Sources Sought Synopsis for Aircraft and Trailer Lavatory Services
This is a Sources Sought announcement issued by the Ogden Air Logistics Complex at Hill Air Force Base, Utah, for market research purposes only. The Government seeks to identify qualified contractors capable of providing aircraft and trailer lavatory services for the 309th Aircraft Maintenance Group. The resulting contract vehicle will be a single-award Blanket Purchase Agreement with a five-year ordering period. The requirement falls under NAICS Code 562991 (Septic Tank and Related Services) with a $9,000,000 size standard and Product Service Code S222 (Housekeeping—Waste Treatment/Storage).
The scope of work includes pumping and draining septic and holding tanks on various airframes and portable restroom/breakroom trailers; flushing, rinsing, and cleaning holding tanks until clean; servicing aircraft by filling storage tanks with deodorant-disinfectant solution; performing cold weather servicing with anti-icing fluid (Chevron E36 or equivalent); and properly disposing of waste materials in compliance with federal, state, and local environmental regulations. Key technical requirements mandate that contractors own or acquire specific hose and attachment fittings, specifically servicing adapter M2651-133-11 or equivalent AIRLINX part number V2651J133P10, for servicing US Air Force and US Navy C-130 aircraft. Standard service response time must be within 24 hours; emergency service response within two hours. Services must be available 24 hours daily, seven days weekly, including federal holidays. Contractor employees must pass security checks for Hill Air Force Base access. Based on historical data, the projected need for C-130 lavatory services is approximately 20 times annually, with no recurring requirement currently anticipated for portable trailer servicing. Interested parties must submit a Capability Statement not exceeding five pages by Tuesday, April 21, 2026, at 1:00 pm Mountain Time to Jason Neering (jason.neering@us.af.mil) and Angie Poll (angela.poll@us.af.mil). The statement must include company profile information, business size classification under NAICS 562991, socio-economic status declarations, technical capability narrative addressing aircraft lavatory servicing experience and response time capability, and past performance information on up to three relevant contracts from the past five years.
