About this file
This Performance-Based Work Statement (PWS) details full service maintenance, repair, and calibration requirements for Gas Chromatograph/Mass Spectrometer (GC/MS) equipment for the U.S. Air Force's 809th MXSS/MXDTAB at Ogden Air Logistics Complex, Hill Air Force Base, Utah. The contract covers comprehensive maintenance services for multiple Agilent GCMS systems, including models 5975, 5977, 7890B, and 8890, along with associated purge and trap autosamplers and concentrators. Key performance requirements include on-site response within 48 hours of notification, performing one annual preventive maintenance per instrument, using original equipment manufacturer (OEM) replacement parts, and maintaining ISO 9001:2008 and ISO/IEC 17025-2005 certification.
The PWS mandates strict safety, security, and operational guidelines, including compliance with environmental protection laws, OSHA standards, and Air Force safety regulations. Contractor personnel must be trained and qualified, provide comprehensive documentation, and follow detailed safety protocols. The contract emphasizes protecting government property, maintaining equipment to EPA and National Environmental Laboratory Accreditation Program (NELAP) standards, and ensuring the laboratory's ability to complete sample analysis within regulatory timelines. The maintenance will be performed in Building 100, Bay E Rooms 19, 18, and 22 at Hill Air Force Base, with work typically conducted during normal business hours (0630-1800), Monday through Friday, excluding federal holidays.

2 BASIC SERVICES
The contractor shall provide full service maintenance, repair, support and calibration of each model and instrument listed in Appendix B. The equipment and systems are located in building 100 Bay E Rooms 19 at Hill Air Force Base (HAFB), Utah. The contractor shall be able to return each system to its original working Original Equipment Manufacturer (OEM) condition. This instrumentation is used for testing hazardous waste in various control areas of HAFB. To support the current and future workload, each instrument has to be repaired, calibrated and operational per Environmental Protection Agency (EPA) methods and National Environmental Laboratory Accreditation Program (NELAP) certifications. The contractor shall provide the required services in accordance with (IAW) applicable guidance/regulations and/or manufacturer’s maintenance manuals.

The contractor response times over 48 hours, time to get parts and time to repair the instrument could push the available sample analysis time over the required 7-14 day limit. This would then require samples to be destroyed and re-sampled which would not be cost, time, or resource effective.
2.1.2 All parts (excluding consumables) labor, and travel will be included in the contract price.
Contractor shall perform one (1) on-site Preventive Maintenance, where applicable per analytical instrument, yearly during the Period of Performance (POP), IAW OEM requirements, and approved by 809 MXSS/MXDTAB Management. Full service, maintenance, repair and calibration of the following equipment.

2.2.5 The contractor must provide documentation within 30 calendar days of Government request showing service technicians have OEM provided factory training and certification to repair/service Agilent Gas Chromatographs/Mass Spectrometer (GC/MS) systems (CDRL-
A001 (DI-MGMT-81834A).
3 SERVICE SUMMARY
The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success but do not represent all contract performance requirements. All contract performance requirements in this PWS will be monitored.
Performance Objective PWS Para Performance Threshold
The contractor shall provide the required services IAW applicable guidance/regulations and/or manufacturer’s maintenance manuals.
The contractor’s performance shall be acceptable if there is no more than one (1) validated customer complaint** within a quarterly period, from start of task order period of performance (POP).
The contractor shall be on-site within 48 hours of Government notification
2.1.1
The contractor’s performance shall be acceptable when they have no more than one (1) instance of not meeting this performance objective per quarter
Special Requirements - the contractor must provide documentation showing service technicians have OEM provided factory training/certification within 30 calendar days of contract award.
2.2.5
Acceptable if provides proof of the OEM provided factory training/certification within the 30 calendar days of contract award.
4 CDRL SUMMARY
Contract information data shall be delivered electronically in accordance to the corresponding requirement for each Data Item listed in Table 4-1 (below). The contractor shall have no more than one error per quarter for all CDRL submittals. The contractor shall submit CDRLs according to the due date indicated and have no more than one CDRL per quarter submitted after the identified due date. Grammatical errors do not count as an error. Brief all personnel on the hazards involved with operations and applicable precautions to be taken. Should unidentified hazards arise, cease operations until actions are taken to eliminate or mitigate hazards to safe levels.
Compliance with OSHA and other applicable laws and regulations for the protection of contractor employees is exclusively the obligation of the contractor. Note: AFOSH STDs are annotated because many of the Air Force Standards exceed the OSHA standard criteria. If a conflict is noted, the most stringent requirement takes precedence. The government shall assume no liability or responsibility for the contractor's compliance or non-compliance with such requirements. The contractor shall furnish to each of his/her employees a place of employment, which is free from recognized hazards. The contractor shall brief his/her employees on the safety requirements of this contract and on hazards associated with prescribed tasks. The contractor is responsible for compliance with OSHA Public Law and the resultant standards identified within. In addition, the contractor is required to flow down the safety requirements/specification to all subcontractors. This applies to Federal Acquisition Regulation (FAR) 12 commercial acquisitions as well. This contract shall in no way require persons to work in surroundings or under working conditions which are unsafe or dangerous to their health. The contractor must coordinate and perform work so as not to impact the safety of government employees or cause damage to government property. This requires providing personnel with protective equipment and associated safety equipment as may be necessary. The contractor must also protect personnel from hazards generated by the work. If the contractor employs BILINGUAL speaking employees, they must post bilingual signs and have written procedures for specific tasks in applicable languages.
