About this file
This is a Request for Information (RFI) issued by the USAF/AFMC/AFLCMC/F-16 Support Program Office at Hill Air Force Base, Utah, seeking information on contractor capabilities to provide repair and return (R&R) services for F-16 APG-66 and APG-68 radar systems and associated avionic Line Replaceable Units (LRUs) and Shop Replaceable Units (SRUs) down to the lowest component level. The requirement is to support Foreign Military Sales (FMS) countries requiring long-term sustainment solutions. All repair work must comply with applicable Technical Orders supplied by the U.S. Government. The effort is categorized as unclassified, though contractors may need to handle Controlled Unclassified Information (CUI). Security clearances are not required for unclassified work, but personnel handling classified information would need appropriate clearances and a DD Form 254. The delivery period is to be determined (TBD), and DMSMS material availability or long lead parts may create limitations.
Interested contractors must submit white papers (Microsoft Word format, maximum 60 pages for Section 2) by June 18, 2026, at 1300 hours MST via email to Joseph Barthold and Blake Merriam. The RFI is for information and planning purposes only and does not constitute a commitment to contract or issue an RFP. Respondents must provide detailed information including: items their company can repair without subcontracting, estimated repair delivery periods, estimated subcontracting percentage, three similar previous contracts as prime contractor, financial resources description, workforce recruitment and retention strategy for 200+ personnel, and USAF certification status. Administrative information in Section 1 must include company name, CAGE Code, contact information, recommended contracting strategy, business type designation under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance), and facility security clearance level. All submissions become Government property and will not be returned. The Government does not guarantee that questions submitted after the response deadline will be answered.
