The following questions have been received, with answers provided:
Initial questions answered on 07/23/2020
1) The “Procurement Work Statement” (PWS), dated 29 April 2020, on Page 8, Section 12.2, reads as follows:
“12.2 Beyond Economic Repair (BER):
12.2.1 For assets determined by the contractor to be BER, the contractor shall forward detailed repair actions necessary to return asset to serviceable condition delineating required actions, parts (noun, NSN, part number),and costs to the Program Office PMS who provides to the Equipment Specialist, through the PCO, for determination/disposition.
12.2.2 Costs shall be for those components and sub-components over and above repair actions included in the repair CLIN of those assets and included in the Bill of Materials (BOM) with associated replacement percentages supporting those CLIN costs.
12.2.3 The contractor shall follow disposition instructions provided by the Program Office through the PCO. Scrap disposal shall be at no additional cost to the government.”
>> Question 1: Could you please clarify PWS BER paragraph 12.2.2?
ANSWER: This is asking for you to breakdown the cost of repair if it goes over the BER threshold.
2) From Page 2, Section 2.0 of the PWS, “BER” is defined as follows:
“Beyond Economical Repair – When the cost of repair exceeds 75% of the stock list price or the current replacement cost, whichever is greater.”
>>Question 2: Can you please provide the current “Stock List Price” (SLP) for the F-16 JFS and F-16 ADG?
ANSWER: Current prices are as follows: ADG-$547,166.66 // JFS-$125,000.00
3) The “Procurement Work Statement” (PWS), dated 29 April 2020, needs to be updated for the proper USAF Technical Orders:
The PWS calls out the following old revisions of the F-16 JFS and F-16 ADG Technical Orders in the table on page 11, Section 13.10:
· USAF F-16 JFS TO 2JA3-57-3, Change 1, dated 14 September 2004
· USAF F-16 ADG TO 2JA16-3 dated 1 May 2019 (not listed)
· USAF F-16 ADG TO 2JA16-4, Change 1 dated 25 October 2004.
Both the F-16 JFS and F-16 ADG TOs have been revised as follows:
· USAF F-16 JFS TO 2JA3-57-3 dated 20 March 2019
· USAF F-16 ADG TO 2JA16-3 dated 13 May 2020
· USAF F-16 ADG TO 2JA16-4 dated 1 May 2019 >> Question 3: Can the USAF update the PWS with the revised TOs in the table on page 11, Section 13.10?
ANSWER: The Government has updated the PWS and the amended version has been posted in the attachment section.
4) The Solicitation on Beta.Sam.Gov says responses are due at 4:00PM MDT on 24 JULY 2020; however, one of the attachments says the responses are due at 4:00PM MDT on 23 JULY 2020. Can you please clarify the correct due date of responses?
ANSWER: Thank you for bringing the discrepancy to our attention. To correct the contradiction in proposal due date, the due date has been extended.
5) Is it acceptable to bid only the Jet Fuel Starter part of the Solicitation and Not the ADG Gearbox?
ANSWER: No. The Air Force's requirement is for the repair of both the Jet Fuel Starter and ADG Gearbox.
Additional questions answered on 07/27/2020
6) Beta.Sam.gov shows Wednesday, July 29th, as the due date and the revised solicitation shows Monday, July 27th, as the due date. Which date is correct?
ANSWER: The due date has been extended to Monday, 3 August 2020. The due date has been updated in both locations.
7) Can our executed Solicitation be submitted via email, or should it be sent by FedEx/US Mail?
ANSWER: The proposal submittal instructions are located in Section L. In summary, electronic submittal is required but an additional hard copy is allowed, if the contractor desires to also send a hard copy. See Section L, Paragraph B (PROPOSAL FORMAT) for specific instructions.
Please note that while answering this question, the Government discovered that Sections L&M did not successfully attach to the original solicitation. The Government then did a full review of all attachments, and found that Section L and Section M were the only two attachments that did not post. To remedy this, these two attachments are posted as part of today’s solicitation amendment, and the proposal due date has been extended to Monday, 3 August 2020.
