safe in nature to support the equipment placed on them for maintenance repair/certification actions; 2) these workstations suit every safety need with perfect overhead lighting, abundant counter top space/shelf space, and numerous drawer compartments; 3) the design compliments a hazard free product which is a plus concerning safety; 4) these IAC workstations have proven themselves and offer the flexibility of being re-configured to different setups to fit in our changing workloads in sustainment support; and 5) failure to obtain the same manufacture would result in workstations of different parts configurations which will limit interchangeability of workstation components.
These style of ESD benches are needed to meet the safety standard requirement and not severely impact nor prevent repair actions due to lack of sturdiness required for heavy equipment placed on these benches. It is vital that theses benches get procured to provide safer and sturdier ESD benches so that the technicians can continue to support customers like and DOD organizations.
Section D: Efforts to Obtain Competition
Market Research has located several vendors and distributors that can supply ESD work benches but do not offer the compatibility that IAC Industries offers. Pass experiences with other distributors has proven to be problems and corrective
Single Source Justification (Simplified Acquisition) measures had to be handled by the OEM, IAC Industries, because the distributors failed to take care of the issues.
It is more advantageous to the Air Force to purchase this same brand of ESD workstations. The AFLCMC/HNC, Maintenance Branch has already invested considerable funds in procurement of IAC Industries ESD workstations for use in the support of test equipment and mock-ups used in maintenance repair action in this complex.
Section E: Steps to Preclude Future Single Source Awards
Every feasible effort will be made to promote competition whenever practical considering safety, technical, cost and security constraints. Price/Cost analysis and subsequent negotiations will be accomplished by the Contracting Officer to determine price reasonableness. It is anticipated that sufficient price/cost analysis techniques are available to determine price reasonableness of the contractor's proposal.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
