About this file

This document contains a question and answer file related to a solicitation for the Automated Test System Sustainment Initiative II contract. The solicitation will be issued by Hill Air Force Base on behalf of the Air Force Sustainment Center to acquire automated test system sustainment services over a potential nine-year period of performance starting in April 2021. The services are required to support the continued development and sustainment of test infrastructure for weapon systems and subsystems at the Ogden Air Logistics Complex. Key details include clarification that consent letters from subcontractors are only needed if submitting their past performance, removal of the requirement to address material solution analysis in proposals, extension of the total evaluated price matrix through the entire nine-year period, and confirmation that the proposal adequacy checklist is for task order use and not required for the initial contract proposal.

Section L

AUTOMATED TEST SYSTEM SUSTAINMENT INITIATIVE II (ATSSI II) Rev. FINAL RFP
Question #ReferenceDiscussionQuestion/CommentGovernment Response
1L, 3.1, paragraphs 1 and 3; Section M, 2.3Section L "This information is required on the offeror and all subcontractors, teaming partners, and/or joint venture partners who are proposed to perform a significant portion of the effort (20% or more of contract effort). This is based on the offeror’s total proposed price, or performance aspects of the effort the offeror considers critical to overall successful performance. "

"Along with the information required in this paragraph, the offeror shall submit a consent letter executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of adverse past performance information to the offeror so the offeror can respond to such information."

Section M

"The Past Performance assessment will assess the offeror’s ability--which includes the extent of its critical subcontractors’ involvement--to successfully accomplish the proposed effort based on the offeror’s demonstrated present and past work record. A critical subcontractor is defined as an entity subcontractor and/or joint venture partner who are proposed to perform a significant portion of the effort (20% or more of the contract effort)."Will the Government please confirm that consent letters are only required for subcontractors, teaming partners, and/or join venture partners that the Offeror is submitting past performance citations for?Yes. The consent letters provide approval for the Government to address the subcontractors' adverse performance information directly with the offeror (prime contractor) for responses. These consent letters are necessary to allow the Government to interface directly with the offeror for any discussions that may take place.
2PWS 7.6.1, L.2.3.2.1, M.3.2.1:The Government responded to the question concerning the material solution analysis phase of the systems engineering process by stating that the "Government will not be looking for it to be addressed in the offeror's proposal."Will the Government clarify if they intend to release revised Section L and Section M documents that remove the requirement to address material solution analysis in the proposal?Yes, the Government will post the changed documents with this Q&A response posting.
