Questions on Solicitation: FA8224-15-R-0044
OO-ALC responses entered below using blue/bold text.
General Contract Questions:
1. AUDIT QUANTITIES - Please clarify the CLIN numbers and corresponding Est. Quantities related to audit services for each site as listed in CLIN’s 0001 to 0003.
SITES:
· Kadena Air Base, Japan
· Randolph Air Force Base, TX
· Davis-Monthan Air Force Base, AZ
We understand that the Registration Audit Cycle for the locations should be as follows which is not the same quantity as listed in the corresponding CLINs on the solicitation. The schedule of audits listed in the CLIN’s is different than the audit plan required to maintain Registration.
The CLIN structure is not designed to mirror the exact AS9100/9110 audit schedule. This is an IDIQ contract where the Government issues orders based on requirements. Contractors are to propose the price for each of the specific type of audits (i.e. Stage 1 & 2, Surviellence, Recertification, Special Audits) to be performed. It is possible that not all CLINs and quantities will be utilized.
NOTE: Note the required standard audit sequence that a Registrar must follows is: Stage1/Stage2/Surveillance/Surveillance/Re-Certification; then Surveillance/Surveillance/Re- Certification and repeats thereafter.
SITE:
· Hill Air Force Base, UT Based on the current AS9100/9110 Certification held for this site, we understand that the Registration Audit Cycle for the location should be as follows which is not the same quantity as listed in the corresponding CLINs on the solicitation. The schedule of audits listed in the CLIN’s is different than the audit plan required to maintain Registration.
Year
Audit Activity
Quantity
2015
Surveillance
1
2016
Re-certification
1
2017
Surveillance
1
2018
Surveillance
1
2019
Re-certification
1
2020
Surveillance
1
NOTE: Note the required standard audit sequence (stage 1 & stage 2) does not appear for Hill Airforce base, as stage 1 and 2 have already been completed for the Certification held.
Hill AFB’s current registrar is National Quality Assurance (NQA). With the potential for a new registrar upon contract award, a transfer of registration for Hill AFB’s registration may be required. Because of a potential for transfer of registration, there is also a resulting potential for Stage1/Stage2 audits; however, Stage1/Stage2 audits would be a worst-case scenario. Therefore, we require an evaluated price to include Stage1/Stage2 audits Hill AFB should they be necessary. If a Stage1/Stage2 were to be required, it would also reset the 3-year surveillance/surveillance/re-certification schedule. Please provide your evaluated price using the provided Total_Evaluated_Price_Worksheet_AS9100_9110.xls worksheet.
2. SPECIAL AUDITS - Please clarify the CLIN numbers 0004 Special Audits and what the expectation for content of proposal be with relation to time estimates. Special Audits are on as needed basis (i.e. major non-conformances, customer reported significant issues, etc.), the specific audit time required depends on the nature and complexity of processes that would require audit.
Special audit estimated quantities were based on the number of Stage 2, Surveillance, and Re-certification audits per year, which drives a potential for a special audit for closing nonconformances issued during these audits. With the understanding that a special audit will not be required after each Stage 2, Surveillance, or Re-certification audit and also with the understanding that a special audit can occur for other reasons, the estimated quantity was determined with the assumption that the quantity will be more than adequate for the contract period.
3. MULTI-SITE CERTIFICATION - Will the registration be a multisite umbrella registration with Hill AFB as the Headquarters or will it be a single Certificate Registration for each site and each site fully responsible for maintaining certification?
Per the PWS para 3.8.2, “Each audited operating location will maintain a single site registration to both AS9100 and AS9110 standards, have unique OASIS Identification Numbers (OIN), and be listed individually in the OASIS database.”
Site 1: Hill Air Force Base, UT, Currently 6,541 personnel
A. GENERAL QUALITY SYSTEM INFORMATION:
1. Registration Requested: Solicitation is requesting initial certification for Hill Air force Base.
a. Solicitation Line 0001AA states: “Initial Certification at Hill AFB - Contractor is to provide AS9100/9110 services for Initial Certification (Stage 1 and Stage 2) at Hill AFB, UT. Since the site is already registered.
Since Hill AFB is already certified, this site does not require a stage 1 and stage 2. Propose to quote for surveillance and re-certification audits for this site.
