Request for Information (RFI):

Shipping of C-130 Maintenance Stands Solicitation: FA8227-23-RFI-C130 Questions and Answers

1. How many stands are you wanting moved?

a. There are eight (8) C-130 maintenance stands that need to be transported.

2. Do you have MHE on site to unload the units or that will be required of the contractor?

a. As far as MHE, the intent is to have the contractor provide MHE for loading and unloading. If the contractor is unable to provide MHE, please state so in the RFI response. We are currently investigating whether or not the Government can provide the MHE required.

a. There will be a government representative onsite for the navy to coordinate offload and inventory operations.

3. Do we need to breakdown the stands for transport, or do you want the contractor to do transport in current configuration?

a. When the stands were removed from the hanger they were torn down as far as possible and will need to be shipped as is.

4. What are the weights of the equipment for crane requirement?

a. Please refer to Appendix B for height and weight dimensions. Each part is marked on the prints individually.

5. Could you please provide a list of all pieces that need to be moved with dimensions of each piece L x W x H?

a. We currently do not have an inventory list for this shipment. We are having an industry day/site visit for contractors to see what we have and take the measurements as needed. The size and weight in the Draft Statement of Work drawings are what we have to work with until industry day. We are encouraging any contractors that are interested in the shipping of the C-130 Maintenance Stands to attend the site visit to provide more insight as to what we are asking to be shipped. If you would like to attend the site visit please provide your company name, full name of who is attending, driver’s license number, and driver’s license state of issue for each person that intends to visit.

6. Which stands is Appendix B? It shows modules T1-T19, L1-L7, R1-R9, and some additional modules. Is this all of the material going?

a. The drawing is the information for 1 stand, there are 2 drawings that indicate an east view and a west view (both have the same weights/dimensions just one has R for right view and L for left view). The measurements are for the platform only, there is additional equipment/material that will need to be shipped as well.

7. Is there any way we can have the dimension for the largest part of each load that is pictured?

a. The largest section of the stand is 18’ x 32’ and weighs 24000 pounds and is roughly 10’ tall. The purple and blue dots on the prints represent the location of the legs.

8. In respect to the stands that have legs, are the legs removable? If they are, will there be military personnel there to disassemble and reassemble it?

a. The legs are not removable. There is potential to remove the platform from the legs however that will be something the contractor would need to accomplish if they so choose as well as reinstall them upon delivery.

9. Are the items on top of the stands removable to be ship on a pallet.

a. The items on top of the stands are removable and will need to be shipped.

10. In picture C5, is the part that is wrap in white a part of the shipment or is it a platform just to protect the items from being on the ground? Is that also to be shipped if it is a platform?

a. The parts that are wrapped on top of the platforms are to be removed and shipped as well.
