I. Contracting Activity.

II. Nature and/or description of the action being processed.

Upon approval to use other than full and open competition procedures, the Government will issue a new contract for 11 Multiplex Bus Fault Isolator (MBFI) Serial Interface Bus (SIB). The Multiplex Bus Fault Isolator (MBFI) test equipment satisfies the needs of the F-22 maintainers throughout the world. The F-22 MBFI SIB is used to read input and output of power voltages from an external bus.

SIB is central interface between a computer and the adapter cables and aircraft bus. The anticipated contract type is a Firm Fixed Price.

III. Description of supplies/services required to meet agency needs.

Under the contemplated contract, Mountain Tech Sales and Assembly will provide to the Government eleven

(11) SIBs, Part Number 98747-965852-10 with controller card

. The estimated cost is . Delivery estimate: 90 days ARO. Fund Type: 3010 - 3 year

IV. Statutory authority permitting other than full and open competition.

FAR 13.501(a), Sole source (including brand name) acquisitions, in accordance with 41 U.S.C. 1901

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

This purchase is a supply buy to add equipment in support of and at the request of the F-22 Raptor Program Office. This item is a component of a higher level assembly. The customer requirement and ultimate deployment preclude the use of current Air Force inventory. Spares and or reconditioned units are not acceptable for this supply buy. The SIB must be built by an approved manufacturing facility. (5) SIBS were previously purchased under contract FA8224-15-P-0085 (06 Apr 2015) and (10) SIBS under contract FA8224-17-P-0062 (23 June 2017) from Mountain Tech Sales and Assembly. This vendor has produced these items before on multiple contracts and have made various modifications and updates to the drawings in order to ensure the units are operable and function as needed by the Air Force. Mountain Tech is the only company with the intimate knowledge and experience required to produce these items at this time. It would take 6 engineers over two years of design, testing, programming and integration to be able to replace the desired item with another similar product.

. Accordingly, Mountain Tech is the only firm capable of providing the supplies and services described in Section III above without the U.S. Air Force experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

On the most recent contract, FA822417P0062, a Sources Sought Synopsis (FA822416R0070) was posted to the GPE on 2 AUG 2016 and closed 1 SEP 2016 with no other respondents than Mountain Tech Sales. An additional sources Sought Synopsis was posted 20 APR 2017 and closed 22 MAY 2017. No interested parties outside of Mountain Tech responded. RFI 136146 was posted in NETCENTS-2 December 16, 2015. No vendors responded capable of meeting this requirement. A Sources Sought was posted 14 Feb 2017 and closed 28 Feb 2017. No interest was shown. Previous Contracts: FA822417P0062 (awarded: 23 Jun 17), FA822415P0085 (awarded: 8 Apr 15), FA822412C0035 (awarded 24 Apr 12) followed similar practices in an effort to obtain competition but were unsuccessful. All of the above referenced contracts were awarded to Mountain Tech Sales.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The following steps will be taken to ensure that the anticipated cost of this acquisition will be fair and reasonable. In the event only one offer is received, the contracting officer will comply with the procedures and criteria contained in Federal Acquisition Regulation (FAR) under Part 30 - Cost Accounting Standards, Part 31 - Contract Cost Principles and Procedures, Subparts 15.4 - Contract Pricing; to include technical evaluations and audits, as appropriate. Additional steps to ensure price reasonableness will be under the guidance of the Contract Pricing Reference Guides; jointly developed by the Federal Acquisition Institute and the Air Force Institute of Technology. The contracting officer will obtain other than certified cost or pricing data IAW FAR 15.403-3. The final step is to include the Price Negotiation Memorandum (PNM). The detailed documentation and justification of price reasonableness will be disclosed in the official PNM, to be prepared upon completion of negotiations.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

As described in Section VI above, market research, in accordance with FAR Part 10, was conducted by synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties. In addition, multiple vendors were approached directly for this activity to include, Mountain Tech Sales, Mountain Tech Sales was the only company that replied to this inquiry and showed an interest.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

None.

X. List of any sources that expressed, in writing, an interest in the acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

Market research will continue to be conducted in an effort to find other sources for these items. Future acquisitions will be posted to the GPE prior to award being made.
