About this file

The document is a VLM (Vertical Lift Module) Purchase Description Revision Guide detailing specification changes for a federal contract opportunity with the 581st Missile Maintenance Squadron (MMXS) at Hill Air Force Base, Utah. The solicitation (FA822725R3221) is for procuring one vertical lift module with specific technical requirements, including precise tray dimensions, storage configurations, and system compatibility. The procurement is structured as a small business set-aside with a lowest price technically acceptable (LPTA) evaluation methodology and a 12-month period of performance.

Key contract details include a multi-stage payment structure: 30% upon design activities, 50% upon VLM demonstration within two weeks of shipment, and the remaining 20% upon government acceptance. The VLM is specifically designed to store parts for individual workloads, with critical requirements around tray size and footprint optimization. Proposals are due by 1500 MST on 28 April 2025, submitted electronically to Tanner Nielsen and Bryan Kingsford, with the contract aimed at supporting the 309th Missile Maintenance Group's equipment storage and tracking needs.

VLM Purchase Description Revision Guide

(Was/Is)

Cover Spec Changes:

3.3.3:

WAS: All system component surfaces shall be protected from corrosion by painting, plating, or galvanizing. Additionally, each storage tray shall have POLYAMOR coating on all surfaces.

IS: All system component surfaces shall be protected from corrosion by painting, plating, or galvanizing.

Appendix A Changes:

Updated Table of Contents

1.1. GENERAL SCOPE

WAS: This appendix establishes the minimum performance, design, fabrication, installation, and test requirements for one (1) vertical lift module (VLM) for the 581st MMXS, Building 850 at Hill Air Force Base, (AFB) Utah. The work shall be completed in accordance with this appendix, the cover purchase description (PD), and applicable Air Force (AF) Drawings if any. This appendix covers equipment, materials, and labor necessary to complete installation of the required VLM systems.

IS: 1.1. GENERAL SCOPE

This appendix establishes the minimum performance, design, fabrication, installation, and test requirements for one (1) vertical lift module (VLM) for the 581st MMXS, Building 850 at Hill Air Force Base, (AFB) Utah. The work shall be completed in accordance with this appendix, the cover purchase description (PD), and applicable Air Force (AF) Drawings if any. This appendix covers equipment, materials, and labor necessary to complete installation of the required VLM systems.

Due to the end use of the VLM and footprint limitations (3.2.1), tray size of the VLM is a critical requirement (3.2.5.2). The 581st MMXS has multiple individual workloads that are refurbished by the shop. Each workload has a collection of parts creating a kit that is ordered and billed to individual serialized assets. The 581st MMXS needs to keep each collection of parts together for financial accountability.

One (1) VLM is required as this whole effort is to store all parts for a workload, based on work in progress (WIP), on to the minimum number of trays, creating a single kit while optimizing the available footprint. A tray size any smaller and the whole space will not be fully utilized, and kits could be displaced onto other trays. A tray much deeper was also found to be unsafe for potential users.

3.2.1. UNIT DIMENSIONS

WAS: The external dimensions of the VLM shall be a nominal 162 + 2 inches deep, 210 + 2 inches wide, and 240 + 2 inches high.

IS: The external dimensions VLM shall fit within a nominal space of 162 inches deep, 210 inches wide, and 240 inches high.

3.2.2. STRUCTURE

ADDED: The following requirements need to be as stated, or functional equivalent, to be considered technically acceptable.

3.2.4 EXTRACTOR

WAS: The extractor shall be used to extract and transport trays between storage locations and the pick window. The extractor horizontal drive shall be a single drive motor configuration, 2 Horsepower or greater 60 FPM minimum travel speed. As a minimum, the extractor shall include the following:

End Plates, CR Steel Plate Cross members CR Steel– Formed and boxed Vertical Rack and pinion drive – External Tooth Spur Gear Vertical drive shaft - Steel Horizontal drive shaft - Steel Speed: 30” per second minimum vertical lift speed Dual extractor chain with drive dogs

IS: The extractor shall be used to extract and transport trays between storage locations and the pick window, also known as a pick and pull system.

3.2.5. TRAYS

WAS: The number of trays shall be 21 based on specified height clearance spacing requirements. Spacing shall be 15 trays @ 12” clearance for each, and 6 trays @ 14” clearance for each.

IS: There shall be a minimum of 21 trays, requiring 15 trays @ 12” clearance for each, and 6 trays @ 14” clearance for each.

3.2.5.1. TRAY CONSTRUCTION

ADDED: The following requirements need to be as stated, or functional equivalent, to be considered technically acceptable.

3.2.5.2. TRAY DIMENSIONS

WAS: Tray dimensions are based on inside dimensions. Dimensions are considered to be usable space. The minimum depth of each tray shall be 40 inches. The minimum width of each tray shall be 192 inches. The height of all tray side walls shall be a minimum 5-inch perimeter walls.

IS: Tray dimensions are based on inside dimensions. Dimensions are considered to be usable space. The depth of each tray shall be 40 ± 1 inch. The minimum width of each tray shall be 192 inches. The height of all tray side walls shall be a minimum 3-inch perimeter walls.

3.2.5.4. TRAY MARKINGS

ADDED: The following requirements need to be as stated, or functional equivalent, to be considered technically acceptable.

3.2.5.6. TRAY CROSSWISE DIVIDERS

ADDED: The following requirement needs to be as stated, or functional equivalent, to be considered technically acceptable.

3.2.6. STORAGE LOCATIONS

ADDED: The following requirements need to be as stated, or functional equivalent, to be considered technically acceptable.

3.2.8.1. ENCLOSURE PANELS

ADDED: The following requirements need to be as stated, or functional equivalent, to be considered technically acceptable.

3.2.8.2. MAINTENANCE SERVICE PANEL

ADDED: The following requirements need to be as stated, or functional equivalent, to be considered technically acceptable.

3.2.11.1. MOTORS

ADDED: The following requirements need to be as stated, or functional equivalent, to be considered technically acceptable.

3.2.12. CONTROLS

ADDED: The following requirements need to be as stated, or functional equivalent, to be considered technically acceptable.

3.2.16. SECURITY DOOR

ADDED: The following requirements need to be as stated, or functional equivalent, to be considered technically acceptable.

3.2.17.1. SYSTEM COMPATIBLITY

WAS: The VLM shall accept retrieve & store commands from Air Force Material Processing System MPS/D230. Additionally, if operational error codes occur resulting from a malfunction, they shall be transmitted to MPS with status information.

IS: An optional feature where the VLM could accept retrieve & store commands from Air Force Material Processing System MPS/D230. Additionally, if operational error codes occur resulting from a malfunction, they shall be transmitted to MPS with status information.
