About this file

This is a Request for Quotation (RFQ) issued by the Department of the Air Force, Directorate of Contracting at Hill Air Force Base, Utah for repair services on a Gear Assembly Speed (NSN 3010-01-315-5148).

The solicitation consists of three contract line items: CLIN 0001 is a Tear Down Test & Evaluation for 2 units at firm fixed price, requiring the contractor to submit a detailed repair quote to the PCO upon completion; CLIN 0002 is the Repair phase for 2 units at firm fixed price with a not-to-exceed price representing the maximum extent of work needed for total rebuild/overhaul, with work contingent on PCO authorization via definitization modification; and CLIN 0003 covers Commercial Asset Visibility Air Force (CAVAF) reporting data requirements not separately priced. Additional data deliverables include Repairable Item Inspection Report (CLIN 0004), Counterfeit Protection Program (CLIN 0005), and Engineering Change Proposal (CLIN 0006), all not separately priced. The RFQ requires quotations by 17 June 2026, with delivery required within 30 days for the tear down phase and 180 days for the repair phase. Contractor responses must address CMMC Level 2 cybersecurity requirements, include Unique Item Identifiers (IUID) for delivered items, and comply with CAVAF reporting by including DD1348-1 forms with serviceable assets. The solicitation is not a small business set-aside and specifies F.O.B. Origin delivery terms. All pricing must remain firm for 90 days, and the contract is subject to standard federal acquisition regulations, DFARS clauses, and various compliance requirements including representations and certifications in the System for Award Management.

ACO AUTHORITY AND RESPONSIBILITIES:

1) All applicable contract admin functions as outlined in RFO 42.302(a) and R-DFARS

242.302-70(a)

2) Definitize order if it does not require supplemental funding.

3) Extend the delivery schedule as required and take consideration if deemed necessary.

4) Upon completion of review of cost information and negotiations, if required, the ACO shall issue definitization modification and approve all invoices for payment.

5) Deobligate excess funds after confirming all required assets have generated and contractor's final invoices are approved.

6) Initiate order close out when actions required in paragraph 4) are completed.

7) ACO is to verify Commercial Asset Visibility Air Force (CAVAF) inputs have been made before authorizing payment on the contract. Inputs can be verified by emailing 415thCMS.PMS.Contract@us.af.mil.

8) ACO is authorized to take consideration from the contractor for failure to comply with CAVAF inputs.

NOTE:

In the event funds on the order are insufficient based on the contractor's proposal and the judgment of the ACO, the ACO will document what is a fair and reasonable price, and provide the pricing documentation to the PCO for action. The PCO will then address funding and supplemental agreement when approved, and will direct the contractor for commencement of work.

In the case of a Beyond Economical Repair (BER) determination, DCMA QAR shall request disposition instructions and/or condemnation approvals from the cognizant USAF Program Manager or customer, and supply disposition/condemnation instructions to the contractor.

INSTRUCTIONS TO CONTRACTOR

In accordance with the attached CAV AF Reporting Requirements (see the document listed in Section J), the contractor must include a DD1348-1 when serviceable assets are shipped. DCMA Quality Assurance Representatives (QARs) will not approve or sign the DD1348-1, but will ensure a DD1348-1 is included with each returned serviceable asset. (IAW DAF CONTRACTING COMPASS)

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.

Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Regina E. Marquardt-Chihuahua at 801 777 -5087 , FAX 000 000 -0000 , email regina.marquardt-chihuahua@us.af.mil . Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/SMC ombudsman level, may be brought by the interested party for further consideration to the Department of the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431.

(d) The ombudsman has no authority to render a decision that binds the agency.

(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.

52.209-1 QUALIFICATION REQUIREMENTS (Deviation 2026-O0038) (IAW RFO 9.206-2)

(a) Definition. As used in this clause— Qualification requirement means a Government requirement for testing or other quality assurance demonstration that must be completed before award.

(b) One or more qualification requirements apply to the supplies or services covered by this contract. For those supplies or services requiring qualification, whether the covered product or service is an end item under this contract or simply a component of an end item, the product, manufacturer, or source must have demonstrated that it meets the standards prescribed for qualification before award of this contract. The product, manufacturer, or source must be qualified at the time of award whether or not the name of the product, manufacturer, or source is actually included on a qualified products list, qualified manufacturers list, or qualified bidders list. Offerors should contact the agency activity designated below to obtain all requirements that they or their products or services, or their subcontractors or their products or services, must satisfy to become qualified and to arrange for an opportunity to demonstrate their abilities to meet the standards specified for qualification.

(Name) ___________________________________________ (Address) _________________________________________

(c) If an offeror, manufacturer, source, product or service covered by a qualification requirement has already met the standards specified, the relevant information noted below should be provided.

Offeror’s Name _____________________________________ Manufacturer’s Name________________________________ Source’s Name _____________________________________ Item Name ________________________________________ Service Identification ________________________________ Test Number _______________________________________ (to the extent known)

(d) Even though a product or service subject to a qualification requirement is not itself an end item under this contract, the product, manufacturer, or source must nevertheless be qualified at the time of award of this contract. This is necessary whether the Contractor or a subcontractor will ultimately provide the product or service in question. If, after award, the Contracting Officer discovers that an applicable qualification requirement was not in fact met at the time of award, the Contracting Officer may either terminate this contract for default or allow performance to continue if adequate consideration is offered and the action is determined to be otherwise in the Government's best interests.

(e) If an offeror, manufacturer, source, product or service has met the qualification requirement but is not yet on a qualified products list, qualified manufacturers list, or qualified bidders list, the offeror must submit evidence of qualification prior to award of this contract. Unless determined to be in the Government's interest, award of this contract will not be delayed to permit an offeror to submit evidence of qualification.

(f) Any change in location or ownership of the plant where a previously qualified product or service was manufactured or performed requires reevaluation of the qualification. Similarly, any change in location or ownership of a previously qualified manufacturer or source requires reevaluation of the qualification. The reevaluation must be accomplished before the date of award.
