1. Provide specification for 16PR106, 16PR145 and 1F-16C-00GV-002.
1 Government Response. Engineering Instructions are marked Distribution D, not for public release and are large pdf files (i.e., 16PR145 is 622 pages). These instructions will not be posted on FBO. Potential offerors can request copy from buyer at dawn.schmidt@hill.af.mil. To determine if release is appropriate to DoD contractor, potential offerors need to provide cage code.
2. What is the ceiling for the basic IDIQ?
2 Government Response. Multiple-award IDIQ is valued at $7.5M. For clarification, RFP includes SOW and requests offerors submit a Firm Fixed Price (not a ceiling price) proposal.
3. How many awards will you make?
3 Government Response. This multiple-award, IDIQ does not have a determined number of awards.
4. Is “teaming” allowed for in response to your solicitation?
4 Government Response. Reference 13 CFR 121.103 – How does SBA Determine Affiliation. Affiliation will be reviewed. If teaming with a large business, unless the small business demonstrates the majority of work is completed by them, the small business will take on the size standard of the large. In the event the small business is not performing the majority of the work, the small business is not qualified to compete in 100% small business set aside.
5. Are there any differences in the Technical Data Packages from Solicitation 1, posted 5-23 and Solicitation 2, posted 5-28?
5 Government Response. No, there are no differences. Uploaded documents refreshed 28 May 2013.
6. There are 3 drawings marked Distribution D and are not for public release. Drawings will not be posted on FBO. Potential offerors can request copy from buyer at dawn.schmidt@hill.af.mil. To determine if release is appropriate to DoD contractor, potential offerors need to provide cage code.
The 3 drawings are 16N3500 CDU Redlines 3 7 2012.pdf; 16N3507 CDU Page 5 Redlines 3 7 2012.pdf; and CB Labels 16N3500 16N3507 3 07 2012.pdf.

9. Rev 1 added. There are two versions of LWA06 sheet 2 (08APR13 and 19APR13) GHBPA2012-E-0046. We assume you want us to use the most recent version for quoting purposes, is this correct?

13. Rev 1 added. The following drawing was provided but its parts are not referenced on the master parts list. Was this omission purposeful or should we add the cable's BOM to the kit bid?
. GHBPA2012-E--0049
13 Government Response: Delete reference to -0049 drawing.
14. Rev 2 added. The following items were previously posted as .pdf and are now posted as .xlsx.
SampleTask CDU Kit Contents.xlsx SampleTask CDU AKit Master PL.xlsx
15. Rev 3 added. LWA 05 Pg 1 08 Apr 13.pdf posted
16. Rev 4 added. The publicized solicitation in FBO including the Government Response to Potential Offerors is the format the government is using to publicize specific information necessary or beneficial for the preparation of proposals. Information is made available to the public as soon as practical to avoid creating an unfair competitive advantage. None of the information is protected under FAR 3.104 or subpart 24.2 or reveals a potential offeror's business strategy. With the solicitation released, one-on-one meetings are not being held to avoid creating an unfair competitive advantage or perception of an unfair competitive advantage. All communication needs to be in writing (emailed to contracting officer Amanda.holmes@hill.af.mil or buyer Dawn.schmidt@hill.af.mil) and responses will be made in writing and posted to the solicitation in FBO using Government Response to Potential Offerors.
17. Rev 5 added. The drawings state parts in blue are to be tag & bag & shipped with the harness. Some of the assemblies the whole BILL is in blue. The following are parts/labels that need to be ordered:
FZM-8027
C8844 C8846
FPS-1002
FPS-3008
P5269 P5289
MPTA-002
P5327
18. Rev 5 added. There are two Statements of Work (SOWs). The first SOW deals with the overall Harness IDIQ for multiple awards, the second SOW is the SAMPLE TASK ORDER for the CDU program which requests the actual building of the harnesses if the government chooses to award. There is no guarantee that the SAMPLE TASK will be awarded, however, if it is awarded it will be awarded to one (LPTA offeror) of the contractors awarded under the multiple award IDIQ.
Sub-factor 3 of Section L, details the requirements expected from the Statement of Work concerning the Sample Task.
19. Rev 6 added. There seems to be some discrepancies between the parts listed in the specified drawings outlined in the Sample Delivery Order (SOW Attachment 1) and the documents posted as "Sample Task CDU." The Sample Task CDU documents outline Kits or Operations and groups specific parts together and includes a Master Parts List. Some part listed on the Master Parts list do not appear on the parts list of the specified drawings (GHBPA2012-E-0041 thur 0137) per SOW Attachment 1. Example: Several MS21919WDXX Clamps are on the Master Parts List but are not listed in the GHBPA2012 drawings, also some parts are listed on the Master Parts list but do not show up on the Bag or Operations Breakdown or the GHBPA2012 documents, example: Part Number MTCC2P-020-020-01.
Are we to include all parts listed in the Sample Task CDU Master Parts Lists for our proposal on this program? Or are we to use only the parts listed in the GHBPA2012 Drawings as outlined in the SOW attachment 1?
19 Government Response: Parts not on the drawings are part of the TCTO so they will just be in the operations as loose and not in the drawings. As far as parts that do not show up in either the drawings or TCTO or operations (Master P/L), we would need to see them. Include all parts listed in the sample task CDU Master Parts Lists.
20. Rev 6 added. The following drawing is posted.
