About this file

This document is a Questions and Answers (Q&A) file for a pre-solicitation related to a Multiple Award Contract (MAC) Indefinite Delivery, Indefinite Quantity (IDIQ) issued by the 415th Supply Chain Management Squadron (SCMS) at Hill Air Force Base. The contract will cover repair services for approximately 124 national stock numbers (NSNs) across 11 weapon systems, with a 5-year base period and a potential 5-year option, totaling a 10-year potential contract duration. Task orders will be Firm-Fixed Price (FFP) or Not-To-Exceed (NTE), focused on quick repair services with limited modernization allowed only during repair processes.

Key details include an anticipated contract award date of 01 June 2026, with contractors required to be qualified prior to award through a Source Approval Request (SAR) package or waiver process. Vendors can only propose on Fair Opportunity Proposal Requests (FOPRs) for NSNs they are qualified for, with semi-annual onboarding in the first year and annual onboarding thereafter. The first task order will be for a Counterfeit Prevention Plan (CPP) at a minimal $500 order amount. Contractors must participate in 90 percent of FOPRs issued to them, with potential performance rating impacts for non-participation. The solicitation will likely be issued shortly after the New Year, with a 45-80 day response period anticipated.

415 SCMS MAC IDIQ

PRE-SOLICITATION QUESTIONS & ANSWERS

16 December 2025 Will the anticipated MAC IDIQ have a need for cutting edge reverse engineering, re-engineering, or modernization work?

· The anticipated MAC IDIQ is a long-term contract to facilitate quick repair services for the 415 SCMS managed national stock numbers (NSNs) for approximately 11 different weapon systems. Modernization work will only be permitted during the repair process when/if obsolesce sub-components are identified. At this time, reverse engineering services are not regularly anticipated.

If the MAC IDIQ includes cutting edge reverse engineering, re-engineering, or modernization work, will other contract types, including Cost Plus Fixed Fee, be available for Task Orders issued under the IDIQ?

· As previously mentioned, this is not the scope of this contract. Thus, task orders will remain Firm-Fixed Price (FFP) or Not-To-Exceed (NTE) for the repair efforts.

Assuming drawings and specs can be made available for any/all of the NSNs, what would be the qualification process for each?

· Qualification process is detailed in the Repair Qualification Requirements (RQR) Attachment on the pre-solicitation. Vendors are required to submit a SAR package or waiver that will be reviewed by the 415 SCMS engineering team.

Must we be deemed “qualified” before release of your formal solicitation? Or by a particular FOPR award date?

· Contractors must be qualified prior to contract award, anticipated for 01 June 2026. If contractors are unable to qualify prior to award, they can submit the necessary SAR package information or waivers prior to the next onboarding cycle. For the first year, onboarding will take place semi-annually, and then annually for the life of the contract.

Is it possible to know how many suppliers you have for each of these NSNs? Are there any that do not have a source of supply?

· All of these NSNs have at least one (1) repair source. The goal with the MAC IDIQ is to promote competition amongst qualified contractors. At this time, the Government is not willing to release how many sources of repair we have for each NSN.

You estimated a formal solicitation in FY26 Q2, and awards in June 2026. Is this still an accurate timeline?

· The formal solicitation will likely be issued just after the New Year, or shortly thereafter, to give contractors ample time to qualify. The anticipated MAC IDIQ award and first order is still tracking to 01 June 2025.

Now that previous IDIQ(s) have expired…If the 415th has a mission critical requirement for a repair or procurement prior to the MAC award, who/how will that be handled?

· Until the MAC IDIQ is awarded, any repair requirements for NSNs listed on the MAC IDIQ will be handled by the 415 SCMS, through the AFMC OL_H/PZAAA contracting office, as a stand-alone requirements contracts or purchase orders. When/if requirements are identified, the contracting office will issue a solicitation on SAM.gov and request proposals from qualified contractors.

Will the initial MAC solicitation be only for FOPR requirements? And if so, and in the event we are not yet qualified on a particular NSN we pursue, would we be able to participate in follow-on FOPRs for a particular NSN?

· The basic MAC IDIQ will be issued along with a task order as required by the first order. The first order will be for the contractors to provide a Counterfeit Prevention Plan (CPP). This will fulfill the minimum order amount of $500.00, for this MAC IDIQ. No repair requirements will be issued as the contract’s first order.

· Contractors will only be allowed to propose on Fair Opportunity Proposal Requests (FOPRs) for NSNs that they are qualified for at the time of award. Vendors looking to qualify for additional NSNs can submit SAR packages and/or waivers after award for evaluation. If approved, those NSNs will be added to a contractor’s basic contract during the semi-annual (first year only) or annual onboarding procedures. If a contractor fails to qualify for the NSNs prior to award, or during the semi-annual onboarding cycle, they will need to wait until the next annual onboarding cycle to be added as a repair source for a specific NSN.

How many FOPRs do you anticipate annually? Or might that vary based on semi-annual forecasts and requirements?

· FOPRs will be issued as repairs are needed. The 415 SCMS has provided a “forecasted” repair estimate for each NSN that was published with the pre-solicitation. This forecast will be updated and published with the official solicitation that will be released after the New Year, or shortly after. Additionally, the Government will update this forecast prior to annual onboarding procedures.

In the Performance Work Statement (PWS) dated 4 November 2025, Section 16.8.2 Meetings, Reviews & Conferences, there is a reference to Program Management Reviews (PMRs). Should we include a PMR for each CLIN?

