About this file
This Statement of Work (SOW) details cadmium plating requirements for Minuteman III Launch Facility (LF) and Launch Control Center (LCC) Motor Generator (MG) components for the 309th Electronics Maintenance Group at Hill AFB, Utah. The five-year Blanket Purchase Agreement (BPA) covers brush cadmium plating services for specific motor generator components, including bed plates, motor frames, alternator frames, and control cabinet enclosures, using the Rapid Electroplating Process (REP) in accordance with AP/TS 5.8 and SAE AMS-QQ-P-416 specifications.
The SOW specifies detailed technical requirements including surface preparation, plating process parameters (0.0003-0.0005 inches thickness), non-destructive testing, operator certification, and quality assurance processes. The contractor must complete work within 21 days of each order, package components per MIL-STD-2073, provide inspection reports and certifications, and deliver components to Hill AFB. The government will furnish technical drawings, component parts, and inspection criteria, and reserves the right to perform on-site inspections at any stage of the plating process.

Motor Generator Cad Plating Statement of Work 2 May 2025
1.0 Scope
This Statement of Work (SOW) outlines the requirements for Brush Cadmium Plating on Minuteman III Launch Facility (LF) and Launch Control Center (LCC) Motor Generator (MG) components in accordance with AP/TS 5.8 Sections 1 and 3 and SAE AMS-QQ-P-416 Type I, Class 2. The objective is to restore corrosion protection and minimum bonding resistance on exposed steel surfaces of MG components.
The work shall be performed using the Rapid Electroplating Process (REP) as specified in Section 1 of AP/TS 5.8. Section 2 will not be used since Dalistick equipment is not available. Operator certification and quality compliance per Section 3 shall be required.
2.0 Applicable Documents
The contractor shall comply with the latest versions of the following industry standards. In the event of conflicting information, AP/TS 5.8 shall take precedence over other listed standards.
• AP/TS 5.8, Sections 1 & 3 – Brush Cadmium Plating Requirements
• AMS-QQ-P-416 Type I, Class 2 – Cadmium Plating Specification
• ASTM B-571 – Standard Practice for Qualitative Testing of Metallic Coatings
3.0 Requirements
3.1 Surface Preparation
The contractor shall:
• Degrease all surfaces using Isopropyl Alcohol as specified in AP/TS 5.8, Section 1, 3.1.1.
• Remove existing coatings, rust, or corrosion using abrasive material (#150 grit) or power polishing.
• Apply Rapid Activator No. 3 per AP/TS 5.8, Section 1, 4.1.2 to prepare the surface.
3.2 Cadmium Plating Process
The contractor shall:
• Perform Brush Cadmium Plating using the Rapid Electroplating Process in accordance with AP/TS 5.8, Section 1, 5.0.
• Ensure plating meets the required thickness of 0.0003-0.0005 inches for bare steel and 0.0003-
0.001 inches for repair areas.
• Maintain plating rate at approximately 0.0005 inches per 4 square inches per 40-50 seconds.
• Conduct plating adhesion and thickness testing per ASTM B-571.
• Follow operator certification requirements as outlined in AP/TS 5.8, Section 3.
3.3 Inspection and Quality Assurance
The contractor shall:
• Perform Non-Destructive Testing (NDT) to verify structural integrity.
• Conduct visual and dimensional inspections to confirm plating thickness meets SAE AMS-QQ-P-
416 Type I, Class 2 requirements.
• Provide a Process Completion Certification (CDRL A002) with each plated component.
• Notify the Government Program Manager (PM) and Procurement Contracting Officer
(PCO) immediately if an asset is suspected to be Beyond Economical Repair (BER).
3.4 Operator Certification
• All personnel performing Cadmium Plating must be certified annually as required by AP/TS 5.8, Section 3.
• Operators must pass adhesion, thickness, and workmanship testing using certification samples per
AMS-QQ-P-416.
• Certification results shall be documented and submitted to the Government.
3.5 Packaging and Delivery
The contractor shall:
• Package components per MIL-STD-2073 to prevent damage during transit.
• Clearly label components with part number, contract number, plating specification, and inspection results.
• Notify the Government at least 2 business days before shipment and provide tracking details.
• Deliver completed components to Hill AFB, UT, or another designated Government facility.
4.0 Deliverables
The contractor shall provide:
• Plated components per task order specifications.
• Inspection reports detailing plating thickness, adhesion, and NDT results. [CDRL A001]
• Certificate of Conformance (CoC) for each plated component. [CDRL A002]
• Process Completion Certification. [CDRL A003]
5.0 Period of Performance
