Synopsis Number:Notice Type:
FA8224-21-R-Dock_ExpansionREQUEST FOR INFORMATION

Synopsis:

NOTICE: This Request for Information (RFI) is issued for information and planning purposes only. This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any award be made as a result of this RFI. The Air Force WILL NOT be responsible for any costs incurred by interested parties in responding to this RFI. This notice is an announcement seeking market research information on industry capabilities as described herein. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. However, respondents submitting business information pursuant to this RFI should consult 41C.F.R. part 105-60 and other implementing regulations concerning the release of such information to third parties under the Freedom of Information Act. All information submitted by respondents that they consider confidential and not releasable to third parties outside of the Air Force, and its employees agents, consultants, and representatives must be clearly and conspicuously so marked.

The Magnitude of this project is projected to be between $10,000,000 and $25,000,000.

PROGRAM OVERVIEW

The Air Force Materiel Command (AFMC) Ogden Air Logistics Complex (OO-ALC) performs depot repair for aircraft and is converting maintenance docks from one aircraft to another. This effort will require purchase and installation of major pieces of equipment as well as some major building repair. The Government’s initial focus is to find a company who has the capability, experience, and capacity to design and install an aircraft electronics (avionics) cooling air system to supply cooling air to the aircraft through Operator Control Consoles (OCCs – similar or the same as the OCCs we already have) between every other dock and raising an equipment shelter outside of the building (see Attachment 1) to shelter the air handling units. In addition, that contractor will then be responsible for the rest of the scope, which includes the following:

· Removal of two C-130 Maintenance Stands, wrapping them for storage, and moving them to a storage site.

· Preparation of the area for installation of up to ten F-35 aircraft maintenance docks

· Evaluating, expanding, and/or tying into the central hydraulics system to supply hydraulic oil to the aircraft through the same OCCs as the avionics cooling air system

· Acquiring, assembling, and installing additional specified Aerospace Ground Equipment (AGE) electrical panels and shop air reservoirs between every other dock including all associated transformers, electrical buses, etc. to ensure adequate power to the docks (see Attachment 2)

· Acquiring and installing specified or equivalent aircraft electrical equipment and cord reels between every other dock (see Attachment 3)

· Removing a sunshade from the building (if necessary) to allow for bridge crane installation

· Designing and installing two large bridge cranes (including footings) to cover the entire area (roughly 48,400 square feet)

· Frosting the windows in the hangar doors

· Enclosing the roughly 48,400 square feet area with a fence and covering the fence with a known black fabric and implementing other security measures such as metal doors with closures and latches, vindicators, grating, etc.

· Installing one to four office insert buildings in the area

· Removing unused equipment, piping, etc. and filling in trenches in the area with fill and concrete

· Repairing and leveling the floor, refinishing the floors with epoxy, and striping docks, walkways, tow lines, etc.

· Ensuring adequate fire suppression, lighting, and heating in the area including acquiring, assembling, installing any required equipment that require upgrade

· De-conflicting currently installed utilities (pipes, ducts, conduit, etc.) for installation of the equipment above

· Installing and/or updating at least one and up to three communication rooms

While some subcontracting is acceptable and, in some cases, may be preferable, the Contractor should be familiar enough with the other aspects of the work involved that they can manage them effectively and efficiently and will be responsible for the entirety of the work.

This will be a competitive acquisition. The Government will evaluate responses to this RFI to help determine the best acquisition strategy and evaluation methodology. The contract to be awarded is anticipated to have a 1-1/2 to 2-year period of performance.

INDUSTRY DAY/SITE VISIT

The Government anticipates holding an Industry Day/Site Visit to discuss the objectives/requirements of the program and to answer questions. As dates, times, and details are confirmed they will be posted to https://sam.gov/. Please check the web site often for updates.

DRAFT RFP

The Government anticipates releasing a Request for Proposal (RFP) Spring 2022. Please check the web site listed above for an electronic copy of the solicitation.

RFI QUESTIONS

The Depot Aircraft Maintenance Dock Expansion Phase II Integrated Products Team (IPT) has developed a list of questions to facilitate discussion and influence the final version of the RFP. We intend to use your answers to refine the RFP and enhance selection criteria that assure open competition while supplying the best combination of military, government and commercial practices to our effort. To ensure that your answers have the opportunity to influence this acquisition, please submit your responses no later than 20 December 2021. In addition to your responses to the RFI questions, feel free to include any suggestions, recommendations, questions, or concerns regarding this effort. The team intends to address identified concerns/suggestions at the industry day during the Q&A session.

1) General Business Information

a) Do you see yourself as a Prime or Subcontractor?

i) If not a Prime contractor, why?

ii) If a Prime contractor, please estimate the percentage of the work you feel you would contribute verses the percentage that would be subcontracted.

b) Have you ever been awarded a Government contract for this type of work? Please provide contract numbers.

2) Program Requirements

a) What experience do you have designing/installing an Aircraft Avionics Cooling System?

b) What experience do you have as a prime contractor on government construction/repair contracts?

c) What is your experience related to design and installation of large bridge cranes?

d) What is your experience related to the other equipment and construction/repair requirements?

e) The construction/repair is a concern for the Government.

i) If acting as a prime, what is your plan for subcontracting any of the construction/repair work and managing it effectively and efficiently?

ii) If acting as a subcontractor, what part of the construction/repair would you perform?

f) What recommendations would you have to the siting of the equipment shelter (see Attachment 1)?

3) Pricing

a) The government prefers this to be Firm Fixed Price (FFP) contract. Do you see any issues with this type of contract, and if so, what type of contract would you suggest? Please explain the rationale.

b) How would you deal with differing site conditions (unforeseen utilities, etc.) in an old historic building, and how is that affected by having to perform the work with it a historic building?

4) Risks

a) What do you see as the risk areas associated with this effort?

5) Miscellaneous

a) Please provide any additional feedback you feel is relevant.

SUMMARY

To recap, interested offerors should send a response to the RFI questions listed above to Bradley Tobler at bradley.tobler.2@us.af.mil. Responses to the questions should be submitted by 4:00 pm mountain time, 20 December 2021.