· The PWS states that the Government may conduct PMRs if needed.

Will the drawings referenced in the RQR be available to us when the RFQ is released?

· There are 124 national stock numbers (NSNs) available for qualification on this MAC IDIQ. All referenced drawings and technical data packages are managed by the 415 SCMS. If you would like access to any specific drawing or technical data, please request that through the Contracting Officer, LMS and Engineer, and we can provide it. You do not have to wait until the official solicitation is released – if you are considering qualification, we recommend starting that process as soon as possible.

Confirm that the Government will exercise its stated right (RQR p.1) to selectively approve individual NSNs within a category and that qualification on any single approved NSN satisfies MAC eligibility.

· Yes, as the RQR states, you may qualify for an entire category of NSNs, or for single/multiple NSNs in each category. The 415 SCMS will review all qualification packages and/or waivers. Contractors will be notified for successful and unsuccessful qualification(s).

Confirm that contract history, accepted test data, and FAT reports from existing contracts satisfy QWC1 waiver criteria for identical NSNs in the 124-item list.

· Contract history, test data and FAT reports from existing contracts may satisfy waiver criteria. Contractors can submit any necessary information for waiver requests. If any additional information is required, you will be contacted by either the 415 SCMS LMS, Engineer or the Contracting Officer. This is only necessary for NSNs for which contractors are not currently qualified. If you are already qualified and listed as an approved source, you will not need to seek re-qualification.

Clarify whether task orders will be competed by NSN, category, or system grouping, and whether approved QWC1/QWC5 equivalency extends to task-order eligibility.

· Task orders will be competed by either individual or grouped NSNs depending on qualified contractors. For example, if the same three (3) contractors are approved to repair the same three (3) NSNs, those may be combined on a single task order. All qualification and/or waivers will flow down to the task order levels. Once a repair need is identified, all qualified contractors for that specific need will be sent a FOPR to submit a proposal.

Define a not-to-exceed review period (e.g., 45 days) for SAR packages and QWC1/QWC5 waivers.

· The Government anticipates releasing the formal solicitation in calendar year quarter one (1). Once the solicitation date is released, the Government anticipates a 45-80 day response time to comply with the information in the Solicitation, PWS, RQR and Sections L & M on the solicitation. The Government anticipates the contract awarding on 01 June 2025. Contractors must be qualified and listed as an approved source prior to award.

Confirm all required TDPs/drawings will be provided as GFI/GFD without licensing restrictions.

· The amount of data owned per NSN varies. If you have any specific questions regarding technical data, please reach out to the LMS, Engineer and Contracting Officer.

Confirm FFFI alternate parts may be proposed via ECP for obsolescent components without full re-qualification.

· Form, Fit, Function, Interface (FFFI) parts may be proposed via Engineering Change Proposals (ECPs) IAW the Performance Work Statement (PWS). A proposed ECP must comply with providing specific information about the change such as – drawings, part numbers, technical date, etc. If ECP changes are approved, the Government does not anticipate re-qualification, but reserves the right to determine that on a case-by-case basis.

Confirm historical on-time delivery, first-pass yield, and TAT will be considered in best-value task-order selection.

· On-time delivery, first-pass yield and TAT may be considered in best-value task orders. FOPRs will contain their own Sections L & M that will identify criteria for award.

Clarify small-business participation goals and whether prior subcontracting relationships may be credited toward MAC objectives, including use of established FTA-country partners.

· Small business participation goals (sub-contracting plans) will be required when/if that threshold is reached for specific task orders. This information will be provided in the FOPR and/or Sections L & M of the task order.

Confirm that documented similarity (matrices, schematics, test overlays) between TPS-75 components and MUTES/mini-MUTES items in Categories 1, 2, 3, 6, 7, 11, 16, 23, 27, 28, and 30 satisfies QWC5 waiver criteria.

· The contractor may submit a waiver request IAW the RQR and AFMCI 23-113. The contractor shall demonstrate they have manufactured or performed Repair, Overhaul, Maintenance and Modification (ROMM) on items similar in complexity, design, criticality, manufacturing or ROMM processes, materials, and application for the prime contractor, OEM, another service, civil agencies, or foreign governments. The item will be produced and evaluated against the current ESA approved technical data package.

· Motor and mechanical components should be straight forward if a contractor has the winding and machining capability and they were at the required or higher frequencies. If items have software/firmware, the Government may not be able to approve unless a contractor shows how they can test them.

Permit submission of a single consolidated test plan covering multiple NSNs that share identical or highly similar design, fixtures, and acceptance criteria.

· As long as the test plan covers everything on each item, you can consolidate the test plan into one single plan.

Confirm source approval may be granted for selected Category 26 CCAs solely for ordering eligibility, with no obligation to bid or perform in-house repair.

· PWS paragraph 1.4, participation, outlines that approved vendors must participate in 90 percent of FOPRs issued to them. Failure to meet a 90 percent participation may result in a marginal or unsatisfactory rating on a contractor’s annual CPARS.

· If a contractor does not intend to perform repair work for a specific category, or does not currently have the means to invest in test equipment, we recommend not attempting to qualify for that area. If in the future, a contractor adds this capability or procures/builds the necessary test equipment, a contractor can qualify during an annual onboarding cycle and that category, or individual NSNs, can be added for future participation in FOPRs.
