About this file

This is a Request for Information (RFI) for Turnkey Industrial Plant Systems & Support (TIPSS) issued by the Ogden Air Logistics Complex (OO-ALC) at Hill Air Force Base, Utah. The Air Force seeks information and feedback from industry partners regarding an anticipated requirement to provide integrated turnkey Depot Industrial Plant Equipment (DIPE) solutions and engineering services to support multiple groups within OO-ALC's aircraft maintenance and repair operations. The requirement is expected to be set-aside for small businesses and will use NAICS Code 541330 (Engineering Services). Responses should be submitted to Shawna Dudis (shawna.dudis@us.af.mil) and Travis Dean (travis.dean@us.af.mil), though responses are for information purposes only and shall not constitute an offer or proposal.

The DIPE solutions encompass equipment such as test stands, fall protection work stands, paint booths, thermal spray systems, and gap grinders that must be customized for depot-level aircraft maintenance operations and capable of withstanding heavy use in challenging environments. The engineering services component includes removal and disposition of existing equipment, facility preparation and modifications, coordination with equipment manufacturers, design and analysis, cybersecurity support, DoD Authority to Operate (ATO) compliance, multi-vendor system integration, training coordination, and ongoing support such as program management, drafting, engineering (mechanical, electrical, industrial, environmental, corrosion), and logistics management. The RFI contains eight detailed questions addressing small business status, socioeconomic designations, engineering credentials, cleared employee experience, prior DoD contract performance, equipment procurement and manufacturing capabilities, turnkey integration experience, and financial capability to support significant upfront equipment expenditures in accordance with FAR 9.104-1(a).

REQUEST FOR INFORMATION

TURNKEY INDUSTRIAL PLANT SYSTEMS & SUPPORT

The Ogden Air Logistics Complex (OO-ALC) at Hill AFB, UT seeks information and feedback from our industry partners for a potential upcoming requirement. Please answer the questions listed at the bottom of this document with as much detail as possible. Additional feedback, insights and recommendations are welcomed.

Please send responses to both of the email addresses listed below:

Shawna Dudis at shawna.dudis@us.af.mil Travis Dean at travis.dean@us.af.mil

Overview:

This anticipated requirement will (1) facilitate support for multiple groups within OO-ALC that have an ongoing need for integrated solutions of turnkey Depot Industrial Plant Equipment (DIPE) systems and subsystems and (2) provide engineering services that enable the day-to-day repair, modification and maintenance missions of various OO-ALC groups. The expectation is that the successful awardee must be able to support the DIPE solutions and day-to-day engineering services for multiple groups.

The Government is currently contemplating a competition that initial market assessments indicate will result in a small business set-aside. The applicable NAICS Code is expected to be 541330 – Engineering Services.

Integrated Turnkey Solution for DIPE:

Examples of DIPE include items such as test stands, fall protection work stands, paint booths, thermal sprays, gap grinders, etc. These pieces of equipment, along with ancillary components, are used to facilitate aircraft maintenance operations in an industrial setting and, therefore, must provide certain quality attributes that will ensure the overall pieces of equipment will have a robust longevity associated with them. These pieces of equipment are routinely used in heavy maintenance operations and must withstand extreme use in challenging environments. It is imperative that DIPE solutions maximize the equipment’s lifecycle while simultaneously minimizing instances and costs of repair.

A turnkey solution must take into account that DIPE typically requires extensive customization and engineering and is generally not readily available in the commercial marketplace as well. Successful integrated support will require an in-depth understanding of Depot-level process and infrastructure necessary to execute production missions.

Engineering Services:

· In conjunction with DIPE: It is anticipated that engineering services associated with turnkey DIPE solutions may necessitate the following in order to provide successful support: removal and disposition of existing equipment; facility preparation for new designs, including facility modifications; coordinating with equipment manufacturers; engineering assistance with design and analysis efforts; cybersecurity; DoD Authority to Operate (ATO) information technology support; coordinating between multiple vendors to integrate and deliver complete systems; facilitating equipment delivery; offloading, rigging and installation; coordinating training for equipment use and maintenance; performing studies and analyses; and coordinating between agencies (e.g. Robins AFB, Defense Logistics Agency, Supply Chain Group, etc.).

· In conjunction with day-to-day support: Various groups within OO-ALC may require contractor provided engineering services on a full-time basis or in other instances, short-term support for special projects or one-off requirements. The ability to hire and retain personnel with specialized skills or as subject matter experts (SMEs) is essential. Certain services performed may require security clearances. Experience with government badging and coordination for access to restricted and controlled areas will also be required. Examples of services anticipated to be needed, include, but are not limited to: Program Manager, Draftsman, Management Analyst, Mechanical Engineer, Industrial Engineer, Electrical Engineer, Environmental Engineer, Corrosion Engineer and Logistics Manager.
