About this file
Summary
This is a Justification and Approval (J&A) document for other than full and open competition submitted by the United States Air Force, AFSC/PZABB at Hill Air Force Base, Utah. The document justifies awarding a sole-source, non-commercial bridge contract for F-16 Avionics Intermediate Shop (AIS) Product Support Integration services under FAR 6.302-2 (Unusual and Compelling Urgency). The existing contract FA8251-18-D-0017 expires on January 23, 2026, and the bridge contract must become operational by January 26, 2026 to prevent a gap in mission-critical support. The bridge contract is structured as a 120-day Firm Fixed Price (FFP) engagement running from January 26, 2026 through May 26, 2026, with an estimated total value of $880,000 including labor (CLIN 1), subcontractor labor (CLIN 2), travel (CLIN 3), and data deliverables (CLIN 4).
The contractor shall provide on-site and off-site technical staff to maintain operational capability through key integration activities including Automatic Test Equipment (ATE) Commodity Sustaining Engineering, Component Software Integration and Maintenance, Government Furnished Equipment/Property maintenance, and Technical Order Maintenance. The Government determined that competition is not feasible due to insufficient time to solicit, evaluate, award, and transition a new contractor without creating an untenable support gap. Pricing is based on past actuals from contract FA8251-22-F-0069 with no inflation factor applied. The Government is concurrently conducting a full and open competitive procurement for the long-term follow-on requirement to establish a competitive environment for future acquisitions. The J&A was approved by the Contracting Officer on January 21, 2026, following coordination and Chief of Contracting Office review completed on January 20, 2026.

I. Agency and Contracting Activity.
United States Air Force
AFSC/PZABB
6050 Gum Lane, Bldg 1215 Hill AFB, UT 84056-5825 Contracting Officer:
PR Number: FD20202552591 - F2DCCM5139A001
II. Nature and/or description of the action being approved.
A. Upon approval to use other than full and open competition procedures, the Air Force will issue a new non-commercial bridge C-type contract to ensure the continued integration of product support for the Avionics Intermediate Shop (AIS). This effort is critical for maintaining the operational capability
The contractor shall continue to perform key integration activities, including Automatic Test Equipment (ATE) Commodity Sustaining Engineering, Component Software Integration and Maintenance, Maintenance of Government Furnished Equipment/Property (GFE/P), and Technical Order Maintenance.
B. This contract will be awarded to:
C. Contract Type & Structure: This is a follow-on bridge effort to FA8251-18-D-0017 a 7.5 year integration Indefinite Delivery/Indefinite Quantity (ID/IQ) contract ending 23-JAN-2026. The bridge contract will be Firm Fixed Price (FFP) contract. The anticipated contract will be awarded for a 120 day performance period. The Period of Performance (PoP) is anticipated to be 26-Jan-2026 through 26-May-2026.
D. Type J&A: Individual. This will be an individual J&A, supporting only this contract.
III. Description of supplies/services required to meet agency needs.
This requirement is for a non-commercial bridge contract to acquire a Product Support Integrator (PSI) to provide essential manpower for the F-16 Avionics Intermediate Shop (AIS) Systems Sustainment Program. The contractor shall provide the on-site and off-site technical staff necessary to ensure the operational capability of the The scope of services includes, but is not limited to, the following key areas:
B. Contract Summary

Estimated Total Contract Value $880,000

The estimated total contract value is based on past actuals from the previously awarded contract FA8251-22-F-0069. Pricing includes no inflation factor. All of this is in-line with previous efforts determined to be fair and reasonable.
C. As part of this contract, the Government requires data to be provided monthly status reports and technical reports and study services.
D. The integration services is funded with funds and funds.
IV. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above.
Use of the authority cited (FAR 6.302-2, Unusual and Compelling Urgency) is required due to the nature of this acquisition.
The current contract for these critical services expires on 23 January 2026, and a follow-on bridge contract must be awarded and fully operational by 26 January 2026.
The 45 day furlough contributed to the delay. Competition for the immediate action is not feasible as the time required to solicit, evaluate, award, and transition to a new contractor would far exceed the time available and create an untenable gap in support.
August 2023 Page 4 of 5August 2023 Page 4 of 5
In summary, the compelling need to avoid a gap in mission-critical services, makes the use of FAR 6.302-2 and a sole-source award the only viable path to protect the Government's interest.
V. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under
FAR 5.202 applies.
Due to the unusual and compelling urgency of this requirement, solicitation was limited to the
In accordance with FAR 5.203, a notice of the proposed contract action was not publicized. This action is exempt from the synopsis requirement under the authority of FAR 5.202(a)(2).
This exception is applicable because this justification is made under the authority of FAR 6.302-2, "Unusual and Compelling Urgency," and
A competitive solicitation for the long-term, follow-on requirement is currently underway, demonstrating the Government's commitment to maximizing competition when time permits.
VI. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The 416 SCMS AIS program office's technical analysis of the offerors Basis of Estimates (BOE) and inputs from the contracting officer, the contracting officer expects they will be able to determine that the anticipated costs to the Government will be fair and reasonable.
VII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research for the long-term, competitive follow-on requirement was conducted, which resulted in the ongoing source selection currently in progress. That effort confirms that a competitive market exists for the enduring requirement, and the Government is committed to maximizing competition for the long-term solution.
The market research for this specific short-term bridge action is focused on identifying sources capable of continuing the critical Avionics Intermediate Shop (AIS) Product Support Integration services without a service interruption, beginning 26 January 2026.
Therefore, a review of the market, including the known sources from the ongoing competitive procurement, confirms that
. For the limited scope and duration of this bridge contract, it has been determined that only one source can meet the Government's needs.
VIII. Any other facts supporting the use of Other Than Full and Open Competition.
The most significant fact supporting this justification is the
1.
NEGOTIATION SENSITIVE
August 2023 Page 5 of 5August 2023 Page 5 of 5
The follow-on bridge contract must be operational by 26 January 2026
2. Bridge Action to Support Full Competition: This sole-source bridge action is a temporary measure necessitated for the long-term requirement. This action is not intended to circumvent competition but rather to provide the necessary time to complete a fair and thorough competitive process without causing mission failure.
3. Prohibitive Duplication of Cost and Schedule Impact: Awarding a short-term bridge contract to any source other would require a new contractor to expend significant time and resources for recruiting, training, and security processing. These start-up costs would be duplicated when the long-term competitive contract is awarded, representing a substantial and unrecoverable duplication of cost to the Government. More critically, the schedule impact of such a transition makes any other source non-viable for this urgent requirement.
IX. List of any sources that expressed, in writing, an interest in the acquisition.
As this urgent requirement was not synopsized, in accordance with the exception at FAR 5.202(a)(2), no notice was publicized.
X. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisitions for the supplies or services required.
The primary action to overcome barriers to competition for this requirement is already in its final phase. The Government is concluding a full and open competition for the long-term, follow-on contract.
Upon successful completion of the ongoing review, a long-term, competitive contract will be awarded. This action will establish a competitive environment for this requirement and is intended to prevent the need for any future sole-source actions for these services.
