PEST CONTROL AND MECHANICAL CLEANING

HILL AFB AND UTAH TEST AND TRAINING RANGE

QUESTIONS AND ANSWERS 1

1. Question: Who is the incumbent contractor and total contract price?

a. The current contractor is The Kaigan Corporation. The total contract price was

Estimated at $556,317.50. The current contract is a 3 year, indefinite delivery indefinite quantity contract that contained time and material line items for on call emergency services. This solicitation is for a standalone contract for a base year and 4 option years with no emergency on call services.

2. Question: the State of Utah requires a "Pest control business license" to do pesticide work and a

"Commercial Pesticide applicator license in "Public Health" for this kind of work. Are you requiring the same licenses for this solicitation? Please clarify what license are needed?

a. PWS para 4.3 requires contractors to have all state and local business licenses and certifications required to perform this effort before starting under this contract.

The Performance Work Statement (PWS) addresses requiring licensing and certification to be in accordance with AFI 32-1053, paragraph 4.7.3 and 4.7.4. which states:

4.7.4. The prospective contractor must operate in compliance with all state and local regulations. All pest management contractors must also comply with sections of DoDI 4150.07 and contents of this instruction that apply to contract pest management operations. Only state-certified contract pesticide applicators may mix or apply pesticides on CONUS Air Force installations.”
